University Grants Commission (UGC) does not have the authority to regulate or grant permission to practice Medicine , AYUSH (Ayurveda, BNYS Yoga, Unani, Siddha, and Homeopathy) medical systems.
The UGC is primarily concerned with maintaining standards for higher education in India, such as accrediting universities, ensuring quality education, and overseeing academic frameworks. It is not involved in regulating medical practice, including AYUSH systems.
However, when it comes to the practice of medicine in India, the authority lies with specific medical regulatory bodies, such as:
National Medical Commission (NMC) – This is the body that regulates medical education, medical practice, and the licensing of medical professionals in India. NMC replaced the Medical Council of India (MCI) in 2020.
State Medical Councils – These councils operate at the state level, and doctors must be registered with the appropriate State Medical Council to practice medicine legally.
For the practice of AYUSH medicine, the relevant regulatory bodies
are:
Central Council of Indian Medicine (CCIM) – This body regulates Ayurveda, Unani, bnys and Siddha systems of medicine in India. It is responsible for the education, practice, and licensing of professionals in these fields.
Central Council of Homoeopathy (CCH) – This body regulates the Homeopathy system of medicine, including the education, training, and licensing of homeopathic practitioners.
Ministry of AYUSH – The Ministry of AYUSH (established in 2014) oversees all traditional systems of medicine, including Ayurveda, Yoga, Unani, Siddha, and Homeopathy. It is responsible for the policy-making, promotion, and regulation of AYUSH medical practices in India.
To practice any of the AYUSH systems, individuals must:
Complete a degree from a recognized institution (e.g., BAMS for Ayurveda, BHMS for Homeopathy, BUMS for Unani, BNYS for Naturopathy etc.).
Register with the respective council (CCIM or CCH) after completing their degree.
Fulfill any additional requirements set by the Ministry of AYUSH.
பல்கலைக்கழக மானிய ஆணையம் (UGC) மருத்துவம் மற்றும் ஆயுஷ் (ஆயுர்வேதம், BNYS யோகா, யுனானி, சித்தா மற்றும் ஹோமியோபதி) மருத்துவ முறைகளை கட்டுப்படுத்தவோ அல்லது அனுமதி வழங்கவோ அதிகாரம் கொண்டது அல்ல.
UGC இன் பிரதான பொறுப்பு இந்தியாவில் உயர் கல்வி தரத்தை பராமரிப்பதாகும், இதன் கீழ் பல்கலைக்கழகங்களுக்கு அங்கீகாரம் வழங்குதல், தரமான கல்வியை உறுதி செய்தல், மற்றும் கல்விசார் கொள்கைகளை மேம்படுத்துதல் ஆகியவை அடங்கும். ஆனால், இது மருத்துவ நடைமுறைகளின் ஒழுங்குமுறையில் ஈடுபடுவதில்லை, அதில் ஆயுஷ் மருத்துவ முறைகளும் அடங்கும்.

✅ தேசிய மருத்துவ ஆணையம் (NMC) – இது மருத்துவக் கல்வி, மருத்துவ நடைமுறை, மற்றும் மருத்துவ நிபுணர்களுக்கான உரிமங்களை வழங்கும் இந்தியாவின் முக்கிய ஒழுங்குமுறை அமைப்பு ஆகும். இது 2020ல் மருத்துவக் குழுமம் (MCI) மாற்றமாக உருவாக்கப்பட்டது.
✅ மாநில மருத்துவக் குழுமங்கள் – ஒவ்வொரு மாநிலத்திலும் செயல்படும் மருத்துவக் குழுமங்கள், சட்டபூர்வமாக மருத்துவம் கடைப்பிடிக்க, மருத்துவர் அந்த மாநில மருத்துவக் குழுமத்தில் பதிவு செய்யப்பட வேண்டும்.
AYUSH மருத்துவப் பிரிவின் ஒழுங்குமுறை அமைப்புகள்:
✅ இந்திய மருத்துவ மத்திய கவுன்சில் (CCIM) – இது இந்தியாவில் ஆயுர்வேதம், யுனானி, BNYS மற்றும் சித்தா மருத்துவ முறைகளை ஒழுங்குபடுத்தும் அமைப்பாகும். இதன் கீழ் கல்வி, மருத்துவ நடைமுறை, மற்றும் மருத்துவர்களுக்கு உரிமம் வழங்குதல் ஆகிய பொறுப்புகள் உள்ளன.
✅ மத்திய ஹோமியோபதி கவுன்சில் (CCH) – இது ஹோமியோபதி மருத்துவ முறையை ஒழுங்குபடுத்தும் அமைப்பாகும். இதில் கல்வி, பயிற்சி, மற்றும் ஹோமியோபதி மருத்துவர் உரிமம் வழங்குதல் அடங்கும்.
✅ ஆயுஷ் அமைச்சகம் – இந்திய அரசால் 2014ல் அமைக்கப்பட்ட இந்த அமைச்சகம் ஆயுஷ் மருத்துவ முறைகளை (ஆயுர்வேதம், யோகா, யுனானி, சித்தா, ஹோமியோபதி) மேம்படுத்துவதற்கும், ஒழுங்குமுறையில் கொண்டு வருவதற்கும் பொறுப்பு வகிக்கிறது.
ஆயுஷ் மருத்துவ முறைகளை நடைமுறைப்படுத்த, அவசியமானவை:
👉 அங்கீகரிக்கப்பட்ட கல்வி நிறுவனத்தில் பட்டம் முடிக்க வேண்டும் (எ.கா., BAMS - ஆயுர்வேதம், BHMS - ஹோமியோபதி, BUMS - யுனானி, BNYS - இயற்கை மருத்துவம்).
👉 பட்டப்படிப்பை முடித்த பின், சம்பந்தப்பட்ட கவுன்சிலில் (CCIM / CCH) பதிவு செய்ய வேண்டும்.
👉 ஆயுஷ் அமைச்சகம் விதிக்கும் கூடுதல் நிபந்தனைகளை பூர்த்தி செய்ய வேண்டும்.
