Health Insurance: KGSHIA Sensitizes Pensioners on Benefits of Enrollment

The Kogi State Health Insurance Agency (KGSHIA) has conducted a one-day sensitization program for executives of the Nigeria Union of Pensioners (NUP), both at the state and local government levels, on the importance of health insurance and the need to embrace it.

The event, which took place at the State Headquarters of the Nigeria Union of Pensioners in Lokoja, was led by the Executive Secretary of the Agency, Dr. Aledare Adekunle. He presented the various benefits of the health insurance scheme and outlined the agency’s tailored packages for pensioners in the state, describing them as attractive and affordable.

Dr. Aledare disclosed that the Kogi State Government has provided free health insurance coverage for pensioners earning less than fifty thousand naira monthly. He emphasized that the health insurance scheme covers both state and local government pensioners, urging all union members to take advantage of the opportunity.

He appealed to the NUP executives to cascade the information to their members across the 21 local government areas, noting that pensioners should not dismiss the initiative under the assumption that their children can foot their medical bills. According to him, “The state government recognizes pensioners as senior citizens who diligently served during their active years, and it is therefore necessary to ensure they receive adequate healthcare without spending heavily from their hard-earned pensions.”

During the session, Dr. Aledare responded to numerous questions from the NUP executives, offering clarifications that further deepened their understanding of how the health insurance scheme functions. He also informed participants that enrolment and data capturing are ongoing and encouraged all pensioners yet to register to do so promptly.

“Let it be noted that every enrollee is entitled to select a health facility of their choice within any of the 21 local government areas, provided the facility is accredited and approved by KGSHIA,” he added.

In his response, the Kogi State Chairman of the Nigeria Union of Pensioners, Engr. Ohida Otaru, expressed profound appreciation to the state government for establishing KGSHIA and bringing health insurance closer to the pensioners. He assured the agency of the union’s full support and commitment to promoting the scheme across the grassroots.

“This program is clearly designed for the benefit of our members. We will ensure this sensitization does not end here in Lokoja but reaches all local branches where most of our members reside,” he stated.

The sensitization program marks another step in KGSHIA’s ongoing drive to expand health insurance coverage across all segments of the population in Kogi State, with particular attention to vulnerable groups like the elderly.

KGSHIA Governing Board Approves 5% Commission for Informal Sector Marketers, Commends Ododo’s Supportive Leadership at Q2 ,2025 Meeting

The Governing Board of the Kogi State Health Insurance Agency (KGSHIA) has approved the payment of a 5% commission on the annual premium of the Informal Sector Health Insurance Plan to facilitators and marketers of KGSHIA Informal Sector Plan Subscription as part of efforts to scale up enrollment and expand health coverage in the state.

This resolution was reached during the agency’s second quarter board meeting for the year 2025, held at the KGSHIA Conference Hall in Lokoja.

The meeting, presided over by the Board Chairman, Pharm. Suberu Arikochonu, featured comprehensive deliberations on operational progress, strategic challenges, and innovative interventions aimed at deepening the agency’s reach among residents, especially those in the informal sector.

Delivering his opening remarks and briefing, the Executive Secretary and Chief Executive Officer of KGSHIA, Dr. Adekunle Aledare, presented updates on the agency’s achievements and ongoing initiatives. Notably, he revealed that a major challenge confronting the agency may soon be resolved, as the Kogi State Commissioner for Health, Dr. Abdulazeez Adams Adeiza, has hinted at Governor Ahmed Usman Ododo’s plan to provide more funding for expansion of the Agency’s activities

Dr. Aledare detailed a number of activities successfully implemented by the agency in the first quarter of 2025. These include:

State-wide sensitization campaigns across Kogi-owned tertiary institutions to promote the Tertiary Institutions Social Health Insurance Programme (TISHIP).

Commencement of data capturing and enrollment of Local Government workers under the Formal Sector Plan across all 21 LGAs.

Strategic engagement visits to the Commissioner for Local Government and Chieftaincy Affairs, where the formal sector rollout received commendation and approval.

A sensitization "road walk" organized in partnership with NYSC members, promoting the Vital Contributor Plan to the general public.

A high-level stakeholder engagement session with leaders of informal sector associations such as the Market Women Association, Tricycle and Motorcycle Operators, NURTW, and media experts, focused on boosting informal sector enrollment.

A significant highlight of the meeting was the presentation and approval of a memo from the KGSHIA management, seeking approval to pay a 5% commission (₦750) on the ₦15,000 per annum premium to individuals, groups, or organizations that successfully enroll persons into the Vital Contributor Plan, KGSHIA’s health insurance product for the informal sector.

Dr. Aledare explained that this model, already adopted in other states, was recommended during peer-review learning sessions at the Social Health Insurance Agencies’ Forum. He emphasized that low enrollment in the informal sector and the unsustainability of free health insurance schemes necessitate incentivized community marketing approaches.

After extensive deliberations and democratic voting by board members, the memo was approved by majority consensus.

The board passed a unanimous vote of confidence on Governor Ahmed Usman Ododo for his political will, support, and commitment to health reforms, which have contributed to the steady growth of the agency. Special commendation was also extended to Dr. Abdulazeez Adams Adeiza, the State Commissioner for Health, for his unwavering zeal and drive in repositioning the Ministry and extending that impact to KGSHIA.

