Family Resource Centre National Forum The Family Resource Centre (FRC) programme is Ireland’s largest National Family and Community-based support programme, with 136 Centers across Ireland.

The programme is core funded by Tusla – The Child and Family Agency. The Family Resource Centre National Forum (FRCNF) is the national representative and peer support body for Ireland’s 121 Family Resource Centres (FRCs). Established in 1998 and incorporated as a company limited by guarantee in 2004, we work collectively with FRCs to deliver the FRC National Programme – the country’s largest commu

nity-based family support initiative. The Programme is made up of 121 FRCs based in communities across Ireland. Each Centre is independent, led by a voluntary Board of Directors, and works to meet the unique needs of its local area. Both the FRC National Programme – the network of 121 Centres – and the FRCNF are core funded by Tusla – the Child and Family Agency. FRCs are organised into nine regional forums: Cork, Kerry, Eastern, Mid-West, Midlands, North-East, North-West, South-East, and Western. These forums meet regularly to share experiences, address common challenges, arrange training, and develop joint projects. Each regional forum nominates representatives to the National Forum’s Board of Directors, ensuring a strong link between local Centres and the national body. This structure allows us to work together effectively, share knowledge, and influence positive change in communities across Ireland.

After overcoming the challenges of information poverty, herself, Rosemary Lioness Kunene founded and leads Dignity Partnership, a social enterprise tackling information poverty and building more inclusive, connected communities.

A dedicated social entrepreneur and experienced community facilitator, her work focuses on addressing information poverty and facilitating meaningful integration for people from refugee and migrant backgrounds within Irish society. For over 10 years, she has
worked with frontline and community workers through practical, lived‑experience‑informed training and consultation, and has brought the wider public together in interactive workshops that reduce barriers and foster more inclusive, connected communities.

She holds a Master’s in Co‑operatives and Social Enterprise and a BA in Applied Addiction Studies and Community Development. Rosey Lioness is passionate about community empowerment and participation.

Families give us care, support, and a sense of belonging. At Gorey Family Resource Centre, we recognise the vital role families play in building strong, connected communities, while also acknowledging the challenges many families face every day. 💛

Today, representatives from the Family Resource Centre National Forum were delighted to meet with for a very positive and constructive discussion on the future of community mental health supports and the role of Family Resource Centres across Ireland.

We discussed the increasing demand facing FRCs, growing waiting lists for counselling and therapeutic supports, the strong therapeutic governance structures being embedded through the ROADMAP Therapeutic Governance Framework, and the urgent need for investment in counselling and therapeutic supports being provided across the life course within communities.

We also highlighted the FRCNF Budget 2027 priorities, including increased core funding for FRCs and a dedicated Capital Funding Stream.

The Minister’s continued commitment to mental health and to the Family Resource Centre programme is hugely encouraging.

We look forward to continuing to collaborate with Minister Butler and her team as we navigate the opportunities and changes arising from the Mental Health Bill and the future development of community-based mental health supports.

We are asking for the Goverment to: and

The Family Resource Centre National Forum officially launched its Pre-Budget Submission 2026 / Budget 2027 at the Political Engagement Event held in Buswells Hotel, Dublin. on the 6th May 2026. Click on the link to see who droped by!

Representing 136 Family Resource Centres and communities nationwide, FRCs came together to engage with politicians and highlight the pressing issues facing individuals, families and communities across Ireland.

FRCs are calling for urgent investment ahead of Budget 2027, warning that rising demand, increasing complexity of need, and insufficient funding are placing prevention and early intervention services at serious risk.

The submission outlines three key asks for Budget 2027:
• A minimum of €255,000 core funding per FRC
• A dedicated FRC capital funding stream
• Urgent investment in counselling and therapeutic supports

Family Resource Centres continue to play a vital role in supporting communities every day, now is the time to invest in what works.
