STATEMENT ON FOOD SAFETY INSPECTION AND CONFISCATION
On April 3, 2025, the Municipal Health Office of Buhi, through Sanitation Inspector conducted a surprise inspection at Buhi Public Market to ensure compliance with Presidential Decree No. 856, also known as the “Sanitation Code of the Philippines”. The inspection was carried out in accordance with Section 33, which mandates the Local Health Authority to make periodic inspections to enforce the maintenance of adequate sanitation in food establishments and their premises.
During the inspection, several food handlers were found in violation of national food safety regulations, including:
• Improper food handling – such as failure to wear appropriate protective garments like aprons and prescribed caps.
• Inadequate food storage – exposing food items to contamination.
• Non-possession of required permits and health clearances, specifically:
• Operating without a Sanitary Permit, in violation of Section 14 of PD 856, which states that “No person or entity shall operate a food establishment for public patronage without securing a permit from the local health office.”
• Employing or working without a Health Certificate, in violation of Section 15, which states that “No person shall be employed in any food establishment without a health certificate issued by the local health authority.”
As a result of these violations, the food items were immediately confiscated and disposed of following sanitation protocols. The person involved had previously been issued notices and recommendations, yet failed to comply. A follow-up inspection is scheduled for April 7, 2025, to ensure that corrective actions have been taken.
The Municipal Health Office strongly reminds all operators/food handlers to:
• Secure the necessary Sanitary Permits and Health Certificates before operating.
• Wear proper working garments and maintain hygiene while handling food.
• Ensure proper food storage and handling to avoid contamination.
• Participate in food safety training programs, if required.
