In general, cosmetics outsourcing companies are responsible for both sourcing raw materials (such as packaging and labels) and producing the cosmetics themselves. However, it’s important to emphasize that this can vary from company to company. Some institutions offer a complete service, while others provide only the labor used in product development, leaving the sourcing of materials to the contracting company. In addition to these core services, the outsourced company may also handle product notifications with Anvisa (Brazil’s health regulatory agency) and product registration. Not to mention adjustments to formulations (if necessary), sending prototypes for client approval, and conducting quality tests.
