नेपाल नेत्रहीन संघद्वारा दृष्टिबिहीनमैत्री बैंकिङ सेवा सुनिश्चित गर्न नेपाल राष्ट्र बैंकलाई पहलको आग्रह

नेपाल नेत्रहीन संघका केन्द्रीय अध्यक्ष श्री शिशिर खनाल र समावेशिकरण सल्लाहकार श्री खोमराज शर्मा नेतृत्वको प्रतिनिधिमण्डलले नेपाल राष्ट्र बैंकका गभर्नर प्रा. डा. विश्वनाथ पौडेललाई भेट गरी दृष्टिबिहीन तथा न्यून दृष्टियुक्त व्यक्तिहरूले बैंक तथा वित्तीय सेवामा भोगिरहेका समस्या र चुनौतीबारे जानकारी गराएको छ।

गभर्नरको कार्यकक्षमा सम्पन्न भेटवार्तामा संघले दृष्टिबिहीन मैत्री पहुँचयुक्त बैंकिङ सेवा सुनिश्चित गर्न नेपाल राष्ट्र बैंकले अवलम्बन गर्न सक्ने ‘पहुँचयुक्त बैंकिङ सेवा सम्बन्धी निर्देशिका’ को मस्यौदा हस्तान्तरण गरेको थियो।

संघको तर्फबाट प्रस्तुत मस्यौदा र आग्रहलाई गम्भीरतापूर्वक ग्रहण गर्दै गभर्नर डा. पौडेलले यो विषय अति संवेदनशील तथा महत्वपूर्ण भएको उल्लेख गर्नुभयो। साथै, यस समस्याको शीघ्र समाधानका लागि आवश्यक पहल र कार्य अगाडि बढाउने प्रतिवद्धता व्यक्त गर्नुभयो।

नेपाल नेत्रहीन संघले यस पहललाई दृष्टिबिहीन समुदायको आर्थिक पहुँच र वित्तीय समावेशिताका दृष्टिकोणले ऐतिहासिक कदमको रुपमा लिएको छ।


NAB Urges Nepal Rastra Bank to Ensure Accessible Banking Services for the Blind and Partially Sighted

Kathmandu, August 6, 2025 (Shrawan 21, 2082 B.S.) —
A delegation from the Nepal Association of the Blind (NAB), led by Central President Mr. Shishir Khanal and Inclusion Advisor Mr. Khomraj Sharma, met with the Governor of Nepal Rastra Bank, Prof. Dr. Bishwanath Paudel, at his office to discuss the barriers faced by blind and partially sighted individuals in accessing banking and financial services.

During the meeting, NAB presented a draft directive titled "Accessible Banking Service Guideline" outlining practical measures the central bank could adopt to promote inclusive banking for persons with visual impairments.

Receiving the letter and the draft document, Governor Dr. Paudel acknowledged the issue as highly sensitive and significant. He expressed his commitment to take immediate steps to address the challenges and move forward with necessary actions.

The Nepal Association of the Blind regards this initiative as a milestone towards enhancing financial inclusion and ensuring equal access to banking services for the blind and partially sighted population in Nepal.

नेपाल नेत्रहीन संघ (NAB)द्वारा स्रोत कक्षा अन्तर्गत छात्रावासमा बसोबास गर्ने दृष्टिविहीन तथा न्यून दृष्टियुक्त बालबालिकाका लागि सञ्चालनमा रहेका आठवटा सरकारी विद्यालयहरूमा कार्यरत १० जना महिला हेरचाहकर्ताहरूलाई लक्षित गर्दै सफलतापूर्वक क्षमता अभिवृद्धि तालिम सम्पन्न गरेको छ।

उक्त तालिममा दृष्टिविहीन तथा न्यून दृष्टियुक्त बालबालिकाको समुचित हेरचाहका लागि आवश्यक विषयवस्तुहरू समेटिएका थिए, जसमा अभिमुखीकरण तथा गमन्शीलता (Orientation and Mobility), दृष्टिविहीन संस्कृति तथा शिष्टाचार, बाल मनोविज्ञान र परामर्श, बाल संरक्षण, पोषण तथा समग्र स्वास्थ्य, महिनावारी स्वच्छता व्यवस्थापन (MHM), र सरसफाइ सम्बन्धि अभ्यासहरू समावेश गरिएको थियो।

