Honestly… thank you.

At SENDhelp, we have taken time to carefully review the direction of the proposed SEND reforms before responding publicly.

Our position is clear:

Reform in itself is not the issue.
Implementation and capacity are.

The current proposals indicate:

A long-term shift away from reliance on EHCPs

Greater responsibility placed on mainstream schools

Increased use of mediation before tribunal

Stronger control over independent specialist placements..

On paper, this is framed as improving inclusion and consistency.

However, inclusion cannot succeed without structural investment.

If mainstream schools are expected to meet more complex need, we must ask:

Where is the measurable, ringfenced funding to support this shift?

Where is:

Mandatory specialist SEND and neurodiversity training for all teaching staff?

Reduced class sizes to enable genuine differentiation?

Increased access to educational psychologists and specialist services?

Clear national standards that protect children when schools say they “cannot meet need”?

Mainstream schools are already operating under significant pressure.
Teachers are managing high workloads.
Families are navigating long waits and inconsistent provision.

If EHCP access tightens before mainstream capacity is strengthened, the pressure will not reduce it will relocate.

It will fall on:
Children whose needs are complex but not immediately visible
Parents facing extended delays
Schools expected to absorb increased responsibility without proportional support

SENDhelp supports reform that improves outcomes for children.

But reform must be built on practical delivery, not policy language alone.

Children with additional needs require more than intention.
They require trained staff, sustainable funding, and accountable systems.

We will continue to advocate for solutions that prioritise capacity, clarity, and long-term support for families and schools alike.
