PNG NATIONAL NURSES ASSOCIATION SIGN ON WITH PHA

The Signing of the Group Medical Insurance Policy with PNG Health Assurance (PHA) for the PNG National Nurses Association (PNG NA) took place on Friday 12th April 2019 at Hilton Hotel in Port Moresby.

The PNG NA President Mr Fredrick Kebai stated his affirmation of the Group Medical Insurance Policy with PHA saying this will provide relief for the nurses for many reasons including being affordable and cashless. Kebai was supported by Mr Gibson Siune the General Secretary of the PNG NA who encouraged all nurses to join the PNG NA so they can benefit from the Group Medical Insurance Policy with PHA

PHA would like to congratulate our partner PNGRFL for the second launch of the PNG International Rugby League 2019 Calendar that was held today at the Oil Search National Football Stadium in Port Moresby.

This launch saw the announcement of the inaugural Oceania cup 2019 and specifically to highlight the Great Britain Rugby League Lions tour of NZ and PNG , which is the first time in 13 years in the Southern Hemisphere for the Lions. The Launch also recognised the inclusion of NZ, Australia, Tonga, Samoa , Fiji and PNG.

PHA is excited to partner with the PNGFRL Kumuls particularly in providing personal accident protection cover to all registered players and officials. PHA believes this will contribute to the ample preparation that the PNG Kumuls will need to play their best in the Oceania Cup 2019.

We congratulate all the parties involved and commend your efforts to bring more international rugby league content in for PNG and the fans.

PHA SIGNS MOU WITH WESTERN PROVINCE LOCAL COMMUNITY COMPANY LOTIC

PNG Health Assurance Ltd (PHA) has signed a Memorandum of Understanding (MOU) with Lower Ok Tedi Investment Company Limited (LOTIC).

Based in BIGE and KIUNGA, Northfly District of Western Province in Papua New Guinea LOTIC Bige Limited (LBL) operating and managing company of LOTIC is a fully owned subsidiary of LOTIC. LBL is a fully Locally Owned Personnel and Contracts Management Company Managed to international standards.

LOTIC is the principal landowner company for the Lower Ok Tedi Villages and was established out of environmental issues when villages collaborated to sue BHP for damage to their environment (dieback). These villages live along the Alice River and are known as the Lower OK Tedi Villages. LOTIC was registered as a strategic umbrella company representing the Lower OK Tedi villages to participate in various viable and profitable spin-off businesses in OK Tedi Mine as the OTML preferred Company.

LOTIC has a vision to build sustainable development in Western Province beyond OTML and already has ventured into Agro Business with Ok Tedi Development Fund and by itself. Now, LOTIC wants to improve the health care in Western Province and has been searching for a Health Insurance Scheme to give relief to Western Province Community, all contracted workers to OTML and for its own workers.

CEO of LOTIC and LBL, Mr Anthony Amerasinghe said, “ As a community company and a principal and preferred contractor to OTML we are very much concerned as to how our community’s and workers have access to affordable health cover”. He further stated there is no proper health cover or health facility for the western province communities and workers contracted to OTML other than what is facilitated by OTML. “Present OTML system is inundated and we need to look beyond the mine life to sustain the health care”. Therefore this MOU with PHA has been reached to introduce much-needed health care for Western Province Communities, Public Sector and OTML employees and Contractors.

The MOU between PHA and LOTIC is a distribution agreement that will allow PHA to market its products in the Western Province. Amerasinghe stated in the first phase of this MOU, PHA will register Tabubil and Kiunga Hospitals as recognized hospitals for PHA members to obtain cashless health care.

PHA Director, Mr Pradeep Soni, expressed his gratitude and excitement that PHA is able to extend its services and products to the rural community in Western Province. He stated that PHA is a peoples’ insurance company, we are primarily focused on community outreach and improving the health care in PNG as a whole. Soni further stated, a core pillar of PHA is that of improving the health care and creating access for the people. This MOU is a step forward in the vision PHA has to create access for all the people of PNG to affordable health care.

In response, Amerasinghe, delightfully stated that the signing of the MOU with PHA today, means that the people of Western Province can benefit from this health insurance by first signing up to a basic cover and then add on tailor made personal covers required. The first phase will see the insurance cover for LBL employees with the goal to move onto all OTML employees and contractors, Public Sector and the wider community in Western Province. Amerasinghe finally expressed LBL’s future plans to introduce the first private hospital by LBL in Western Province to support LOTIC vision to make available best health care for the local community at affordable and competitive prices.

