SPF in makeup does work, only if sufficient amount has been used. The issue is, to achieve the SPF label on your makeup, you need to apply at least ¼ teaspoon (the size of a nickel) to your face. Unfortunately non of us would apply this much. In addition, makeup products are not reapplied during the day.

Sunscreen is considered the last line of defence. No sunscreen blocks 100% UV. For example, when applied correctly, SPF30+ allows 3.3% of UVB rays to reach your skin while SPF 50+ allows only 2% to reach your skin.
