【 #疫後醫療系統和社區抗疫力】新冠疫情為全球各地帶來前所未有的公共衞生危機與挑戰,各國均在疫後復常階段整合及檢討抗疫經驗,並積極制定醫療系統抗疫力政策,以應對未來的公共衞生威脅。
香港中文大學醫學院賽馬會公共衞生及基層醫療學院醫療體系及政策研究所(CHSPR)與亞太地區醫療系統強化網絡(ANHSS)於上週共同協辦「亞太地區知識薈萃活動:如何從新冠疫情中汲取經驗並提升醫療系統和社區抗疫力」研討會及「醫療系統轉型政策研究課程」,匯聚來自亞太區10多個國家及城市,共200多位政策制定者、醫療專業人員,以及各地學術代表集思廣益。
研討會開幕禮主禮嘉賓包括香港特別行政區醫務衞生局局長盧寵茂教授、中大醫學院院長陳家亮教授、中大醫學院賽馬會公共衞生及基層醫療學院院長黃仰山教授及醫療體系及政策研究所總監楊永強教授。此外,香港特別行政區衞生署署長林文健醫生、澳洲新南威爾士州首席衞生官Kerry Chant醫生、新加坡國家傳染病中心執行主任Vernon Lee教授,和印尼衞生部公共衞生總監Maria Endang Sumiwi醫生等多位國家及地方醫療政策專員獲邀就以下三個主題分享他們的專業知識及見解:
1/ 如何與社區協作,為公共衞生威脅做好準備、應對、適應和緩解;
2/ 如何從抗疫經驗加快醫療系統轉型;及
3/ 如何將獲得的知識制度化以促進醫療系統和社區的抗疫力。
本次研討會造就了一個契機,讓與會者互相交流,分享在疫情遇到的挑戰以及應對疫情的經驗等,同時亦能體現如何將醫學實證轉化為實踐干預措施,使政策制定者釐定和實施有效的疫情控制策略提供寶貴的參考訊息。

The COVID-19 pandemic presented global communities with an unprecedented crisis. In the recovery phase, it is crucial that the lessons learnt from country responses are synthesised to inform health system resilience policies and combat any future public health threat.
Last week, the Centre for Health Systems and Policy Research (CHSPR) at the Jockey Club School of Public Health and Primary Care at CU Medicine collaborated with the Asia-Pacific Network for Health Systems Strengthening (ANHSS) in organising a Regional Knowledge Event - Health System and Community Resilience: Lessons From The COVID-19 Pandemic. Over 200 participants and guests from more than 10 countries and areas gathered to underscore the significance of discussing health system and community resilience in the context of the pandemic.
Officiating guests of the opening of the Event included Professor the Hon LO Chung-mau, Secretary for Health of the Hong Kong Special Administrative Region (HKSAR); Professor Francis CHAN Ka-leung, Dean of CU Medicine; Professor Samuel WONG Yeung-shan, Director of The Jockey Club School of Public Health and Primary Care at CU Medicine; and Professor YEOH Eng-kiong, Director of the Centre of Health System and Policy Research at CU Medicine.
The event also featured a diverse group of esteemed speakers from across the Asia-Pacific region, including national and sub-national-level health policymakers such as Dr Ronald LAM, Director of Health of the HKSAR; Dr Kerry CHANT, Chief Health Officer in New South Wales, Australia and her team; Professor Vernon LEE, Group Director, Communicable Diseases Group of the Ministry of Health, and Executive Director of the National Centre for Infectious Diseases in Singapore; and Dr Maria Endang SUMIWI, Director General of Public Health, Ministry of Health of Indonesia. They shared their expertise and insights on three main themes:
(i) collaboration with communities in preparing for, responding to, mitigating and adapting to public health threats;
(ii) lessons learnt in transforming health systems; and
(iii) strategies for institutionalising the knowledge acquired to promote health system and community resilience.
The event created a platform for knowledge exchange between participants, allowing them to discuss the challenges brought by the COVID-19 pandemic and review actions taken to enhance health system resilience. With the evidence-based research translated to practical interventions, valuable insights could be provided to policymakers to formulate and implement effective pandemic control policies.
