Monitoring and Evaluation: KGSHIA Commences Statewide Inspection of Accredited Healthcare Facilities

In furtherance of its statutory mandate to guarantee quality, equitable, and affordable healthcare services for all enrollees, the Kogi State Health Insurance Agency (KGSHIA) has commenced a comprehensive and unscheduled Monitoring and Evaluation (M&E) exercise across accredited healthcare facilities within the state.

The strategic assessment initiative is aimed at ensuring strict compliance with established healthcare standards and safeguarding the welfare of beneficiaries under the state health insurance scheme.

The exercise, which underscores the Agency’s unwavering commitment to service excellence, is being conducted by a multidisciplinary team drawn from the Health Planning, Research and Statistics Department, Operations Standards and Quality Assurance Department, as well as the Programmes Department of KGSHIA.

The team is tasked with undertaking a holistic appraisal of facility performance, service delivery protocols, infrastructure adequacy, and patient satisfaction indices.

Speaking during the inspection tour, the Team Lead, Mr. Richard Bayere, explained that the Monitoring and Evaluation exercise is not only a routine operational mechanism but also a critical component of the Agency’s strategic governance framework.

According to him, the initiative aligns squarely with KGSHIA’s mandate, vision, and mission statements, which emphasize transparency, accountability, efficiency, and responsiveness in healthcare service delivery.

He noted that the evaluation process enables the Agency to proactively identify operational gaps, address emerging concerns raised by enrollees and healthcare providers, and implement timely corrective measures that will strengthen the health system.

Mr. Bayere further emphasized that continuous oversight is essential to maintaining public trust, improving clinical outcomes, and ensuring that every enrollee receives the full benefits of the health insurance scheme without discrimination or delay.

The one-week inspection covered selected accredited facilities across the three Senatorial Districts of Kogi State; West, East, and Central.

During the visits, the team conducted detailed assessments of all critical service points within the facilities, including reception and records units, pharmacies, laboratories, nursing care sections, wards, and other clinical service areas.

These evaluations were carefully designed to ensure that no enrollee is denied access to prompt, professional, and equitable healthcare services at any stage of care delivery.

The importance of the Monitoring and Evaluation exercise cannot be overstated. Beyond routine supervision, it serves as a quality assurance mechanism that reinforces compliance with operational guidelines, ethical standards, and service benchmarks agreed upon between the Agency and healthcare providers.

It also provides empirical data that informs policy decisions, strengthens institutional performance, and supports the state government’s broader commitment to achieving Universal Health Coverage (UHC).
KGSHIA therefore reiterates that all accredited healthcare facilities are contractually bound by the provisions of the Memorandum of Understanding (MoU) executed with the Agency.

Any facility found wanting in service delivery, professional conduct, or adherence to operational standards will be subjected to appropriate disciplinary measures as stipulated in the agreement.

The Agency maintains a zero tolerance stance toward negligence, malpractice, or any act capable of compromising the quality of care provided to enrollees.

The Agency assures residents of Kogi State that it will continue to intensify monitoring mechanisms, strengthen regulatory oversight, and collaborate with healthcare providers to ensure that the promise of accessible, affordable, and quality healthcare remains a reality for all beneficiaries.

BHCPF 2.0: KGSHIA Commences Data Capturing Exercise Across Wards in Kogi State

In preparation for the commencement of the Basic Health Care Provision Fund (BHCPF) 2.0, the Kogi State Health Insurance Agency (KGSHIA) has commenced a statewide data capturing exercise for the enrolment of vulnerable residents into the BHCPF programme for the 2026 service year.

The exercise, which involves the registration of eligible beneficiaries with their National Identity Number (NIN), is in compliance with the directive of the Federal Ministry of Health’s Ministerial Oversight Committee, which mandates NIN registration as a key eligibility criterion for access to BHCPF-funded healthcare services.

Speaking on the significance of the programme, the Executive Secretary of KGSHIA, Dr. Aledare Adekunle, called on political, traditional, religious, family, and community leaders to mobilise and encourage vulnerable residents within their respective wards who meet the enrolment criteria to participate in the exercise.

He emphasised that the BHCPF remains a critical government intervention aimed at providing free, quality healthcare services to the most vulnerable segments of the population.

