Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

Furthermore the Northeast Monsoon will also bring strong to gale-force gusts over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds):

• Today: Most of Luzon, Visayas, and Zamboanga Peninsula
• Tomorrow (07 December): Most of Luzon, Visayas, and Zamboanga Peninsula
• Monday (08 December): Most of Luzon

HAZARDS AFFECTING COASTAL WATERS
Gale Warning is in effect over the eastern seaboards of Luzon and Visayas. Refer to Gale Warning No. 8 issued at 5:00 AM today.

24-Hour Sea Condition Outlook
Up to very rough seas over the following coastal waters:
• Up to 5.5 m: The northern and eastern seaboards of Catanduanes; the eastern seaboards of Albay and Sorsogon; the northern seaboard of Northern Samar.
• Up to 5.0 m: The seaboards of mainland Cagayan, Isabela, and Aurora; the northern and eastern seaboards of Polillo Islands, Camarines Norte, and Camarines Sur; the remaining seaboard of Northern Samar.
• Up to 4.5 m: The eastern seaboards of Batanes, Babuyan Islands, and Eastern Samar.
• Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.

Up to rough seas over the following coastal waters:
• Up to 4.0 m: The remaining seaboards of Batanes and Babuyan Islands; the seaboard of Ilocos Norte.
• Up to 3.5 m: The seaboards of Surigao del Sur and Kalayaan Islands.
• Up to 3.0 m: The remaining seaboards of Ilocos Region; the eastern seaboard of Davao Oriental.

TRACK AND INTENSITY OUTLOOK
• It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• WILMA is forecast to move generally westward for majority of the forecast period. On the forecast track, the center of WILMA may make its initial landfall over Eastern Samar or Northern Samar today. Afterwards, it will continue to traverse Visayas until tomorrow (07 December). It will then emerge over Sulu Sea and may pass over northern Palawan by Monday (08 December) morning.
• WILMA will likely remain as a tropical depression throughout its passage over Visayas and Palawan. However, due to dry intrusion from the northeast monsoon, there is an increasing likelihood of weakening into a remnant low while traversing the area of Visayas.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials.

• Today: Most of Luzon and Visayas.
• Tomorrow (06 December): Most of Luzon, Visayas, and Zamboanga Peninsula
• Sunday (07 December): Most of Luzon, Visayas, Zamboanga Peninsula, and Misamis Occidental.

HAZARDS AFFECTING COASTAL WATERS
Gale Warning is in effect over the eastern seaboards of Luzon and Visayas. Refer to Gale Warning No. 7 issued at 5:00 PM today.

• WILMA is forecast to move west southwestward until tomorrow (06 December) before turning generally westward for the remaining forecast period. On the forecast track, the center of WILMA may make its initial landfall over EasternVisayas between this late evening and tomorrow morning. Afterwards, it will continue to traverse Visayas until Sunday (07 December). It will then emerge over Sulu Sea and may pass over northern Palawan by Monday (08 December) morning.
• WILMA will likely remain as a tropical depression throughout the forecast period. Further intensification is possible once it emerges over the West Philippine Sea.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

The next tropical cyclone bulletin will be issued at 8:00 PM today.
