Understanding “Reasonable and Necessary” Supports

We’ve had a few enquiries this week about what the NDIS means when it says supports must be “reasonable and necessary.”

This is one of the most misunderstood parts of the NDIS! Many participants can explain how a product or service relates to their disability, and that’s an important start, but the NDIA looks at more than just that.

To be funded, a support must meet all of the following conditions under Section 34 of the NDIS Act 2013:

✅ It’s directly related to your disability needs.
✅ It helps you pursue the goals in your NDIS plan.
✅ It represents value for money.
✅ It’s likely to be effective and beneficial for you.
✅ It’s not something that should be provided by another system (like health, education, or housing).
✅ It’s not a day-to-day living cost that everyone has (such as groceries, rent, or personal toiletries).

We completely understand that these rules can be confusing, especially when something feels like it should be covered. That’s where Support Coordination can make a real difference.

To our courageous Police officers and the community they protect.

We are united in deep grief and immense gratitude for the service of Detective Leading Senior Constable Neal Thompson and Senior Constable Vadim De Waart, who were tragically killed in the line of duty on 26 August 2025.

Detective Leading Senior Constable Thompson was a dedicated officer with 38 years of service, just days from retirement. Senior Constable De Waart, a committed colleague who joined the police force in 2018.

A third officer was seriously wounded and has since undergone surgery, and we are wishing them a full and steady recovery.

Australian Disability Navigators deeply respect our brave men and women in blue who risk their lives every day so we can go about our lives safely.

We all deserve to go to work and come home to our families, yet tragically, two of Australia’s finest were robbed of that basic right by the cowardly actions of one individual.

Let us honour their bravery and sacrifice by standing together, supporting each other, caring for those in the force, and remembering the values they served to protect.

Detective Leading Senior Constable Neal Thompson and Senior Constable Vadim De Waart, your courage will never be forgotten.

NDIS pricing changes are putting critical services in regional areas at risk.

Caps on fees and changes to travel costs could make it unviable for some providers to continue their work – especially in regional communities where travel is essential.

When the pricing changes were released last month, I wrote to the Minister for the NDIS outlining my concerns. This week, I sat down with allied health professionals to hear what these changes mean for them and the services they provide.

One pediatric dietician told me she may not be able to travel to a child needing PEG feeding. That’s a life-impacting consequence that is simply not acceptable.

The Government must pause these price changes and consult with the people delivering care, particularly in regional and remote areas. People with disability, and the professionals who care for them, deserve a fair and workable pricing system that reflects the realities of regional Australia.

Let’s be clear about NDIS Pricing:

📉 Prices are being cut in real terms for a 7th year in a row for Support Coordination and Plan Management.

❌ NDIS is not passing on the Fair Work Commission wage increase.

🙅‍♀️ These changes were made behind closed doors. People with disability, their families, and the providers who support them were not consulted.

⛔ Critical supports are being devalued.

🚫 Support Coordination and Plan Management Prices are not based on a cost model and are not benchmarked against like services in Aged Care, Workplace Accident Schemes and Vehicle Accident Schemes.

Support Coordinators and Plan Managers aren't optional — they are essential. They support participants navigate an increasingly bureaucratic system, exercise their choice, amplify their voice, build capacity and ensure NDIS participants actually get the support they need.

We need transparency. We need fairness. We need a system that listens. We must

DIA urgently calls on the NDIS National Disability Insurance Scheme to do the right thing and take immediate action:

1️⃣Pass on the 3.5% wage and 0.5% superannuation increase to Support Coordination and Plan Management pricing immediately (from 1 July);

2️⃣Reverse the cuts to establishment fees and rural/remote loading for Plan Management services;

3️⃣Reverse the cuts to provider travel so that services can be delivered in community settings not just clinics;

4️⃣Implement independent price setting. Only an independent pricing authority can set a transparent pricing model that accurately reflects the true cost of service delivery, including wage pressures, compliance costs, and the value of these services.

Have you heard about the National Assistance Card? It's now available for people with autism and people with brain injury across the country.

The card helps a person communicate their unique needs. This is useful for daily tasks, like shopping, or in emergencies.

Cardholders can list the impacts of their disability on the card. They can also add more details to the QR code by adding a written message or recorded video.

Current cardholders report that the card gives them more confidence and independence. It makes them feel more comfortable accessing services in the community.

Support Coordination Needs Your Voice – and Your Support

At Australian Disability Navigators, we want to share something important with our community.

This week, the NDIA released its Annual Pricing Review for 2024–25. Unfortunately, for the seventh year in a row, the hourly rate for Support Coordination has remained unchanged, even as the cost of doing business continues to rise across wages, insurance, compliance, and technology.

As a small, locally run NDIS provider, this places enormous pressure on our ability to operate sustainably, and we’re not alone.

There are many incredible local Support Coordination providers across Albury–Wodonga.
While we may sometimes be competitors, we all share the same goal: to get the best possible outcomes for our participants.
We all work hard, care deeply, and believe in the power of personalised, local support.

None of us want to see any provider disappear. Every organisation in our region plays a unique and valuable role. If small, trusted services are forced out, it is participants who will lose, losing choice, connection, and continuity of care.

We need your help.

If you are a participant, a family member, a carer, or someone who has seen the value of Support Coordination in your life or work, we are asking you to raise your voice.

And ask them to reconsider the decision not to increase the Support Coordination rate. Tell them what local providers mean to you, and why fair pricing is essential to keep services like ours alive and strong in regional communities.

We’ve spent the past few days reflecting, and while we are disappointed, we are also heartened. Heartened by the way the sector is coming together. Heartened by the incredible words being shared by providers across Australia who know this isn’t right.

This is not just about business. It’s about people.
And together, we can protect what matters.
