The center of Tropical Depression VERBENA was estimated based on all available data including those from Iloilo Doppler Weather Radar over the coastal waters of Hamtic, Antique (10.6°N, 121.8°E).

• Intensity:
Maximum sustained winds of 55 km/h near the center, gustiness of up to 90 km/h, and central pressure of 998 hPa.

• Present Movement:
West northwestward at 35 km/h

• Extent of Tropical Cyclone Winds:
Strong winds extend outwards up to 250 km from the center

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

Due to the possibility of reaching tropical storm category while near the northern portion of Palawan, the highest wind signal that will be hoisted during the passage of VERBENA will be Wind Signal No. 2.

Furthermore, the surge of Northeast Monsoon and VERBENA will also bring gusty conditions reaching strong to gale-force strength over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds):

TRACK AND INTENSITY OUTLOOK
• It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• On the track forecast, VERBENA will move west northwestward over Sulu Sea, pass near or over Cuyo Islands this afternoon before making landfall over the northern portion of Palawan tonight. It will then emerge over the West Philippine Sea tomorrow (26 November) early morning, continue moving west northwestward, before turning more west southwestward on Thursday (27 November). VERBENA will exit the Philippine Area of Responsibility on Thursday early morning.
• VERBENA may reach tropical storm category near the northern portion of Palawan within the next 12 hours. Further intensification is likely once VERBENA reaches the West Philippine Sea. It may reach its peak intensity on late Thursday or early Friday (28 November).

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. SUSPENSION of WORK and CLASSES AT ALL LEVELS ON TUESDAY, NOVEMBER 25, 2025

In light of the expected landfall of Tropical Depression Verbena and to ensure the safety of its community, West Visayas State University suspends work operations and all classes today, November 25, 2025.

All synchronous and asynchronous classes are likewise suspended.

A skeleton workforce will remain at the WVSU Medical Center to ensure the uninterrupted delivery of frontline health services.

The General Services Office and Security Office are instructed to continue deployment of essential personnel for property and infrastructure safeguarding.

Satellite campuses are instructed to follow the directives of their respective local government units.

We ask everyone to stay safe and updated through official WVSU channels and government advisories.

𝗖𝗟𝗔𝗦𝗦𝗘𝗦 𝗧𝗢 𝗦𝗛𝗜𝗙𝗧 𝗧𝗢 𝗠𝗘𝗗𝗜𝗔𝗧𝗘𝗗 𝗜𝗡𝗦𝗧𝗥𝗨𝗖𝗧𝗜𝗢𝗡 𝗢𝗡 𝗡𝗢𝗩𝗘𝗠𝗕𝗘𝗥 𝟮𝟱, 𝟮𝟬𝟮𝟱; 𝗪𝗢𝗥𝗞 𝗪𝗜𝗟𝗟 𝗖𝗢𝗡𝗧𝗜𝗡𝗨𝗘

In light of the expected landfall of Tropical Depression Verbena and to ensure the safety of its community, West Visayas State University suspends all face-to-face classes on Tuesday, November 25, 2025.

All classes will shift to mediated instruction, synchronous or asynchronous.

Work operations will continue at the University and the WVSU Medical Center to ensure the uninterrupted delivery of frontline health services.

Employees affected by the travel suspension can avail flexi-work arrangement.

Satellite campuses are instructed to follow the directives of their respective local government units.

We ask everyone to stay safe and updated through official WVSU channels and government advisories.

TROPICAL DEPRESSION “VERBENA” HAS MADE LANDFALL OVER BAYABAS, SURIGAO DEL SUR AND IS NOW OVER AGUSAN DEL NORTE

• Location of Center (4:00 PM):
The center of Tropical Depression VERBENA was estimated based on all available data in the vicinity of Jabonga, Agusan del Norte (9.3°N, 125.6°E)

• Intensity:
Maximum sustained winds of 45 km/h near the center, gustiness of up to 75 km/h, and central pressure of 1000 hPa

• Present Movement:
West northwestward at 30 km/h

• Extent of Tropical Cyclone Winds:
Strong winds extend outwards up to 200 km from the center

OTHER HAZARDS AFFECTING LAND AREAS

➣ Heavy Rainfall Outlook

➣ Severe Winds

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

Furthermore, the surge of Northeast Monsoon and VERBENA will also bring gusty conditions reaching strong to gale-force strength over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds):

• Today: Luzon, Visayas, Surigao del Sur, Misamis Oriental, Misamis Occidental, Lanao del Norte, and Zamboanga del Norte
• Tomorrow (25 November): Luzon, Visayas, Dinagat Islands, Surigao del Norte, Agusan del Norte, Surigao del Sur, Davao Oriental, Misamis Oriental, Lanao del Norte, Misamis Occidental, and Zamboanga del Norte
• Wednesday (26 November): Luzon, Western Visayas, and Northern Samar

HAZARDS AFFECTING COASTAL WATERS

➣ 24-Hour Sea Condition Outlook

Up to very rough seas over the following coastal waters:
• Up to 4.5 m: The seaboard of Batanes, Cagayan, and Ilocos Region
• Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.

Up to rough seas over the following coastal waters:
• Up to 4.0 m: The seaboards of Isabela, Aurora, northern mainland Quezon, Camarines Norte, and Kalayaan Islands; the northern seaboard of Camarines Sur; the eastern seaboards of Albay, Sorsogon, Eastern Samar, and Dinagat Islands; the northern and eastern seaboards of Polillo Islands, Catanduanes, Northern Samar, and Siargao-Bucas Grande Islands.
• Up to 3.5 m: The seaboards of Zambales, Antique, and the northern Palawan including Calamian and Cuyo Islands; the southern seaboards of Occidental Mindoro and Oriental Mindoro.
• Up to 3.0 m: The seaboards of Lubang Island and Surigao del Sur; the eastern seaboards of the rest of Quezon, Camarines Sur, and Davao Oriental; the western seaboard of Occidental Mindoro; the remaining seaboard of Catanduanes.
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels.

Up to moderate to rough seas over the following coastal waters:
• Up to 2.5 m: The seaboards of Romblon, Marinduque, Negros Occidental, Bantayan Islands, Cagayancillo Islands, and Davao Occidental; the western seaboard of Bataan, Cavite, the rest of Palawan; the remaining seaboards of Quezon, Bicol Region, Western Visayas, Eastern Samar, Dinagat Islands, and Siargao-Bucas Grande Islands.
• Up to 2.0 m: The seaboards of Northern Mindanao, and Zamboanga del Norte; the western seaboards of Basilan, Sulu, and Tawi-Tawi; the remaining seaboards of Batangas, MIMAROPA, Visayas, and Caraga Region.
• Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

TRACK AND INTENSITY OUTLOOK

• It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• On the track forecast, VERBENA will move across Caraga Region this afternoon through early evening, then accelerate across Visayas and the northern portion of Palawan between tonight and tomorrow evening, before emerging over the West Philippine Sea on Wednesday (26 November) morning. It will then turn westward and pass north of Kalayaan Islands and exit the Philippine Area of Responsibility on Thursday (27 November).
• VERBENA may slightly intensify prior to landfall but will likely cross Visayas as a tropical depression. It may reach tropical storm category either before reaching northern Palawan or once over the West Philippine Sea. VERBENA may peak at severe tropical storm category while in the middle of the West Philippine Sea north of Kalayaan Islands.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
