LGU LA TRINIDAD ISSUES EO NO. 122-2025: TOTAL FIRECRACKER BAN AND STRICT PYROTECHNIC REGULATIONS ENFORCED FOR A SAFE HOLIDAY CELEBRATION.
In a firm commitment to public safety and the goal of a "Fireworks Casualty-Free" celebration, the Municipality of La Trinidad had previously issued Executive Order No. 122-2025. This order mandates the total prohibition of firecrackers and the strict regulation of pyrotechnic displays throughout the municipality, in direct accordance with Municipal Ordinance No. 17-2014. The directive aims to protect life, health, and property by minimizing fire risks, noise disturbances, and environmental pollutants that typically surge during the festive season.
Under the order, the use, sale, and distribution of all forms of firecrackers are strictly prohibited. This comprehensive ban covers a wide range of dangerous explosives, including but not limited to Watusi, Piccolo, Lolo Thunder, Giant Bawang, and the "Goodbye Philippines" series, as well as improvised devices like the Boga or PVC cannons. The order clarifies that any person or entity caught with these prohibited items within the territorial jurisdiction of La Trinidad will face immediate confiscation and appropriate legal penalties.
Regarding pyrotechnic devices or "pailaw," such as sparklers, fountains, and roman candles, the municipality allows their use only under strict regulatory conditions. All such devices must bear legitimate labels with manufacturer details and safety instructions in English or Filipino. Furthermore, the sale of these items is confined exclusively to "Designated Sales Zones" identified by the Sangguniang Bayan upon the recommendation of the Local Zoning Officer and the Bureau of Fire Protection. Business establishments are warned that manufacturing or selling these devices without a permit from the PNP-Benguet Provincial Director and a valid Municipal Business Permit is strictly forbidden.
To promote safer alternatives, the Local Government Unit (LGU) encourages Barangay Councils and community organizations to establish "Designated Community Fireworks Areas." These areas must be located in open spaces far from residential clusters, schools, and hospitals, and must be free from overhead obstructions like power lines or trees. By pooling resources into these designated zones, the LGU aims to provide the public with responsible and supervised displays that maintain adequate buffer zones to protect spectators and surrounding properties.
Strict enforcement will be carried out by an activated Task Force composed of the La Trinidad Municipal Police Station (LTMPS), the Bureau of Fire Protection (BFP), Barangay Officials, and the Barangay Tanod System. The Municipal Health Services Office (MHO) will monitor firework-related injuries, while the Municipal Licensing Office is tasked with inspecting business establishments for compliance. Violators face serious consequences, including the immediate confiscation of items, fines, imprisonment, and the automatic cancellation of business permits for erring establishments. The Municipality calls on all residents and Punong Barangays to cooperate fully to ensure a peaceful and injury-free transition into the new year.
