🧑‍🦽 Stakeholders Consultation on Policy Review for Independent Living 🗣️

CIL-Kathmandu, in consortium with Spinal Cord Injury Network Nepal and National Indigenous Disabled Women Association Nepal, successfully organized a Stakeholders Consultation on Developing a Policy Review on Independent Living at Alfa House, Buddhanagar, Kathmandu on 13 July 2025.
The event brought together leaders from Organizations of Persons with Disabilities (OPDs) who actively practice and promote the concept of Independent Living in Nepal. The consultation aimed to collect valuable feedback to make the policy review document more fact-based and inclusive, ensuring it serves as a strong foundation for effective advocacy.
💬 The event saw active participation from disability rights advocates representing OPDs working with individuals with:
✔️ Psychosocial disabilities
✔️ Intellectual disabilities
✔️ Autism
✔️ Physical disabilities
✔️ Visual impairments
✔️ Profound and severe disabilities
🎯 Purpose of the Consultation:
To understand the concept of Independent Living from the diverse perspectives of OPDs working with persons with all types of disabilities and to gather their critical feedback.
📌 Specific Objectives:
1️⃣ To gather insights for finalizing the content of the Policy Review on Independent Living
2️⃣ To collect experiences from stakeholders regarding practicing independent living in the Nepali context
This collaboration marks an important step toward policies that truly reflect the needs and rights of persons with disabilities and ensure their full inclusion and participation in the community.

अपाङ्गता भएका व्यक्तिहरुका लागि स्वाबलम्बन जीवन पद्धति केन्द्र काठमाडौंले सामाजिक विकास मन्त्रालय, बागमती प्रदेशको आर्थिक सहयोगमा मिति २०८२ साल जेठ १६ र १८ गतेका दिन ८४ जना (४९ पुरुष र ३५ महिला) अपाङ्गता भएका व्यक्तिहरू र परिवारका सदस्यहरुलाई लक्षित गर्दै एक विशेष चलचित्र अवलोकन कार्यक्रम सम्पन्न गरेको छ। कार्यक्रम कमलपोखरीस्थित सिटी सेन्टरमा रहेको अत्याधुनिक 18D प्रविधिमा आधारित हलमा आयोजना गरिएको थियो, जसमा सहभागीहरूले नवीनतम प्रविधिको प्रत्यक्ष अनुभव लिने अवसर प्राप्त गरेका छन्

महिला, बालबालिका तथा जेष्ठ नागरिक मन्त्रालयले आज अपाङ्गता भएका व्यक्तिको अधिकार सम्बन्धी ऐन, २०७४ लाई संशोधन गर्न बनेको विधेयकको मस्यौदा माथी वर्गिय संस्थाहरुका प्रतिनिधीहरुसँग छलफल शुरु गरेको छ ।
यो ऐनले शहर देखी ग्रामीण क्षेत्रसम्मका अपाङ्गता भएका व्यक्तिहरुको सवालाई समेट्नु पर्छ । अपाङ्गता भएका व्यक्तिहरुको अधिकार सम्बन्धी महासन्धी २००६ ले गरेको अपाङ्गता भएका व्यक्तिको परिभाषा अनुरुप तर नेपाल सरकारले नसमेतेका अपाङ्गता भएका व्यक्तिहरुको सवालाई समेत संबोधन गर्नु पर्दछ ।

अपाङ्गता भएका व्यक्तिहरुका लागि स्वाबलम्बन जीवन पद्धती केन्द्र–काठमाडौं (CIL-Kathmandu) ले सामाजिक विकास मन्त्रालय, बागमती प्रदेशको आर्थिक सहयोगमा अपाङ्गता भएका व्यक्तिहरुलाई लक्षित गर्दै मानव अधिकार र इन्डिपेन्डेन्ट लिभिङ (स्वावलम्बन जीवन) अवधारणासम्बन्धी दुई दिने अभिमुखीकरण कार्यक्रम सफलतापूर्वक सम्पन्न गरेको छ। मिति २०८२ साल जेठ १० र ११ गतेका दिन नयाँ बानेश्वरस्थित शितल चौतारी रेस्टुरेन्टमा सम्पन्न कार्यक्रममा अतिअशक्त शारीरिक अपाङ्गता भएका, दृष्टि सम्बन्धी अपाङ्गता भएका र अपाङ्गता भएका व्यक्तिहरुका अभिभावक गरी जम्मा ३० जना सहभागी थिए।

