Medicard Advisory on EO 64, s. 2024 Medical Allowance
Subject: Full HMO Coverage Option for Government Personnel under EO 64, s. 2024
Background
EO 64, s. 2024 grants a ₱7,000 annual Medical Allowance to all government civilian personnel for HMO-type benefits. DBM Budget Circular 2024-6 provides the general guidelines, but each Department, Agency, SUC, and LGU must issue its own internal guidelines to operationalize implementation.
Medicard Offer
Medicard is offering a comprehensive group HMO plan at ₱7,000 per employee per year, directly aligned with the EO 64 allowance, covering:
• Inpatient (hospitalization)
• Outpatient (consultations, diagnostics)
• Preventive Care (check-ups, wellness)

Enrollment Conditions
1. Group Size: At least 200 employees per agency/department/LGU.

Agency Requirements Before Engagement
To ensure smooth coordination and compliance with EO 64 implementation, agencies/departments/LGUs must:
• Issue their internal guidelines for the availment of the ₱7,000 medical allowance.
• Appoint a Focal Person or Committee empowered to represent the group in:
• Negotiations with HMO providers
• Enrollment and documentation process
• Coordination of employee participation and compliance
