For a long time now there has been a persistent threat to the health of populations in the African continent posed by communicable and non-communicable diseases. This phenomenon has always invariably been exacerbated by a widespread ignorance amongst a majority of the people and their leadership not only of the exact nature and character of the diseases but also the manner in which they are spread and the type of preventive materials and/or equipment available for use by their Public health personnel to keep them from getting infected while performing their tasks. The International community on the other hand has only recently and belatedly so come to the realization that communicable diseases essentially constitute a
National security concern in their respective countries regardless of the wide differences in the geographical regions in which they arise and /or thrive. Of course this is an inherent consequence of the movement amongst the populations of the world and which movement has increasingly become easier, faster and more efficient in consonance with tremendous strides in communication and transport and the movement towards globalization.
