𝗗𝗢𝗛 𝗜𝗡𝗙𝗢𝗥𝗠𝗦 𝗣𝗨𝗡𝗢𝗡𝗚 𝗕𝗔𝗥𝗔𝗡𝗚𝗔𝗬𝗦 𝗢𝗙 𝗨𝗣𝗖𝗢𝗠𝗜𝗡𝗚 𝗠𝗘𝗔𝗦𝗟𝗘𝗦 𝗥𝗨𝗕𝗘𝗟𝗟𝗔, 𝗦𝗨𝗣𝗣𝗟𝗘𝗠𝗘𝗡𝗧𝗔𝗟 𝗜𝗠𝗠𝗨𝗡𝗜𝗭𝗔𝗧𝗜𝗢𝗡 𝗔𝗖𝗧𝗜𝗩𝗜𝗧𝗬

Immunization for Measles Rubella (MR) shall be implemented at the nearest fixed or temporary vaccination site designated by the local government unit, or at the district health center once vaccines arrive, Department of Health (DOH) Health Education and Promotion Officer (HEPO) Jeff Tamondong announced during the Punong Barangays’ online meeting on Thursday, March 26.

The vaccine for the Supplementary Immunization Activity (SIA) is expected to be available from April to May and shall be administered to children 6 to 59 months, regardless of any previous vaccination. There is however, a minimum of at least a 4-week interval from the last dose of immunization received.

Simultaneously, Vitamin A shall be made available, Tamondong added.

There is no cure for these diseases but it is known that vaccines help prevent hospitalization and death as infection of up to six individuals may be spread by unvaccinated children.

Just like all other vaccines, MR vaccines have been proven safe and effective with health workers fully prepared to monitor and manage their side effects immediately, Tamondong said.

There is now a shift from pure demand generation to demand readiness and trust building between DOH as the provider of vaccines, and the parents and children as the receivers and user. Even if the vaccines are not yet available, there should be no compromising public trust and expectations, Tamondong further said.

In the regional verification commission for measles and rubella in the Western Pacific region, the conclusion for the Philippines are:

•The country is on the verge of a large measles outbreak driven by the rapid accumulation of susceptible children, and gaps in immunization and surveillance.

•Transmission of endemic measles and Rubella virus persists with increasing measles cases across several regions in the past twelve months;

•The 2004 SIA which successfully led to the reaching of unreached population, interruption of D5 genotype measles virus transmission, now serves as a valuable model for future SIAs; and

•Surveillance performance remains suboptimal with persistent subnational gaps in sensitivity, specimen collection and case investigation.

The recommendations include:

•A high-quality, nationwide non-selective MR-SIA in 2026;

•Concrete measures to achieve high and equitable routine vaccination coverage; and

•School entry immunization checks and full implementation of school-based immunization (SBI);
The 2023 MR SIA campaign survey brought out the following:

•Pre-vaccination preparedness is strongly correlated with higher vaccination rates;

•Positive perceptions through trusted voices and relatable, real-world stories convert hesitancy (of vaccination) to action;and

•Risk perception and trust in vaccines were key drivers of vaccination.

Recommendations include the strengthening of the Ligtas Tigdas campaign, enhancement of pre-campaign and social preparation, implementation of a saturation strategy, and focus on actionable messaging.

Local Chief Executives show support and recognize that investing in vaccination is the only solution to preventing future outbreaks, and is cost-effective for governments, as vaccines cost less compared to possible hospitalization due to complications and outbreak, Tamondong ended. -jgfianza

The second day of the workshop, held on March 31, 2026, was dedicated to the practical application and finalization of the FITool 2. The day focused on transitioning from conceptual discussions to concrete, data-driven outputs through structured collaboration.

The morning session opened with a preliminary briefing by Ms. Jefferson D. Tamondong (HEPO III), followed by an intensive Workshop and Coaching period. During this session, participants were organized into five working groups, each supported by a designated facilitator. This setup allowed for focused, small-group dynamics where participants could navigate the complexities of the FITool 2 with immediate guidance and peer support.

Following the lunch break, the focus shifted to Presentation of Outputs. This allowed participants to showcase their work with the FITool 2, fostering a collaborative environment where peers could learn from different team approaches.

The day concluded with a comprehensive Open Forum and Synthesis. This segment was crucial for solidifying agreements and establishing "Ways Forward," ensuring that the momentum gained during the workshop translates into actionable steps.

The program wrapped up with the distribution of certificates, once again facilitated by Ms. Jefferson D. Tamondong, symbolizing the successful culmination of a day marked by technical insights, active collaboration, and a shared dedication to advancing healthy workplaces.