According to Dr. Adekunle, the ongoing enrolment exercise will be conducted across all the 239 political wards in Kogi State and is targeted at specific vulnerable groups, including the elderly, pregnant women, children between the ages of zero and five years, persons with special needs, and the poorest of the poor.

He explained that beneficiaries enrolled into the programme will be entitled to access comprehensive primary healthcare services at their chosen Primary Health Care (PHC) centres within their wards.

Furthermore, he noted that in cases where a beneficiary’s health condition requires care beyond the primary level, the PHC will issue a referral to an appropriate secondary healthcare facility, where the enrollee will continue to receive treatment at no cost.

Dr. Adekunle described the exercise as a renewed opportunity for vulnerable residents who are yet to benefit from the programme since its inception to get enrolled, stressing that the initiative aligns with the government’s commitment to reducing out-of-pocket healthcare expenditure and advancing the attainment of Universal Health Coverage (UHC) by the year 2030.

KGSHIA, BRT Consult Hold Three-Day Management and Leadership Training to Deepen Universal Health Coverage Drive

The Kogi State Health Insurance Agency (KGSHIA), in partnership with The Business Round Table (BRT) Consult Limited, has concluded a three-day Management and Leadership Training aimed at strengthening strategic governance and administrative excellence in the quest to achieve Universal Health Coverage (UHC) in Kogi State.

The training, themed “Leading the Charge for Universal Health Coverage: Strategic Governance and Administrative Excellence in Kogi State,” was declared open on January 12, 2026, by the Executive Secretary of KGSHIA in Lokoja, the capital of Kogi State.

In his welcoming remarks, the Executive Secretary, Dr. Aledare Adekunle, underscored the underlying importance of continuous capacity development for top management officers of the Agency, noting that effective leadership and sound mental preparedness are critical to improved productivity and service delivery.

He emphasized that as KGSHIA opens a new chapter in 2026, management and staff must be strategically positioned with the requisite leadership skills and mindset to meet institutional goals, stressing that productivity can only be enhanced through deliberate investment in knowledge, competence, and leadership readiness.

Dr. Aledare further disclosed that KGSHIA is targeting the enrollment of over 150,000 enrollees in the Informal Sector Plan in 2026, while consolidating gains already recorded in the Formal Sector. He stated that the Agency has successfully commenced the Formal Sector Plan for State and Local Government civil servants, the Pensioners Contributory Health Insurance Programme (PENCHIP), and the Tertiary Institutions Social Health Insurance Programme (TISHIP), bringing the total number of formal sector enrollees to over 270,000 in 2025.

Speaking on data analysis and its relevance to health insurance administration, a facilitator from BRT Consult, Mr. Kayode Johnson, highlighted the critical role of data in policy formulation, decision-making, and public accountability. He provided a broad-based exposition on the specific responsibilities of each department within the Agency, particularly in relation to data gathering, proper documentation, and evidence-based planning.

Another session focused on governance and stakeholder relations, where facilitators examined their pivotal role as driving tools for the actualization of Universal Health Coverage for residents of Kogi State.

Participants were guided on how effective collaboration, transparency, and stakeholder engagement can accelerate enrollment and service uptake.

Mr. Kehinde Omodara, one of the facilitators, delivered an extensive presentation on productivity, organizational values, and problem-solving techniques. He identified key factors militating against optimal productivity in public institutions and proffered practical solutions and strategies to enhance efficiency and output.

Also speaking, Dr. Oluwayemisi Adegboye, PhD, introduced participants to the ReTAIE Principle: The Power that Unlocks the Potentials Within. She explained the core components—Realization; Thoughts and Talk; Attitude; Effects; and Impacts—as essential drivers of profitable and sustainable organizational performance.

According to her, for KGSHIA as a critical conduit for the realization of UHC in Kogi State, applying these principles is not a misplaced priority but a strategic necessity.

The training provided a robust platform for knowledge sharing, capacity building, and experiential learning, enabling participants to broaden their perspectives and deepen their understanding of modern leadership and management practices.

In his closing remarks, Hon. Abraham Jacob, Permanent Member (PM-II) of KGSHIA, speaking on behalf of the Board, Management, and Staff of the Agency, expressed profound appreciation to the facilitators for what he described as an impactful and value-driven exercise. He noted that the knowledge acquired would reflect in improved operational efficiency and service delivery across the Agency.

At the end of the programme, certificates of participation were presented to the Executive Secretary and all other participants.