The board lauded Dr. Aledare’s visionary leadership and tireless efforts in steering KGSHIA from its 2019 inception with zero enrollees to a milestone of over 245,000 active enrollees across the state, a feat widely acknowledged as a significant step towards achieving Universal Health Coverage in Kogi State.

KGSHIA Conducts Stakeholders Mapping and Engagement to boost Health Insurance Uptake

Lokoja, Kogi State – June 2025

In a strategic move to accelerate the realization of Universal Health Coverage (UHC) in Kogi State, the Kogi State Health Insurance Agency (KGSHIA) has convened a high-level stakeholder engagement meeting aimed at boosting health insurance enrollment within the informal sector.

The one-day strategic meeting, which took place in Lokoja, brought together key players from across various segments of society to deliberate on effective approaches for creating demand and ensuring sustainable health insurance uptake among informal sector workers in the state.

In his welcome address, the Executive Secretary of KGSHIA, Dr. Aledare Adekunle, emphasized the critical role the informal sector plays in achieving UHC in Kogi State.

"The informal sector accounts for about 90% of the state's population. Without their participation, the goal of universal health coverage cannot be achieved," he stated.

The meeting attracted an array of stakeholders, including the Permanent Secretary of the Kogi State Ministry of Health, Chairman and Permanent Members of the KGSHIA Board, the Chief Medical Director of the Kogi State Hospital Management Board, and a representative of the Executive Director of the Kogi State Primary Health Care Development Agency.

Also present were representatives from civil society organizations, traditional and religious leaders, the National Orientation Agency, the National Health Insurance Authority, the Federation of Informal Workers of Nigeria (Kogi State Chapter), the Market Women Association, and several health insurance and communication experts. Members of the media were also in attendance to ensure wide dissemination of the outcomes.

One of the key outcomes of the meeting was the successful categorization of the informal sector into distinct groups to allow for targeted engagement strategies. Discussions also led to the development of robust strategies for awareness creation, grassroots mobilization, and tailored messaging for different groups within the informal sector.

Stakeholders at the meeting expressed optimism about the renewed approach and pledged their support to ensuring that the informal population in Kogi State is not left behind in accessing quality and affordable healthcare.

The initiative aligns with the state government's broader health sector reform and commitment to making health insurance accessible and beneficial to all residents, regardless of socioeconomic status.

Kogi State Government Signs MoU With Kogi State Chapter of Nigeria Union of Pensioners For Implementation Of Pensioners Contributory Health Insurance Plan

The Kogi State Government has signed a Memorandum of Understanding (MoU) with the State Chapter of Nigeria Union of Pensioners (NUP) for the onboarding of her members Into the State Health Insurance Scheme.

This followed the directive of the Chief Servant of Kogi State, His Excellency, Alhaji Ahmed Usman Ododo, The Executive Governor of Kogi State who prioritizes the health and general well-being of the Pensioners in the State who have contributed immensely to the development of the State and as such, deserves access to quality healthcare.

The MoU was signed on behalf of the State by the Secretary to the Government of Kogi State, Pastor (Mrs) Folashade Ariko Ayoade, PhD. While the chairman of the State NUP Engr. Clement Ohida signed on behalf of the State Pensioners.

The signing of the MoU heralds the enrollment of the Pensioners into the State Health Insurance Agency's Pensioners Contributory Health Insurance Program (PENCHIP).

The State Governor in his magnanimity also declared free health insurance plan for Pensioners earning less than fifty thousand naira (N50,000.00) to provide them financial risk protection while Pensioners earning above fifty thousand naira (N50,000.00) will contribute between Six hundred and twenty five naira (N625.00) to One thousand two hundred and fifty naira (N1,250.00) to access quality healthcare services in any accredited health facilities of Kogi State Health Insurance Agency, KGSHIA, closer to their residence.

The PENCHIP program will soon be flagged off for the benefit of the Pensioners which will no doubt address some of the age-related health conditions affecting the pensioners.

The initiative aims to establish a strong, result-oriented partnership that will ensure the availability of essential medicines and sustain the agency's vision of providing quality and affordable healthcare services to residents of Kogi State.

During the meeting, held at the conference hall of KGSHIA in Lokoja, the Board Chairman of the agency, Pharm. Arikochonu Suberu, emphasized the need for collective agreement among stakeholders to achieve tangible results. He reiterated the agency’s unwavering commitment to ensuring enrollees receive optimal healthcare services and highlighted the urgency of resolving stockout issues to prevent disruptions in service delivery.

Speaking at the event, Dr. Aledare Adekunle, the Executive Secretary of KGSHIA, underscored the impact of stockouts on the success of health insurance programs. He stressed that the partnership with community pharmacists would provide an alternative supply chain of the needed essential medicine enabling enrollees to access prescribed medications even when unavailable at their healthcare facilities. Dr. Aledare assured the pharmacists of KGSHIA’s commitment to fostering a beneficial collaboration and reaffirmed the agency's integrity and dedication to its enrollees and accredited healthcare providers. The meeting concluded with a mutual understanding of the benefits of the proposed partnership, marking a significant step towards ensuring the continuous availability of essential drugs in the state’s healthcare system.
