Turkana County has been recognized as the best-performing county in the Rift Valley region by the Kenya Medical Supplies Authority (KEMSA) for its excellence in health commodities management in FY2024/2025.
The county processed medical orders worth KSh 264.9 million highest in the region and ranked second nationally in debt repayment with a 67% rate.
Turkana County Pharmacist Dr. Brian Muyokani was also named the best-performing HPT manager, a recognition hailed by Chief Officer for Medical Services Dr. Gilchrist Lokoel as a testament to the dedication and professionalism of Turkana’s health workers.
Dr. Lokoel credited the success to strong leadership from Governor Jeremiah Lomorukai, whose elevation of the Health Products and Technologies (HPT) unit to a full directorate has streamlined the supply chain and improved service delivery across all health facilities.
He noted the county’s strategies, including public flag-offs and a hotline for reporting misuse, are driving transparency and efficiency.

The Ministry of Health has announced comprehensive reforms to strengthen transparency, accountability, and efficiency in Kenya’s healthcare internship programme, following serious irregularities in the posting of Bachelor of Science in Nursing (BScN) interns.

Speaking during a consultative meeting with universities offering nursing programmes, Health Cabinet Secretary Hon. Aden Duale outlined a series of urgent interventions aimed at restoring integrity to the internship placement process and aligning it with national health workforce priorities.

Key Reforms Unveiled

Among the measures introduced are:
◾️Digitization of Internship Submissions: A centralized digital platform will be established to streamline submissions, enhance data verification, and eliminate errors.
◾️National Guidelines for Internship Management: The Director-General for Health will issue uniform guidelines covering eligibility criteria, submission timelines, and stakeholder roles under Section 17(j) of the Health Act.
◾️Establishment of an Internship Coordination Unit: A new unit within the Ministry will oversee internship placement, improve institutional coordination, and enforce compliance.
◾️Strict KUCCPS Compliance: Only students placed through the Kenya Universities and Colleges Central Placement Service (KUCCPS) will be eligible for government-sponsored internships. Self-sponsored students will be required to fund their own internships.
◾️Adherence to CUE-Approved Quotas: Universities must strictly follow student admission limits approved by the Commission for University Education (CUE), to prevent over-enrolment and planning distortions.
◾️Budget Mobilization: The Ministry is engaging the National Treasury to secure KSh 408 million to support the posting of an additional 339 verified nursing interns beyond the PSC-approved annual cap of 2,000.

“These reforms are about safeguarding the future of healthcare in Kenya. We are building a system that ensures fairness, accountability, and quality in health professional training,” said CS Duale.

The reforms follow an audit that revealed significant anomalies in the 2025/2026 internship posting, including the erroneous inclusion of 42 students who had not completed their training. The list, submitted through the Nursing Council of Kenya (NCK), also excluded 339 eligible candidates and included foreign students not eligible for government-sponsored internships.

Ten universities were found to have submitted unverified or unauthorized student data. These include: Kenyatta University; Daystar University; Kenya Methodist University; Masai Mara University; University of Embu; Mount Kenya University; Umma University; Baraton University; Karatina University
and Masinde Muliro University of Science and Technology

The Nursing Council of Kenya was also faulted for failing in its regulatory responsibility to verify submissions before forwarding them to the Ministry.

As a result, the Ministry has revoked the 42 irregular internship placements and formally notified the affected internship centres. CS Duale affirmed that all institutions involved will be held accountable and that the Ministry remains committed to enforcing professionalism and safeguarding patient safety in Kenya’s health system.

County supervision pays off as Health facilities in Turkana begins to improve

Lodwar, July 18 (Public Communication and Media Relations)

The ongoing support supervision by the Turkana County Health Management Team (CHMT) is yielding visible improvements, with facilities across the county beginning to implement corrective measures issued by the team.

Led by Chief Officer for Medical Services Dr Gilchrist Lokoel, more than 30 facilities have already benefited from the supervision, during which service delivery lapses were documented and improvement orders issued.

“Even as we plan to extend the supervision to all the 300 facilities under the management of Turkana County Government, those already visited were required to act immediately on disorganised drug stores and medical equipment rooms, infection prevention and control gaps, and poor customer care standards,” Dr Lokoel said.