PHA will be visiting Western Province next week to perform awareness sessions with the parties involved so that there is a better understanding of the benefits being offered under the health insurance services & products that PHA offers.

PHA and LOTIC Bige representatives first met as a result of the APEC Summit held in Port Moresby last year and it has resulted in a fruitful and beneficial partnership now and for the future.

PHA RESPONDS TO STATEMENTS MADE BY NDA PRESIDENT

On behalf of PHA’s management and board of directors, I would like to respond to recent statements made by the President of the PNG National Doctors Association (NDA) that were published through Post Courier and The National on 14 March 2019.

PHA’s management and board of directors would like to categorically mention that there was no attempt from Post Courier and The National to contact our company and us individually for comments prior to the publishing of such statements.

We at PHA are deeply offended by the statements and false accusations made that has misled the public servants and we believe these statements and false accusations are malicious and have no basis. As such we would like to provide clarification of these statements and false accusations.

Firstly, PHA’s National Healthcare Insurance Scheme (the “Scheme”), launched on the 9th of March 2019, is a voluntary insurance cover available to all the residents of Papua New Guinea with its first scheme, the Public Officers Voluntary Healthcare Insurance Scheme, offered to all the public servants in the National Government. PHA has made no official statement that all 110,000 public servants have signed-up for this voluntary scheme. As stated, PHA's National Healthcare Insurance Scheme is a voluntary health insurance scheme available to all the residents of Papua New Guinea.

PHA has not stated officially or otherwise that preferential treatment will be given to public servants in public hospitals. However, PHA plans to set aside 5% of its annual net profit before tax which will help develop the healthcare ecosystem in the country, in conjunction with the Department of Health, including giving assistance to improve the healthcare facilities of the public hospitals for quality health care for all. Furthermore, PHA has offered 20% of its shareholdings to the government of Papua New Guinea.

We have performed various consultations with the government, public servants, other insurance companies, brokers, health service providers as well as union leaders in designing our Scheme. This resulted to a scheme that will provide access for all our members to cash-less healthcare services through our network of provider hospitals and medical clinics subject to its specified annual limit/sub-limits. These limits are based on members' respective salary ranges and are designed to suit the needs of all our members. All payable benefits are limited to the actual, necessary, customary and reasonable expenses.The main objective of PHA is to provide affordable and quality cash-less healthcare. Any excess to the members’ annual limits can be carry forward to the succeeding year, on a case by case basis, alleviating our members and their relatives the added stress of sourcing for funds to settle their medical bills.

PHA has not released an official list of our partner medical clinics and hospitals in Papua New Guinea in any newspapers or brochures. The objective is to partner with all reputable medical providers and hospitals in Papua New Guinea to create a network and access for all our members. PHA has signed agreements with a number of medical clinics and hospitals across PNG and more are expected to sign agreements in the next few days. The agreements underline a rigorous enrolment process including an annual review of these health care providers to ensure that all members receive quality treatment across PNG.

Best practice in insurance observes that insurance companies insure themselves through reinsurance and we have partnered with AXA, the biggest insurance company globally, as our reinsurer. This further ensures that PHA has enough funds to settle all of our members’ claims.

Finally, PHA is a legal & legitimate entity that has been granted permission by the IPA to conduct business in PNG. In addition, PHA has satisfied all the necessary requirements of PNG’s Insurance Commission resulting in being granted a General Insurance License. We are an insurance company in PNG at the center of a structured insurance ecosystem with renowned international partners, providing affordable and comprehensive healthcare insurance to everyone.

PHA is in the business of insurance and risk management and will utilize the revenue to be earned to settle claims from our members and pay for our operating costs. The statement mentioned in the newspapers that this revenue is free money is baseless and has no foundation. Furthermore, the amount of premium revenue stated in the newspapers, at 300 million Kina per year, is inaccurate and has no basis.

We are inviting all Papua New Guineans including stakeholders, government workers, medical clinics, hospitals, medical practitioners to have a dialogue with us and discuss our Scheme for better understanding, we are also open for suggestions in improving our Scheme.

PHA has not and has no intention to mislead the public. Our mission is to provide insurance protection and peace of mind to all our members. PHA SIGNS CONTRACTS WITH PNGRFL

PNG Health Assurance Company Ltd. (“PHA”) is delighted to announce a landmark five- year sponsorship with the Papua New Guinea Rugby Football League (“PNGRFL”).
