2025 has been a year of growth, service, and meaningful impact.
Through these numbers, we see real stories of children supported, families guided, and communities reached.

As a special program of the Provincial Government of Samar, we are proud and grateful for what has been achieved this year. We recognize the leadership of Governor Sharee Ann Tan, the Vice Governor, our Congressmen, and all provincial leaders whose vision and commitment made these services possible for Samar’s children and families.

This impact is just the beginning. With a stronger system, a growing team, and a shared commitment to public service, we are ready to do even more in 2026. We will continue to reach more children, empower more families, and create greater impact across the province.

𝐏𝐢𝐥𝐨𝐭 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐢𝐧 𝐙𝐮𝐦𝐚𝐫𝐫𝐚𝐠𝐚: 𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧𝐢𝐧𝐠 𝐄𝐚𝐫𝐥𝐲 𝐂𝐡𝐢𝐥𝐝𝐡𝐨𝐨𝐝 𝐒𝐮𝐩𝐩𝐨𝐫𝐭

The Samar Center for Developmental Pediatrics recently participated in a pilot project in Zumarraga, led by Plan International in partnership with the Zumarraga LGU, aimed at improving the referral system for children with developmental delays and nutrition concerns.

This initiative focuses on early identification at the barangay level, ensuring that children showing signs of developmental delays or experiencing nutritional challenges are quickly referred to the right specialists and support services. By enhancing coordination between barangay health workers, local government units, and pediatric specialists, the project aims to create a smoother, more efficient pathway for care.

As the first step in this initiative, the pilot in Zumarraga will help gather insights and learnings that can be gradually applied to other municipalities in Samar, improving access to timely interventions and nutrition support for more children across the province.

We are honored that the Provincial Government of Samar’s program, Samar Center for Developmental Pediatrics, has been nominated for the first-ever NCDA Partners Awards Recognition 2025! The awards, held in Manila, celebrate outstanding initiatives that promote the rights and welfare of persons with disabilities across the Philippines.

In just 9 months, this program has already made meaningful strides toward a more inclusive Samar. This nomination is a milestone that inspires us to continue supporting children and families, ensuring that every child belongs.

A heartfelt thank you to the National Council on Disability Affairs for this recognition, and to the Provincial Government of Samar, spearheaded by Governor Sharee Ann Tan, for their vision and support in making this program possible.

This formal ceremony will recognize outstanding programs, initiatives, and partnerships that have significantly advanced the rights, inclusion, and empowerment of Filipinos with disabilities. The awardees represent exemplary commitment to fostering accessible, inclusive, and transformative communities across the country.

Today, the Provincial Government of Samar joins the nation in celebrating Deaf Awareness Week.

We were honored to have deaf children lead our flag-raising ceremony with a heartfelt performance of the National Anthem and a prayer.

After the ceremony, Ms. Mabutol, SPED Teacher, shared a short talk and taught employees 10 basic sign language words, a simple yet meaningful step toward fostering inclusivity and communication with our Deaf community.

May this inspire us to build a Samar that embraces diversity and empowers every child and family.

Each child has a different way of learning, focusing, and sharing their thoughts, and every way is valid, meaningful, and beautiful.

To celebrate Attention-Deficit/Hyperactivity Disorder (ADHD) and Augmentative and Alternative Communication (AAC) Awareness Month, the Samar Center for Developmental Pediatrics hosted a day of play-based and skill-building activities for children of different ages and abilities.

Through movement, communication, and connection,
we’re reminded that true inclusion begins with understanding.
