South-eastern Europe Health Network (SEEHN)

WHO/Europe contributes to international reconstruction efforts in the south-eastern countries in the WHO European Region through its work with the South-eastern Europe Health Network (SEEHN). SEEHN is a political and institutional forum set up by the governments of Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Montenegro, the Republic of Moldova, Romania, Serbia and the former Yugoslav Republic of Macedonia to promote peace, reconciliation and health in the region. WHO/Europe lends technical support to SEEHN’s various health projects, after having supplied its secretariat, along with the Council of Europe, from 2001 to 2009. On 1 January 2010 SEEHN took over ownership of the regional cooperation for health and development under the auspices of the Regional Cooperation Council (RCC) and the SEE Regional Cooperation Process. RCC’s main purpose is to provide leadership and to sustain ownership by the nine countries of regional cooperation and the concerted health development action launched in 2001 with the Dubrovnik Pledge (2001) and maintained through the Skopje Pledge (2005) and the Memorandum of Understanding (2009). Background

In 1999, the international community established the Stability Pact for South East Europe as a conflict-prevention and reconstruction process in the region. In 2001, a health component (SEEHN) was added to the Pact’s social cohesion initiative, to bring people together across borders to improve health in the whole region. Today SEEHN comprises representatives of the health ministries of its nine member countries, five partner western European countries and five intergovernmental organizations. For the past nine years, SEEHN has been the undisputed vehicle of health development in the areas of mental health, communicable diseases, food safety and nutrition, blood safety, tobacco control, information systems, maternal and neonatal health, public health services and health systems. SEEHN has received continuous political, technical and financial support from 10 partner countries (Belgium, France, Greece, Hungary, Italy, Norway, Slovenia, Sweden, Switzerland and the United Kingdom) and five international organizations.

SEEHN stands alongside the global community to mark World Cancer Day

On 4 February, the South-Eastern Europe Health Network (SEEHN) stands alongside the global community to mark World Cancer Day, highlighting a shared regional commitment to prevention, early detection, and equity in cancer care.
Cancer continues to affect millions of people across South-East Europe. While progress has been made, too many cancers remain preventable and too many are diagnosed too late, reducing survival and quality of life.
Across the region, modifiable risk factors — such as to***co use, harmful alcohol consumption, unhealthy diets, and physical inactivity — remain key drivers of cancer. At the same time, unequal access to screening, diagnostics, and timely treatment continues to shape avoidable differences in outcomes between populations.
The World Cancer Day 2025–2027 campaign, “United by Unique,” places people at the centre of care and calls for action that goes beyond awareness. It underscores the need for person-centred health systems, stronger prevention policies, and earlier diagnosis across SEE countries.
SEEHN highlights the value of regional cooperation in strengthening cancer prevention and care — through shared learning, coordinated policies, and collaboration with international partners.
On World Cancer Day, the Regional network calls for renewed action to prevent more cancers, detect them earlier, and ensure fair access to care — so that no one’s cancer outcome is determined by where they live.

The Director of the SEEHN Secretariat, Dr Tatiana Paduraru, met with Dr Akeem Ali, WHO Representative in North Macedonia, to strengthen collaboration between SEEHN and WHO.
The discussion highlighted priority areas including health systems resilience, health workforce development, NCD prevention, primary health care, and policy dialogue, aligned with the newly signed WHO Country Cooperation Strategy 2026–2030.
🤝 We also welcomed WHO North Macedonia’s partnership in the Health Systems Global Preconference (21–22 May 2026, Skopje) and congratulated WHO on the Pandemic Fund multi-country project covering Albania, Kosovo*, and North Macedonia.
Together, we reaffirm our commitment to people-centred, resilient health systems through strong regional and global partnerships.

🌐✨SEEHN’s regional webinar “Digital Health – From Theory to Practice” wrapped up with strong momentum for digital transformation across South-Eastern Europe! 🇦🇱 🇧🇦 🇧🇬 🇮🇱 🇲🇩🇲🇪🇲🇰🇷🇴 🇷🇸
Held on 25 November 2025 with the Ministry of Health of Israel, the event brought together experts and policymakers to exchange real experiences and prepare for deeper cooperation in 2026. 🤝
Speakers from SEEHN, Israel’s Ministry of Health, and WHO/Europe stressed how digital tools, interoperability and AI can strengthen resilient and equitable health systems. Participants also learned from Israel’s real-world AI applications 🤖, including a case study from Sheba Medical Center.
🔗The webinar’s insights will support preparations for the next Technical Expert Meeting in Tel Aviv in 2026 as SEEHN continues driving digital health progress in the region.

During the in Copenhagen, Dr. Tatiana Păduraru, Head of the SEEHN Secretariat, met with Dr. Hans Henri P. Kluge, WHO Regional Director for Europe.

The two leaders reaffirmed the strong partnership between SEEHN and WHO/Europe and discussed ways to deepen collaboration on key areas — from digital health and NCDs to ageing, workforce development, and health financing.

📢 At the 75th Session of the World Health Organization (WHO) Europe Regional Committee ( ) in Copenhagen, SEEHN reaffirmed its commitment to health innovation as the key to transforming health systems across South-Eastern Europe.
Dr. Tatiana Păduraru, Head of the SEEHN Secretariat, highlighted how innovation helps bridge gaps, strengthen resilience, and bring real progress for people and health professionals across the region.

Under Israel’s Presidency, SEEHN reaffirmed the region’s dedication to stronger, more resilient, and inclusive health systems — built on solidarity and innovation.

The South Eastern Europe Health Network (SEEHN) expressed strong support for the new WHO/Europe Strategy on Harnessing Innovation for Public Health (2025–2030) at the 75th Regional Committee.

“In today’s world, innovation is the price of staying relevant. For South Eastern Europe, innovation is key to bridging resource gaps, tackling NCDs and mental health, and strengthening our public health systems,” said Dr. Tatiana Paduraru, Director of the SEEHN Secretariat.

The South-Eastern Europe Health Network (SEEHN) proudly participated in the 21st National Symposium of the Macedonian Association of Nurses and Midwives, held under the inspiring theme “Nursing and Midwifery – Challenges and Opportunities for the Future.” 💙

🎥 Ms. Roxana Hainagiu, CEO of the SEEHN Regional Health Development Centre on Nursing and Midwifery, delivered a video presentation on “Advancing the Regional Nursing and Midwifery Agenda for Empowered Leadership.”

She conveyed the warm greetings of Dr. Tatiana Păduraru, SEEHN Head of Secretariat, and Mr. Mircea Timofte, President of the RHDC and of the Romanian Order of Nurses, Midwives and Medical Assistants — both recognizing the Macedonian nursing community’s commitment to leadership and education.