𝗗𝗔𝗬 𝟭 | 𝗕𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝗵𝗲𝗮𝗹𝘁𝗵𝗶𝗲𝗿 𝘄𝗼𝗿𝗸𝗽𝗹𝗮𝗰𝗲𝘀, 𝗼𝗻𝗲 𝗰𝗼𝗺𝗺𝗶𝘁𝗺𝗲𝗻𝘁 𝗮𝘁 𝗮 𝘁𝗶𝗺𝗲

On March 30, the Health Promotion Unit of DOH Cordillera CHD successfully spearheaded the Healthy Workplace Onboarding and Workshop, gathering committed Human Resource Heads from our Provincial, City, and Municipal LGUs.

This was more than just a workshop - it was the start of a shared movement to make every workplace in the Cordillera a space where health, safety, and well-being are truly valued.

The day opened with an inspiring presentation by Ms. Maylene Balbin, HPO II, who unpacked the Health Promotion Framework Strategy 2030 and its vision of creating health-enabling settings, recognizing Healthy Communities and Healthy Workplaces, and certifying Healthy Learning Institutions. Her presentation reminded everyone that health promotion begins where people live, learn, work, and grow.

This was followed by Ms. Jefferson D. Tamondong, HEPO III, who provided a comprehensive presentation of the Healthy Workplace Program as a whole - from its vision and framework to its practical implementation in local government settings.

The discussion began with the legal and policy foundations of the program, emphasizing that the Healthy Workplace initiative is firmly anchored on the Health Promotion Framework Strategy 2030, the National Policy Framework on the Promotion of Healthy Workplaces, and other supportive national issuances that call for health-enabling settings and protective workplace policies. This helped participants appreciate that the program is not merely an added activity, but a strategic and policy-driven mandate that strengthens governance and workforce well-being.

The presentation then transitioned into the program implementation process, guiding participants on how to establish systems, organize workplace wellness structures, conduct assessments, identify priority gaps, and align interventions with the 7 Priority Areas and 5 Action Areas of Health Promotion. Clear emphasis was placed on translating policies into day-to-day workplace practices that support nutrition and physical activity, environmental health, immunization, to***co, v**e and alcohol control, mental health, sexual and reproductive health, and violence and injury prevention.

A key highlight of the session was the walkthrough of the recognition and certification mechanisms, where participants were oriented on the standards, indicators, and documentation requirements needed for workplaces to be recognized as Healthy Workplaces. The discussion underscored the importance of FITools, proper means of verification, and continuous tracking of progress, ensuring that wellness initiatives are not only implemented, but also measured, improved, and sustained over time.

The session brought forward one powerful realization: a healthy workplace is built on strong policies, guided implementation, and evidence-based recognition systems. More than compliance, it is a commitment to creating workplaces where employees are protected, empowered, and able to thrive - because healthy employees remain the foundation of strong, resilient, and responsive local governance.

The session became even more meaningful through practical learning and shared experiences. Ms. Annalyn Baiwes, Nurse I from DSWD, generously shared their agency’s best practices and gave participants an initial walkthrough of FITool 2, showing how healthy workplace initiatives can be translated into real systems and programs.

Adding depth to the technical discussions, Ms. Loraine Ramos, HEPO III from Baguio General Hospital and Medical Center, provided a comprehensive deep dive into the effective use of FITool 2 and the proper Means of Verification, helping participants better appreciate the value of evidence-based documentation in achieving recognition.

To close the day, Ms. Tamondong, Ms. Baiwes, and Ms. Ramos led an engaging open forum that created a safe space for questions, reflections, and sharing of insights - strengthening not only knowledge, but also our shared commitment to healthier workplaces.

Day 1 reminded us that a healthy workplace is not built by policies alone, but by people who care enough to turn those policies into action.

Together, we move closer to workplaces where every employee feels safe, supported, and empowered to live well.

Yesterday, March 26, 2026, the DOH-Cordillera CHD, through the Health Promotion Unit, in partnership with the Non-Communicable Diseases (NCD) Program and Nutrition Program, successfully conducted its 2nd Monthly Weight and Blood Pressure (BP) Monitoring for its implementation of “Bawas Timbang, Ayos ang Presyon Project” - 100 Days Healthy Workplace Challenge and Blood Pressure Monitoring.

This activity remains a core component of our commitment to the Regional Nutrition Committee - Weight Management Project in response to the increasing problem of overweight and obesity among regional government employees and member agencies.

By maintaining a consistent schedule of health checks, we ensure that our workforce stays informed about their vital statistics, allowing for timely lifestyle adjustments and sustained wellness.

Regular monitoring is more than just numbers, it is our proactive approach to preventing chronic conditions and fostering a culture of health within our workplace.