कार्यक्रमको उद्देश्य सहभागीहरुलाई अपाङ्गता भएका व्यक्तिहरुको मानव अधिकार, स्वावलम्बन जीवन शैली तथा मर्यादित जीवन यापनसम्बन्धी अवधारणाबारे जानकारी प्रदान गर्दै उनीहरूलाई समाजमा आत्मनिर्भर र अधिकारसम्पन्न बनाउने रहेको थियो। कार्यक्रमको सहजिकरण मानव अधिकार र अपाङ्गता क्षेत्रमा सक्रिय व्यक्तित्वहरु मनिष प्रसाईँ र गणेश बहादुर के.सी. द्वारा गरिएको थियो। सहभागीहरुको उत्साहजनक सहभागिता र सकारात्मक अभिव्यक्तिले कार्यक्रमलाई अझ प्रभावकारी बनाएको छ।

स्वतन्त्र, समावेशी र सम्मानजनक जीवनका लागि अपाङ्गता भएका व्यक्तिहरुको सशक्तिकरण र सहभागिता अनिवार्य रहेको सन्देशसहित केन्द्रले यस्ता कार्यक्रमहरूलाई निरन्तरता दिँदै जाने प्रतिबद्धता व्यक्त गरेको छ।

अपाङ्गता भएका व्यक्तिहरुका लागि स्वाबलम्बन जीवन पद्धती केन्द्र काठमाडौंले सामाजिक विकास मन्त्रालय, बागमती प्रदेशको आर्थिक सहयोगमा यहि मिति २०८२ साल जेठ ९ गते नयाँ बानेश्वरस्थित शितल चौतारी रेस्टुराँमा एक दिने “काठमाडौं उपत्यकामा रहेका स्थानिय तहसँग अपाङ्गता लक्षित स्वाबलम्बन जीवन पद्धती सम्बन्धी अन्तरकृया कार्यक्रम” सफलतापूर्वक सम्पन्न गरेको छ।

कार्यक्रमको मुख्य उद्देश्य स्थानिय तहमा अपाङ्गता भएका व्यक्तिहरूले भोग्दै आएका अवरोधहरूको पहिचान गर्दै तिनको आवश्यकता अनुसारको सेवा प्रवाह कसरी प्रभावकारी बनाउन सकिन्छ भन्ने विषयमा छलफल गर्नु रहेको थियो। यस सन्दर्भमा स्वाबलम्बन जीवन पद्धतिको अवधारणा मार्फत अपाङ्गता भएका व्यक्तिको अधिकार, पहुँच र आत्मनिर्भर जीवन पद्धतीलाई स्थानिय सरकारको कार्ययोजनामा समावेश गर्ने विषयमा केन्द्रित भई कार्यक्रम सञ्चालन गरिएको थियो।

कार्यक्रममा काठमाडौं, ललितपुर र भक्तपुर जिल्लामा रहेका १८ वटा पालिकाका अपाङ्गता हेर्ने महिला तथा बालबालिका शाखा र योजना शाखाका प्रमुखहरूसँग प्रत्यक्ष अन्तरकृया गरिएको थियो। सहभागीहरूले आफ्ना अनुभवहरू, स्थानीय तहमा भइरहेको अभ्यास, चुनौतीहरू र सुधार गर्न सकिने क्षेत्रहरूबारे खुला रूपमा छलफल गरेका थिए।

कार्यक्रमका सहजकर्ता श्री मनिष प्रसाईले कार्यक्रमको उद्घाटन गर्दै स्वाबलम्बन जीवन पद्धतीको सैद्धान्तिक आधार, यसले अपाङ्गता भएका व्यक्तिको जीवनमा ल्याउने परिवर्तनहरू र स्थानीय सरकारको भूमिकाबारे प्रस्तुत गरेका थिए। कार्यक्रममा समावेशीता, पहुँच र सहभागितामूलक दृष्टिकोणबाट नीति निर्माण र कार्यान्वयन गर्नुपर्ने आवश्यकता पनि जोड दिइयो।

