A mental and psychological activist body, ANPPCAN Lifeline Malawi, has received the news of the passing of the Mental Health Bill by Parliament with excitement.
On Thursday, legislators passed Bill Number 17, which replaces the Mental Health Treatment Act enacted in 1948. This new bill aims to shift the medical-based approach to treating people with mental health conditions.
Among other provisions, the bill seeks to manage treatment and rehabilitation of persons with mental health conditions by promoting and protecting their human rights and freedoms.
ANPPCAN Lifeline Malawi Executive Director Henderson Mhango expressed his excitement and applauded members of Parliament for this landmark decision.
"We welcome the news with excitement, as we've been advocating for the decriminalization of su***de attempts and the passing of the mental health bill," Mhango said.
"The bill incorporates all we wanted to promote mental health initiatives based on a human rights approach, including the decriminalization of su***de attempts, which was previously punitive."
Mhango added that the organization hopes the president will sign the bill into law, considering the alarming rate of su***de in the country.
"Passing the bill is just one step; we need to raise awareness about mental health and create an environment where people can access mental health services and information affordably."
The organization conducted research on laws criminalizing attempted su***de and found them ineffective and punitive, violating human rights.