Speaking in Lodwar after receiving the first batch of evidence showing implementation of improvement orders from the facilities, Dr Lokoel expressed confidence that the move would help raise service standards.

“One striking turnaround is at Makutano Health Centre in Nakalale Ward, Turkana North. It had been flagged for disorganisation. Today, I’m happy to report that the store is in order, the compound is clean, and clients are being served promptly,” he said.

While reaffirming the County’s commitment to building a health system that inspires public trust, the Chief Officer warned that staff who fail to implement the recommendations will face disciplinary action.

He added that findings from the supervision will inform a long-term service improvement strategy, to be tracked through weekly facility reports and structured mentorship program for health workers.

Dr Lokoel also urged members of the public to play an active role by reporting service delivery lapses through the County’s health hotline.

"Feedback from the public is pretty much welcome. We consider feedback as a way to sustain accountability, improve healthcare for all and safeguard gains already realized," CCO Lokoel added.

In addition to service standards and customer care standards, the supervision has also been designed to check facilities involvement in boosting uptake of SHA services and promotion of health seeking behaviours.

County unveils hotline for reporting fraud, flags off ksh 13.8 Million supplies to 104 facilities

County Government has unveiled a dedicated hotline for reporting fraud, theft and mismanagement of medical supplies across all the 301 health facilities in Turkana.

In a statement read by the County's Chief Officer for Medical Services Dr. Gilchrist Lokoel, the new hotline (0746196057) will allow members of the public to anonymously report cases such as diversion of drugs, circulation of supplies in unauthorized facilities and private clinics and, unethical practices with health facilities.

Chief Officer Dr. Gilchrist Lokoel unveiled the hotline during the flag off of Ksh 13.8 Million medical supplies earmarked for 104 facilities across the county.

"Despite the fact that we have heightened supervision and strict tracking of supplies, we acknowledge that we cannot be everywhere all the time. It's against this backdrop that we encourage the public to call us through 0746196057 once they notice pilferage and misuse of commodities," Dr. Gilchrist said.

According to the Chief officer, the hotline forms part of the broader accountability framework to safeguard integrity of the health system.

The chief also clarified that the supplies was part of the ksh 59 Million request placed to KEMSA in the month of April 2025, expressing confidence that it would push facilities for two to three months before the next round of supplies in September 2025.

"In order to ensure uninterrupted service delivery, we have also begun what we call quantification and forecasting for the next cycle of health products and technologies, all health facilities are preparing for their quarter one orders, projected to cost ksh 120 Million" he added.

Suspected Pokot bandits from Tiaty Constituency launched a raid attempt on Napeitom village unit earlier this morning. Fortunately, the swift and coordinated response by the National Police Reservists (NPR) successfully repelled the attackers before they could steal any livestock.

During the confrontation, one resident identified as Ekirima sustained injuries.

Reports from the ground indicate that the bandits have since laid an ambush around the village, effectively paralyzing the movement of both residents and livestock.

Hon Kamket, Tiaty MP Application seeking orders to stop the gazettement of Suguta sub-county and Kapedo as its Headquarters has been dismissed.
The Petition HCCHRPET/E011/2024 HON. WILLIAM KASSAIT KAMKET vs. State Law Office AND Cabinet Secretary Interior and Coordination of National Govt where the County Government of Turkana under the Leadership of H.E Governor Jeremiah Lomorukai,Napotikan through an Affidavit sworn by the County Attorney Ruth Emanikor, the area MP, Hon. Nkolong and the MCA Hon. Nalimo were successfully enjoined as interested parties came today before the Judge in Kabarnet.
The matter came up for a ruling on an application by Mr. Kamket seeking orders to stop the gazettement of Suguta sub-county and Kapedo as its HQ, respectively, the ruling this 11th of June, 2025 before HON. LADY JUSTICE RACHEL C.BIOMNDO NGETICH was favourable to Turkana County.
The Honourable Court pronounced itself indicating that although there may be a prima facie case on issues raised in the Petition, she however said that those issues ought to be argued in the Main Petition. She therefore declined to issue conservatory orders seeking to stay the implementation of Notice No. 2669 of 17th March, 2022 as prayed by the Petitioners since the matter is of public interest in nature.
Consequently, the Honourable Court dismissed the Petitioner's Application with costs to the Respondents.
