If destruction and looting are done intentionally to cause harm, exploit, or demonstrate power, then repairing afterwards does not legitimise these actions and is UNETHICAL . It is possible to improve without causing harm, destroying first and then fixing is NOT ETHICALLY JUSTIFIABLE . . !
