I don't know where everybody of you is on earth, and that is relevant point if you want to gauge the real perspective of persons in the debate. From my perspective as a person on the ground in Somalia, federal system is already a reality in the country. Yes, public institutions in both the Centre and most FMS are either non-existent or still rumentary. In the past only Puntland State was advocating for it, but now most FMS wouldn't accept the return to One City-state Rule from the Centre. True most FMS depend on the hand-outs from the Centre via international donor community. That is why the Centre has much sway in their respective internal affairs and security as they experience Alshabab onslaught, humanitarian crisis, non-existent infrastructure and a lot more problems. This is where Puntland is far better off and can stand up to unduly influence from the Centre. But, they all feel sense of pride for having made it. Another benefit they got from setting up a regional state is their newly acquired abilities to mitigate clan warfare as all clans feel belonging to a common state. Federalism in Somalia is now stronger than it was status when Puntland alone was fighting for it. Puntland leadership may have political differences with the Central and some FMS leaders, but that doesn't mean that they have abandoned the concept in practice. It is important to understand the situation on the ground.

Also note that the federal system with its different forms is a complex democratic governance with overlaying public institutions. Because most Somali clans are confederal by nature rather than blood lineages (Hawiye, Isaaq, Dir, Raxanweyn etc), federalism would have come easy and suitable. But the problem was its implementation because most leaders so elected before were undermining the system. They couldn't grow out of the old central mentality they had experienced before.The question is, who would then make federalism work in Somalia? It is extremely important to be aware of this fact.

Today's joke

A reader and follower of WDM has relayed to me a question from an Italian journalist to political figure in his country. The Italian politician, who had cut short of his medical studies just a few months before graduation in order to join a political party and its ongoing campaign at that time, was asked a question on whether Italy had lost a medical doctor or gained a politician? The new medical student-turned politician responded, "both sides of the story are true".

The WDM reader I am referring to was complaining about my decision to join a Puntland government committee.

WHY I AM OPTIMISTIC ABOUT SOMALIA FUTURE

At last, Somalis got it right. From time immemorial they existed in communities and clans enjoying autonomous entities and freedoms that even colonial power had no recourse to dominate them. Among them, no one clan had the power to subjugate others in the neighborhood. Unlike other nations, there were no feudalism, slavery or landlordism here. They were equal partners in their respective localities. They were engaged in peaceful negotiations on issues of common interests and deviced laws that govern their behavior and invented code of conduct (Xeer.) They never tolerated tyranny in their midst. They were born free and loved their ways of life. That was natural confederalism in its primitive form.

HOW TO UNDERSTAND KENYAN FOREIGN MINISTER’S VISIT TO MOGADISHU TODAY

Somalia and Kenya have been experiencing lowest point in their diplomatic relations recently. That is because of two factors:

1. Mohamed Abdullahi Farmajo couldn’t balance Somalia’s political and diplomatic relationships with neighbors of Djibouti, Kenya and Ethiopia. Eritrea had poor or no ties with all countries in the Horn of Africa neighborhood. Now that Somalia, Ethiopia and Eritrea had entered into secret pact, Kenya felt left out in the regional power-play.

2. Kenya underestimated the diplomatic outreach of successive Somalia’s weak administrations in regard to its dispute on the continental shelf maritime delimitation with Somalia or to put in other words, Kenya’s controversial and aggressive claim to a portion of Somalia’s waters of the Indian Ocean. That dispute went to ICJ for arbitration. Kenya, however, has been attempting to exert maximum diplomatic pressure on Somalia to agree to an out of court settlement. It looks that Kenya has failed in its diplomatic efforts to score points in its struggle with Somalia on the maritime dispute.

Leadership entails many qualities. But we aren’t here to give a lecture on leadership 101 in any field of human endeavor and capacity. We want lo look at menu of limited characteristics that are critically important to do business of leadership in most areas of human organization.

Two items in our menu of quality leadership are management and vision. The two items are closely inter-linked. A manager without vision doesn’t know where he is going to lead his team to, clear objectives and goals to realize. Lacking management skills make one unable to lead by example, and to persuade the team willingly to deliver quality works in the pursuit of reaching at common objective or product – in political terms, to carry out well-thought policy objectives with the use of potential talent and competence of your team members, giving credit openly where is due. That is how you prepare and groom future leaders. Don’t engage in “After me the dèluge”.

At administrative and policy levels, leadership entails consultations at team and public levels. A leader doing it alone isn’t informed and his efforts would end up in one-man show. That isn’t leadership for he doesn’t understand the importance of shared responsibilities and delegation of power to tested, competent and trusted team members. In the absence of this principle, you can only blame yourself for imminent policy failures that will surely happen in the end. A leader should strive to build sustainable system that would outlast him. That means building institutions that would outlive him. You can’t build all these by acting as a lone gunman, preventing anyone else from sharing the credit with you. This one-man show approach is also egocentric and mean to your team.
