But under the current system, those same countries are not guaranteed fair access to the tools developed using their data.
The WHO Pandemic Agreement PABS negotiations must fix this.

⚠️ The WHO Pandemic Agreement cannot be ratified until the PABS Annex negotiations are completed.
This annex will determine how countries share virus samples used to develop vaccines, diagnostics, and treatments—and whether they will receive fair access to the tools created from them.
Through the campaign EU: Stop Blocking Health Equity, advocates are calling on the European powers, particularly and , to support strong, binding benefit-sharing rules in the negotiations.

⚖️ 𝗘𝘂𝗿𝗼𝗽𝗲 𝗺𝘂𝘀𝘁 𝘀𝘁𝗮𝗻𝗱 𝗼𝗻 𝘁𝗵𝗲 𝗿𝗶𝗴𝗵𝘁 𝘀𝗶𝗱𝗲 𝗼𝗳 𝗵𝗲𝗮𝗹𝘁𝗵 𝗲𝗾𝘂𝗶𝘁𝘆.

As negotiations on the Pandemic Agreement reach a critical stage, the message from civil society is clear: 𝗡𝗼 𝗲𝗾𝘂𝗶𝘁𝘆, 𝗻𝗼 𝗱𝗲𝗮𝗹.

Across Europe, voices are calling for a 𝗳𝗮𝗶𝗿 𝗮𝗻𝗱 𝗲𝗻𝗳𝗼𝗿𝗰𝗲𝗮𝗯𝗹𝗲 𝗣𝗮𝘁𝗵𝗼𝗴𝗲𝗻 𝗔𝗰𝗰𝗲𝘀𝘀 𝗮𝗻𝗱 𝗕𝗲𝗻𝗲𝗳𝗶𝘁-𝗦𝗵𝗮𝗿𝗶𝗻𝗴 (𝗣𝗔𝗕𝗦) 𝗔𝗻𝗻𝗲𝘅, one that ensures countries sharing pathogen data are not left behind when it comes to accessing vaccines, diagnostics, and treatments.

The 𝗘𝗨 𝗵𝗮𝘀 𝗮 𝗿𝗲𝘀𝗽𝗼𝗻𝘀𝗶𝗯𝗶𝗹𝗶𝘁𝘆 𝘁𝗼 𝗹𝗲𝗮𝗱, not block progress.

AHF urges the EU and WHO member states to:
🔹 Commit to binding equity—no agreement without it
🔹 Guarantee benefit-sharing obligations in advance
🔹 Lock in standardized, enforceable contract obligations
🔹 Require transparency and traceability for users and data
🔹 Reject dual-track system proposals that circumvent obligations
🔹 Ensure intellectual property serves public health—not industry monopolies

The world cannot afford another agreement that leaves the most affected countries without access to life-saving tools.

The WHO Pandemic Agreement was adopted in 2025—but it cannot move forward until the Pathogen Access and Benefit-Sharing (PABS) Annex is finalized.

Even though National Youth HIV/AIDS Awareness Day is a U.S. observance, it’s a good reminder that young people here in the UK also deserve clear information, free testing, and support without judgment.

Many young people still tell us they’re unsure about HIV, PrEP, U=U, or where to test confidentially. That’s why we keep showing up in communities, schools, and youth spaces — to make sexual health simple, accessible, and stigma‑free.

Young people deserve:

People in England are still being denied lenacapavir, the only HIV treatment that could save their lives.

For a small group with multi‑drug‑resistant HIV, this delay is life‑threatening.

AHF‑UK supports the vital work of National AIDS Trust and joins their call for urgent NHS access.
