Alberta's AISH to ADAP Transition: Forcing Recipients to Re-Prove Their Disabilities

Alberta's plan to move current AISH recipients into the new ADAP program represents a fundamental betrayal of people who have already fought the system to prove their inability to work. This policy forces disabled Albertans to re-justify their existence and re-prove disabilities they've already documentedโ€”a process that violates basic human dignity.

What's Really Happening

Current AISH recipients, who met strict criteria proving they cannot maintain employment, face automatic transfer to ADAPโ€”a program that assumes they *can* work. If employment fails (as it likely will, given their documented disabilities), they must reapply for AISH under new, stricter criteria that may be impossible to meet.

This isn't expanding opportunitiesโ€”it's systematically dismantling support for Alberta's most vulnerable citizens.

The Government's False Claims About "Best Fit"

Alberta claims this is about placing people in programs that "best suit their unique situation." But the government's own policy design exposes this as false. If this were truly about finding the best fit, they would leave people on AISH and conduct thorough, case-by-case assessments, moving recipients to ADAP only after extensive evaluation confirmed work capacity.

Instead, Alberta automatically strips ALL current AISH recipients of their designation and forces everyone into ADAP first. Only new applicants receive individual assessment for program placementโ€”current recipients who already proved their inability to work get no such consideration. They must re-prove their disabilities under new, potentially stricter criteria to return to AISH.

This policy design only makes sense if the goal is reducing AISH recipients by creating barriers to re-qualification, banking on people giving up during re-application, and hoping others will be denied under new standards.

The Human Cost

The government's "transition benefit" offers temporary financial stability while recipients seek jobs they've already proven unable to maintain. But what happens after those months pass? When employment inevitably fails, people face:

- Reduced monthly benefits under ADAP
- Stricter requalification standards for AISH

- possibly complete loss of financial security they depend on for survival

Alberta claims this creates new opportunities, but current AISH already allows recipients to work within their capacity through existing exemption programsโ€”without the pressure and penalties ADAP will impose. The difference is AISH recognizes that for many people, traditional employment isn't possible, while ADAP assumes everyone should eventually work.

I am a mother. I am a mother to 7 children, several of whom have complex needs. I was introduced to the Disability Tax Credit program many years ago, nearly at its inception. My daughter (who is now 18) was critically ill as an infant. The disease she had deprived her body of red blood cells and platelets which caused her to have organ failure and a mild brain injury. Thus began an long and frustrating series of medical appointments, medication, specialists, IEPโ€™s, and so on and so on.

We were fortunate that acquiring help and care was relatively easy. She had an amazing team at Alberta Childrenโ€™s Hospital (Dr. Andrew Wade) who were always thorough and genuinely caring. Dr. Wade made things happen. When something wasnโ€™t right that was unrelated to her kidneyโ€™s, he brought in a team member from the right department. We did not experience the long waiting lists and the red tape that is all too common for many children with disabilities.

I applied for the DTC for her several years later and was easily approved. That was then - this is now.

Upon applying for another of my children with complex needs I discovered, the hard way, the approval process for the DTC has become extremely complex. I applied for my child with much more information than had been provided for my other daughter. I was denied. My doctor send additional info. I was again denied. We sent more info and were denied again. We did a new application and were denied yet again. I went to my MP who was kind, but not helpful. I spoke with the head of DTC department and was met with coldness. I asked her to review my file and tell me exactly why the application had been denied as my daughter met the criteria as written on CRAโ€™S website. She told me she could not just pull up my file and that this was just the way things were. She told me the criteria had not changed and that CRA was under no obligation to provide specific details about why an application is denied. I asked her why denials were so high if the criteria was the same. She had no desire to have an honest conversation with me or give me any direction or guidance. I was livid.
