Dental Health Month Kick-Off Held at Dipolog SPED Center

On February 3, 2026, the Schools Division Office of Dipolog City, through the School Health and Nutrition Unit (SHNU), officially launched the Dental Health Month Kick-Off Activity at the Dipolog Special Education (SPED) Center, setting in motion a series of coordinated dental health initiatives to be implemented across various schools throughout the month.

Guided by the theme, “Promoting Dental Health Today Builds Confident, Healthy Learners for Tomorrow,” the kick-off activity underscored the vital role of oral health in the overall growth, confidence, and well-being of learners. The activity emphasized the division’s commitment to inclusive and preventive health programs, particularly for learners with special needs, while strengthening partnerships with officers and members of the Philippine Dental Association (PDA) – Dipolog City Chapter, school dentists, and other health partners.

The activity formally commenced with a welcome message from Mr. Remryan Rasonable Rebutazo, School Principal of the Dipolog SPED Center, who highlighted the importance of prioritizing learners with special needs in school-based health initiatives. He expressed his sincere gratitude to the Schools Division Office and partner agencies for selecting their school as the venue for the kick-off activity, recognizing it as a valuable opportunity to extend much-needed dental health services to SPED learners. He further acknowledged the strong collaboration between the Philippine Dental Association and school dentists in ensuring the delivery of inclusive, responsive, and quality oral health care.

In her Message of Support, Ma. Liza R. Tablion, EdD, CESO V, Schools Division Superintendent, conveyed her appreciation to all individuals and institutions involved in the activity. She emphasized that initiatives such as Dental Health Month reflect the division’s shared responsibility to safeguard learner health and well-being, and she commended the collective efforts of school personnel, health partners, and stakeholders in sustaining meaningful dental health programs throughout the month.

Dr. Ryan Niel A. Asprer, President of the Philippine Dental Association – Dipolog City Chapter and City Councilor of Dipolog City, delivered a message highlighting the importance of preventive dental care as a cornerstone of public health. He underscored the significance of coordinated efforts between the education sector and the local government in advancing health promotion initiatives and affirmed his full support for Department-led programs, assuring continued assistance and collaboration in the implementation of school-based dental health activities.

The ceremonial kick-off featured interactive lectures on proper toothbrushing and oral health care, conducted by Dr. Gerald M. Abalos and Dr. Candelaria C. Jaralve, ensuring that oral health concepts were presented in a manner responsive to the learning needs of SPED learners. A proper handwashing demonstration was conducted at the school’s newly established handwashing facility, where learners were actively guided by the School Health and Nutrition Unit Team, who led both the toothbrushing and handwashing activities to reinforce correct hygiene practices through hands-on learning.

As part of the activity, the Philippine Dental Association – Dipolog City Chapter also distributed oral and hygiene kits to all participating learners, further supporting the promotion of daily dental care and personal hygiene among SPED learners.

The activity concluded with Closing Remarks delivered by Dr. Clees Paul 'Tato d'Great' Z. Tabiliran, Division Dentist and SHNU Head, who reiterated the importance of sustained oral health education and expressed appreciation to all partners and participants for their continued support of the division’s dental health programs. The event was smoothly facilitated by Mr. Yuri Nathaniel B. Nadala, Project Development Officer and School Focal Person.

The Department of Health (DOH), in partnership with the Department of Education (DepEd), successfully concluded the Healthy Learning Institutions (HLI) Workshop 2 for Last Mile Elementary Schools on November 14, 2025. The week-long activity, conducted from November 9–14 at Top Plaza Hotel, gathered participants from the Schools Division Offices of Dipolog City, Dapitan City, and Zamboanga del Norte.

The workshop aimed to strengthen the implementation of the HLI Program by enhancing the capacity of school leaders and coordinators in building healthier, safer, and more learner-centered school environments. Throughout the sessions, the DOH and provincial health partners facilitated technical discussions and collaborative planning to support the health and wellness initiatives of public schools.

Representing the Schools Division Office of Dipolog City were school heads and HLI coordinators from all last mile schools in the South District, together with their respective public schools district supervisors. Division personnel also attended the activity, including Nur N. Hussien, SGOD Chief, and nurses Sheila S. Quimpo (Division HLI Focal), Geilou O. Yabres, Jan Rina N. Bitancor, Julie Ann Myla P. Ricafort, and Chris Herrera, who provided technical and administrative support throughout the workshop.

As the activity concluded with the final sessions and closing activities, DepEd Dipolog expressed its gratitude to the DOH and partner divisions for the successful conduct of the workshop. In a significant step towards improving literacy rates and promoting inclusive education, schools across Dipolog City Division have started a comprehensive vision screening program. This initiative, part of the nationwide National Vision Screening Program (NVSP), aims to identify and address visual impairments among learners, ensuring they receive the necessary support to succeed academically.

The program, which commenced on May 08, 2025, is a collaborative effort involving the Department of Health (DOH), and the University of the Philippines Manila – Philippine Eye Research Institute (UPM-PERI). This multi-agency partnership underscores the commitment to providing quality education for all learners.

Schools are implementing the screening process in phases, with different schools scheduled throughout May and beyond. This phased approach ensures efficient coverage across the division. Parents' cooperation is crucial, with signed consent forms required prior to the screening.

PAGADIAN CITY, Philippines – The Department of Education (DepEd) Region IX recently concluded a two-day, comprehensive training program on pocket vision screening, significantly bolstering the region's capacity for early detection of vision impairments in students. Held at the Chandler Suites in Pagadian City, the intensive training brought together school health personnel – nurses and other health workers – representing all school division offices across Zamboanga Peninsula.

