JRMSU Nursing and Midwifery students will pay up to โฑ11,730 and โฑ13,464, respectively, in Related Learning Experience (RLE) and affiliation fees in a semester, starting Academic Year 2025โ2026, following a Board-approved hike, as announced during the August 13 orientation.
The Board of Regents (BOR) approved the new โฑ26-per-hour rate through Resolution No. 27โ2025, a sharp departure from the flat โฑ3,000 RLE and affiliation fee per semester, raising the total four-year fee from โฑ21,000 to โฑ67,014, a 219% increase for Bachelor of Science in Nursing (BSN) program; and, a total of โฑ70,992 for Bachelor of Science in Midwifery (BSM) program.
Under the new scheme, RLE fees for BSN Skill Lab and Clinical Duty courses are computed based on subject units, where one unit equals 51 hours at โฑ22 per hour; while the affiliation fee is computed โฑ4 per hour, which translates to per-semester fees ranging from โฑ4,488 for first year students, โฑ8,670 (1st sem) and โฑ7,752 (2nd sem) for second year students, โฑ11,526 (1st sem), โฑ7,344 (2nd sem), and โฑ5,100 for third year students, to โฑ10,404 (1st sem) and โฑ11,730 (2nd sem) for fourth year, compared to the uniform โฑ3,000 charged per semester in previous years.
For the BSM program, students will pay RLE fee inclusive of affiliation fee of โฑ5,610 in the first year of study, โฑ13,872 for the second year, โฑ25,194 for the third year, and โฑ26,316 for the fourth and final year, summing up โฑ70,992.
In the proposal approved by the BOR, College of Nursing and Allied Health Sciences (CNAHS) Dean Dr. Grace R. Abad and School of Midwifery (SOM) Dean Prof. Rolando Draper expressed that โthe proposed adjustment in the RLE fees reflects the evolving needs of healthcare education programs, accounting for the increasing costs associated with hospital affiliations, the compensation of highly skilled clinical instructors, and the enhancement of laboratory and training facilities.โ
According to the SOM RLE Coordinator, as corroborated by Prof. Draper, the big chunk of the fee increase was meant for hazard pay of clinical instructors handling hospital and community clinical rotations, apart from upgrading facility and equipment; however, for students already burdened with rising costs, the change raises fresh concerns about affordability and access to healthcare education.
SOM Governor Stephanie Woo admitted the announcement initially shocked many.
โAt first, I was honestly a bit surprised and unsure about the sudden increase in our RLE. I already knew there was going to be an adjustment,โ Woo said.
Woo also acknowledged the long-term benefits, saying that โWith the guidance of our RLE coordinator, we were enlightened about why it was necessary. Even though it felt unexpected, I now see it as an important step for the growth of our collegeโฆ I believe it will really benefit us as future midwives.โ
Before the adjustment, Nursing and Midwifery students paid a flat โฑ3,000 per semester, regardless of year level; however, in its efforts to align JRMSU CNAHS and SOM with national trends and keep up with clinical training demands and inflation in healthcare education, RLE fees have been increased.
For students, however, the numbers hit differently.
โMy family already struggles to cover my allowance and boarding house rent. Adding several thousand pesos more each semester feels heavy, even if itโs for better training,โ a BSNโ1 student, who requested anonymity, said.
During the Academic Council meeting where the RLE fee increase was proposed, University officials assured transparency in fee implementation and hinted at phased facility upgrades in the College, with CNAHS and SOM admins and student councils holding consultations to help students better understand where their money goes.
โWe see it as an investment, not just an expense. After all, the quality of our training today will define the kind of nurses and midwives we become tomorrow,โ SOM Governor Woo stressed.