तालिमको समापन सत्र शिक्षा तथा मानव स्रोत विकास केन्द्रका समावेशी शिक्षा शाखाका निर्देशकको, प्रमुख आतित्थ्यमा रुपमा सम्पन्न भएको थियो। हेरचाहकर्ताहरू र प्रमुख अतिथिबिचको प्रत्यक्ष अन्तर्क्रियाले सरकारी प्रावधानहरू, हेरचाहकर्ताहरूको जिम्मेवारी र भूमिकाबारे स्पष्ट जानकारी प्रदान गर्नुका साथै भावी कार्यदिशा निर्धारणमा मार्गदर्शन गरिएको थियो।
नेपाल नेत्रहीन संघ (NAB) ले तालिमलाई सफल, प्रभावकारी र उद्देश्य अनुकूल बनाउन समर्पित आयोजक टोली, सहभागी हेरचाहकर्ता, विज्ञ प्रशिक्षकहरू, सहयोगी साझेदारहरू तथा आदरणीय प्रमुख अतिथिप्रति हार्दिक आभार प्रकट गर्दछ।

The Nepal Association of the Blind (NAB) successfully organized a capacity-building training for 10 female caregivers from eight government schools that host resource classes for blind and partially sighted students residing in hostels. The training covered essential topics including Orientation and Mobility (O\&M), blind culture and etiquette, child psychology and counselling, safeguarding, nutrition and wellbeing, menstrual hygiene management (MHM), and sanitation.

The closing session was chaired by the Director of Inclusive Education at the Center for Education and Human Resource Development. A direct interaction between the caregivers and the chief guest helped clarify government provisions, caregiver responsibilities, and the path forward.

NAB extends its heartfelt gratitude to the organizing team, all participating caregivers, the expert trainers, support partners, and the respected chief guest for their valuable presence and contributions in making the training a meaningful and impactful success.

Yesterday (23rd July 2025), NAB held a delegation meeting with UNESCO to explore stronger collaboration on inclusive education and digital accessibility for persons with visual impairments.
The discussion focused on aligning efforts in accessible learning materials, inclusive teacher training, and the promotion of ICT skills. UNESCO also shared their ongoing initiatives like radio-based audio learning programs in Nepali and Maithili for non-formal education, and emphasized the importance of open educational resources.

NAB highlighted the need for more accessible government websites, inclusive media practices, and better access to cultural and digital spaces. At the same time, UNESCO shared that some of the work on inclusive public websites is ongoing. Both sides agreed on the importance of joint advocacy, especially in areas like the Marrakesh Treaty, accessible public information, and media sensitization.

Together, we aim to build a more inclusive and accessible future where no one is left behind.

NAB Delegation Advocates for the Rights of the Blind and Partially Sighted in High-Level Government Meetings

Today, a delegation from the Nepal Association of the Blind (NAB), led by President Mr. Shishir Khanal, Director Mr. Amrit Rai, and Inclusion Advisor Mr. Khomraj Sharma, held separate meetings with the Chief Secretary of the Government of Nepal and the Secretary of Law at the Prime Minister’s Office.
During these high-level engagements, the delegation raised critical and emerging issues affecting blind and partially sighted persons in Nepal. They urged both offices for immediate governmental action to ensure equal rights, accessibility, and meaningful inclusion. The team also shared updates on NAB’s ongoing advocacy, programs, and partnerships aimed at promoting the rights and opportunities of persons with visual impairments.

काठमाडौ महानगरपालिका मार्फत महिला बालबालिका तथा ज्येष्ठ नागरिक मन्त्रालयको प्राप्त बजेट शीर्षकबाट “दृष्टिविहीन व्यक्तिहरुका लागि आवासीय कम्प्युटर तालिम तथा उद्यमशिलता र सशक्तिकरण तालिम कार्यक्रम” अन्तर्गत यस नेपाल नेत्रहीन संघको केन्द्रीय कार्यालयमा १० जना दृष्टिविहीन युवाहरुको लागि कम्प्युटर तालिम सञ्चालन गर्न लागेको हुँदा इक्छुक दृष्टिविहीन तथा न्यूनदृष्टियुक्त युवाहरुबाट २०८२ असार २५ गतेसम्ममा आवेदनको लागि सुचित गरिन्छ । साथै छनौट भएका १० जना व्यक्तिहरुलाई छात्रवृत्ति प्रदान गरिनेछ, भने महिलाहरुलाई छात्रावासको पनि व्यवस्था छ ।