यस किसिमका अन्तरकृया कार्यक्रमहरूले स्थानिय सरकारका प्रतिनिधिहरूसँग प्रत्यक्ष संवाद स्थापित गर्दै अपाङ्गता भएका व्यक्तिहरूको आवाज नीति तथा योजनामा समावेश गर्न मद्दत पुर्‍याउने विश्वास गरिएको छ।

📢 CIL-Kathmandu, in consortium with the National Indigenous Disabled Women Association Nepal and Spinal Cord Injury Network Nepal, and with support from DRF/DRAF, successfully conducted a Two-Day Training on Disability Inclusive Development for Elected Representatives of Karnali Province on 11–12 May 2025 at Hotel Valley View, Birendranagar, Surkhet. This impactful event was part of the project: “Amplifying the Voices of the Most Marginalized and Underrepresented Disability Groups (Indigenous Peoples, Persons with Severe Disabilities) through Movement Building, Political Participation, and Accessibility in Nepal.”

🧩 A total of 24 participants joined from Surkhet, Jajarkot, Kalikot, Rolpa, West Rukum, and Dailekh, including Provincial Assembly Members, Ward Chairs and Members, District Coordination Committee representatives, OPD leaders, political party disability wing members, and media professionals.

💡 The training sessions—led by renowned disability rights expert Mr. Manish Prasai—explored the evolution of disability perspectives, from the charity model to the rights-based model. Participants gained deeper insights into inclusive development, the importance of accessible infrastructure and communication, and the key national and international policies like the UNCRPD, Nepal’s Constitution, and the Rights of Persons with Disabilities Act, 2017.

🌐 Day two focused on practical steps to promote disability-inclusive development at the local level. Participants learned how to make plans and programs more inclusive, with a strong emphasis on independent living (Article 19, UNCRPD) and intersectionality, addressing the needs of women, Indigenous Peoples, Madhesi, Dalits, LGBTQI+ individuals, and others.

🎤 Provincial Assembly Member Hon. Durga Bahadur Rawat praised the training, expressing gratitude to CIL-Kathmandu and acknowledging the importance of such programs. He emphasized the need for the provincial government to take ownership in organizing similar initiatives in the future.

🙌 The event concluded with inspiring remarks by Mr. Ganesh Bahadur Khatri, General Secretary of CIL-Kathmandu, who thanked all participants and reaffirmed CIL-Kathmandu’s commitment to building an inclusive, equitable society where persons with disabilities can live with dignity and independence.

CIL-Kathmandu, in coordination with NFDN Sudurpaschim and in consortium with the National Indigenous Disabled Women Association Nepal and Spinal Cord Injury Network Nepal—with support from the Disability Rights Fund (DRF)—successfully organized a two-day Refresher Training on Disability Inclusive Development on 8–9 May 2025 at Hotel Hot Pot, Dhangadhi, Kailali. This training was conducted under the project “Amplifying the Voices of the Most Marginalized and Underrepresented Disability Groups (Indigenous Peoples, Persons with Severe Disabilities) through Movement Building, Political Participation, and Accessibility in Nepal.”

The main goal of the training was to empower elected representatives with disabilities by strengthening their capacity to lead and advocate for disability-inclusive development. A total of 26 participants from Kailali, Kanchanpur, Achham, Bajhang, and Doti took part, including mayors, ward chairs, local officials, members of political party disability wings, and OPD representatives.

Facilitated by disability rights expert Mr. Manish Prasai, the sessions focused on the Independent Living concept, the UNCRPD, and Nepal’s Disability Rights Act, while also highlighting the crucial role of assistive technologies in education, communication, and community participation. Mr. Prasai introduced the social model of disability and the concept of intersectionality, explaining how multiple identities such as disability, gender, caste, and class intersect to shape unique experiences of exclusion.

Participants openly shared their personal stories of discrimination and discussed positive changes they’ve championed in their communities—such as better access to disability ID cards and additional allowances for persons with disabilities. The training served as a space for reflection, learning, and commitment.

At the closing, Mr. Man Bahadur Saud, President of NFDN Sudurpaschim, thanked CIL-Kathmandu and reaffirmed support for disability-inclusive governance at the local level. The event ended with renewed commitment to build an inclusive society that truly leaves no one behind.
