Conducts HIV Outreach at Enugu Custodial Centre.

The Office of the Governor, Enugu State Agency for the Control of HIV & AIDS - Ensaca, led a comprehensive HIV awareness and prevention outreach at the Medium Security Custodial Centre in Enugu, reinforcing the state government’s commitment to public health and inclusive healthcare delivery.
The exercise, carried out in collaboration with Center for Legal Support and Inmate Rehabilitation (CELSIR), provided HIV education, counseling, and testing services to inmates and facility staff. A total of 104 individuals received HIV Testing Services (HTS), 32 underwent HIV confirmatory screening.

Addressing participants, ENSACA Executive Secretary, Dr Emeh Rita, emphasized that knowing one’s HIV status is essential and not a death sentence. She noted that custodial facilities remain critical locations for targeted health interventions due to limited access to healthcare and information among incarcerated populations.

She reaffirmed ENSACA’s commitment to reducing new infections, combating stigma, and ensuring vulnerable groups are not excluded from HIV prevention and treatment efforts. According to her, individuals who tested positive are promptly linked to treatment and care, while early detection significantly improves quality of life.
Health education sessions and advocacy talks were delivered by A consultant Dr. Sunday Okafor (NMA CHAIRMAN) who reminded participants that HIV is real but preventable through informed choices and responsible living.

Programme Manager of CELSIR, Funmi Ogunleye, commended ENSACA for extending its interventions to custodial centres, describing the initiative as a vital step toward inclusive public health services.
The Deputy Controller of the correctional facility, Dr. Sunday Igwe, represented by Deputy Superintendent Kalu Idika, expressed appreciation to the Enugu State Government and partner organizations for bringing the campaign directly to the facility.

The outreach featured interactive sessions with participation from the Nigerian Association of Medical Students (UNTH) and Caritas Nigeria, who supported the exercise. Relief materials, including bedsheets and toothpaste, were distributed to inmates.
The event concluded with key public health messages: live responsibly, know your HIV status, protect yourself, and recognize that HIV is real but preventable.

The initiative aligns with the Enugu State Government’s broader strategy to strengthen HIV control efforts, expand awareness, and ensure access to prevention and care services for all residents, including vulnerable populations in custodial settings.

Marks Valentine’s Day with HIV/AIDS Awareness Road Campaign, Campus Outreaches

The Office of the Governor Enugu State Agency for the Control of AIDS (ENSACA) commemorated Valentine’s Day with a statewide HIV/AIDS awareness campaign, featuring a road drive across strategic locations and outreach programmes in tertiary institutions in the state.

The campaign, themed “Love Wisely: Get Tested, Stay Safe,” was aimed at sensitizing residents on the importance of knowing their HIV status and adopting safe practices, especially during Valentine’s Day, a period associated with increased expressions of love, intimacy, and social interactions.
The exercise targeted students of the Institute of Management and Technology (IMT), Enugu, and the University of Nigeria, Enugu Campus (UNEC), reinforcing the need for responsible choices among young people.

During the campus outreach, students were offered free and confidential HIV testing services, while condoms and lubricants were distributed to promote safer sexual practices. Health professionals also provided counseling and education on prevention, stigma reduction, and the importance of regular testing.

Speaking at the event, the Executive Secretary of ENSACA, Dr. Rita Emeh Rita, emphasized that Valentine’s Day should serve as a reminder that love and responsibility go hand in hand.
“As we celebrate love, we must also prioritize our health. Knowing your HIV status is an act of love to yourself and your partner,” she said.

The outreach received support from key health partners, including the Planned Parenthood Federation of Nigeria, CARITAS, NYNETHA, Physiotherapists from the University of Nigeria Teaching Hospital (UNTH), and members of the National Association of Nigerian Nurses and Midwives, among others, who provided professional support and counseling services.
Students who participated in the exercise described the initiative as timely and impactful. They also expressed appreciation to the Governor, Dr. Peter Ndubuisi Mbah, for his administration’s continued support, health interventions and youth-focused programmes.

ENSACA reaffirmed its commitment to reducing new HIV infections, combating stigma and discrimination, and ensuring access to quality prevention, treatment, and support services for all residents. The agency encouraged members of the public to take advantage of free HIV testing services available at designated health facilities.

The Valentine’s Day campaign forms part of ENSACA’s broader strategy to sustain awareness and promote a healthier society free from HIV/AIDS.

The Executive Secretary, Office of the Governor, Enugu State Agency for the Control of AIDS (ENSACA), Dr. Mrs. Ritta Emeh Rita , has held a 2026 New Year meeting with staff to formally set the tone for the year’s activities.

Speaking during the meeting, Dr. Mrs. Emeh stated that although work had already commenced, the New Year gathering was important to realign staff and reinforce the values of dedication, accountability, and professionalism. She welcomed all members of staff and urged them to remain focused, committed, and disciplined in the discharge of their duties.
She emphasized that all events of the previous year should be regarded as bygones, stressing that 2026 represents a fresh start.

According to her, every staff member must take their work seriously, warning that anyone who fails to do the right thing should expect a formal query, which would be documented in the individual’s personal file.

Dr. Mrs. Emeh further explained that she intends to use the year to properly organize the office, noting that she assumed office late in the previous year, towards its end. She expressed her resolve to ensure a more structured, effective, and well-organized working environment going forward.

She commended Mrs. Vivian Abugu, Head of Administration, who oversees administrative operations, for her dedication and hard work, describing her as a person sent by God to support the leadership and make administrative work easier. She prayed for God’s continued blessings upon her for her commitment.

Addressing the support staff, the Executive Secretary encouraged them to remain diligent and committed while awaiting approval from the Governor for a possible salary increment. She stressed that despite the pending approval, staff should not relent in performing their duties faithfully.

Dr. Mrs. Emeh also issued a strong warning to the security personnel, particularly the gate men, to be more careful and responsible in handling office property. She expressed displeasure over an incident involving Mr. Ogbodo, a security staff, who reportedly lost a key. She questioned how a security officer entrusted with safeguarding property could be careless and stated that such negligence would not be tolerated going forward. She warned that any staff who loses office property would be made to pay for it.

Speaking on the issue of change, the Executive Secretary reminded staff that change is constant and inevitable. She noted that past practices may not necessarily continue, as leadership has the right to make changes when necessary, provided that work progresses smoothly and efficiently.

Head of Administration, Mrs. Vivian Abugu, also addressed staff, urging them to always do the right thing, resume work early, and comply with office regulations to avoid sanctions. She further advised the security personnel to be vigilant and responsible at all times.

During the interaction, she asked Mr. Ogbodo how many people live with him in his residence. He responded that a woman and her daughter live with him. The Executive Secretary subsequently requested that this information be documented in writing for official records.

In his remarks, the Head of Program, Mr. Martin, advised the support staff to remain committed to their duties, particularly by ensuring that offices are kept clean and orderly, noting the possibility of an official visit or inspection by the Head of Service.

The meeting concluded with a shared understanding that the year 2026 would be driven by discipline, accountability, teamwork, and renewed commitment to service.