The program, structured as a train-the-trainer model, began with a focused session on mastering effective vision screening techniques. Expert trainers from the DepEd Central Office's School Health Division provided in-depth instruction on proper procedures, accurate interpretation of results, and appropriate referral pathways for children requiring further ophthalmological evaluation. Adding critical practical experience, trained nurses from the Pagadian City and Zamboanga del Sur school division ofiices facilitated hands-on workshops, ensuring participants gained confidence in applying the newly acquired skills.

The program transitioned into a practical demonstration phase. The newly trained health workers put their skills into practice, conducting vision screenings on a group of selected learners from Pagadian City and Zamboanga del Sur. The screenings allowed participants to apply the techniques learned and provided valuable real-world experience. The use of standardized vision screening kits ensured consistent and reliable results.

The event also featured distinguished guest speakers from the Philippine Eye Research Institute (PERI) of the University of the Philippines – National Institute of Health (UP-NIH). These experts shared invaluable insights and best practices, enriching the curriculum and improving the overall quality of the training.

The successful completion of this intensive program marks a substantial step forward in DepEd Region IX’s proactive approach to learners' health. DepEd Dipolog joins the National Dental Health Month Culmination

The Department of Health (DOH) Regional Office IX, in strong partnership with the Department of Education (DepEd) and local government units (LGUs) of Zamboanga del Norte, successfully concluded the National Dental Health Month (NDHM) culmination activities on February 28, 2025, in Mibang Hotel, Dipolog City. The event saw active participation from 150 learners representing Healthy Learning Institutions—last-mile schools namely Kepiyanan ES, Virginia ES, Pamansalan ES, Diwan ES, Cogon ES, Sangkol ES and Sinaman Integrated School. DepEd School Health and Nutrition Unit - SDO Dipolog City was led by the OIC-In charge Dr. Clees Paul 'the Great' Z. Tabiliran.

The event commenced with the opening ceremonies that included a Doxology by the Zanorte Choral Society, the singing of the National Anthem and Dipolog City Hymn, and a welcome message from Hon. Darel Dexter T. Uy, City Mayor of Dipolog.

Dr. Augusto Manolo G. Alpichi gave an overview of the oral health program in the region. The program also featured messages of support from various key figures, including Dr. Ryan Niel A. Asprer, President of the Dipolog City Dental Chapter. DepEd ROIX Director, Dr. Ruth L. Fuentes, was represented by Dr. Jay Perey, Regional Dentist, who delivered a message of support.

A demonstration of proper tooth brushing techniques, engagingly titled "Sabayang Pagsisipilyo," was presented, followed by the opening of booths where executives and participants could explore various activities. The program included an intermission number performed by the Tribus Dipolog Dance Troupe. The event concluded with a closing message from Dr. Rowel J. Mata, City Health Officer of Dipolog City, followed by performances by "DOH" Voice Kids and a PIA Puppet Theater.

The successful culmination of the NDHM underscores the commitment of the DOH, DepEd, and LGUs in Zamboanga del Norte, along with the enthusiastic participation of the Healthy Learning Institutions, to promoting oral health awareness and providing access to quality dental care within the community. The dedicated medical team of the School Health and Nutrition Unit - SDO Dipolog City , present from the start of athlete training on March 18th, through the closing ceremony, played a crucial role in ensuring the event's smooth operation and the athletes' well-being. Their efforts, combined with the hard work and dedication of the athletes, coaches, and delegation team, contributed significantly to the region's impressive medal count. The event saw ECS learners engaging in a synchronized teeth-brushing activity, a highlight of the program designed to promote good oral hygiene.

The initiative was spearheaded by Division Dentists, Dr. Clees Paul Z. Tabiliran and Dr. Jayrick C. Balagbagan, who played a crucial role in ensuring the success of the program. A key component of the workshop, held February 11, 2025, at the Mibang Hotel, focused on proper nutrition and hydration for athletes. The School Health and Nutrition Unit - SDO Dipolog City, tasked with delivering this concept, invited Ms. Riza Jane N. Bitancor-Zamoras, the City Nutrition Action Officer, to lead the session.

Ms. Zamoras, a highly respected expert in the field, provided a comprehensive overview of the critical role nutrition and hydration play in achieving peak athletic performance. Ms. Zamoras emphasized the importance of recovery nutrition, explaining how replenishing essential nutrients after intense physical activity aids in muscle recovery and injury prevention. She highlighted the roles of protein and carbohydrates in this process and addressed the specific nutritional requirements of different sports, underscoring the need to tailor dietary plans to the unique demands of each athletic discipline.

SHNU-Dipolog City expressed their gratitude for Ms. Zamoras' contribution. They were pleased to partner with her to provide this valuable training to the coaches.

February 11, 2025 – Students at Zamboanga del Norte National High School received comprehensive dental care today as part of a collaborative initiative between the Department of Education’s School Health and Nutrition Unit - SDO Dipolog City, led by Dr. Clees Paul 'the Great' Z. Tabiliran, and the Philippine Dental Association (PDA) - Dipolog City Chapter, led by Dr. Ryan Neil Asprer, in celebration of the 21st Annual Dental Health Month. The program, which emphasized the importance of daily oral hygiene, provided a wide range of services, demonstrating a successful partnership in providing accessible healthcare. The school administration, led by School Principal Mrs. Virginia Tagab, and active school nurses Ms. Sheila S. Quimpo and Ms. Geilou O. Yabres, provided invaluable support and accommodation for the event.

The program included interactive presentations and demonstrations on proper brushing and flossing techniques, adapted to ensure inclusivity for all students.
