Department of Health (DOH) Secretary Teodoro J. Herbosa, together with Assistant Secretary Ariel Valencia, Imus, Cavite City Mayor Alex Advincula, and Vice Mayor Homer Saquilayan, headed the Blessing and Inauguration of the Imus Super Health Center in Carsadang Bago 1 Imus, Cavite on January 19, 2024.
The said super health center offers different health services like x-ray, animal bite clinic, TB DOTS, dental, laboratory, pharmacy, immunization, family planning, and reproductive and wellness services aligned with the Department's commitment to providing urgent care centers nationwide towards the realization of Universal Health Care (UHC).
Health Secretary Herbosa disclosed that the DOH is working on establishing 28 National Ambulatory and Urgent Care Centers nationwide, to cater to the 28 million most vulnerable Filipinos including the poor, by the year 2028.
Moreover, the Health Chief also underscored that sports are an integral part of health. He committed to providing special medical procedures and medicines needed by patients, with support from PhilHealth and the local government.
We look at Imus, Cavite, as one of our most advanced LGUs in terms of UHC implementation and to take a more proactive role in implementing the departmentโ€™s initiatives as we envision UHC. The DOH is always ready to extend our support and provide technical assistance to Imus, Cavite. Department of Health (DOH) Officer-in-Charge Secretary Maria Rosario Singh-Vergeire, together with Undersecretary for Health Systems Development Team (HSDT) Dr. Lilibeth C. David, today met with World Bank Country Director for the Philippines Dr. Ndiame Diop and Health and Human Capital Development Dr. Ronald Mutasa, to discuss strategic initiatives aimed at further bolstering primary health care in the country, especially the vulnerable population in far flung areas.
Both Dr. Diop and Dr. Mutasa committed to aid the DOH in expanding the countryโ€™s primary health care and health care provider network capacities through developing infrastructure, information technology, and supply chain systems, providing mobile facilities and patient transport vehicles, and instituting enablers such as policies and health financing.
โ€œI would like to extend the Departmentโ€™s sincerest gratitude to the World Bank for continuously aiding the country in its goal of providing Filipinos with eased access to healthcare services wherever they may be in the country.
These initiatives serve as proof that through collaboration, we are able to fast-track needed services for every Filipino and at the same time, continue strengthening the status of public health within the country,โ€ said OIC Vergeire.

The โ€œChikiting Ligtas 2023โ€: Join the Big Catch Up, Magpabakuna Para sa Healthy Pilipinasโ€, which aims to immunize children against measles, rubella, and polio, was kicked off today in Baguio City. Leading the activity are DOH Undersecretary Eric A. Tayag, CAR Center for Health Development Regional Director Dr. Rio Magpantay, and Baguio City Mayor Benjamin Magalong.
Other officials who joined the event were City Councilor Atty. Betty Lorudes F. Tabanda, Acting Health Officer Dr. Celia Flor C. Briliantes, and WHO representative Addisalem Abaychew. Representatives from CSOs, such as PIA, GSP, DND, Rotary Club, and other youth organizations also attended the event, and pledged their commitment in supporting the implementation of the vaccination campaign.
The DOH recognizes the immense contributions and support of all government agencies, partner stakeholders, and societies coming together to bring the benefits of vaccination closer to the people. OIC SINGH-VERGEIRE MEETS WITH JAPAN HEALTH MINISTER KATO KATSUNOBU, PRESENTS AREAS OF COLLABORATION TO BOOST UHC IN THE COUNTRY
Today, Department of Health Officer-in-Charge Maria Rosario Singh-Vergeire met with Japan Health Minister Kato Katsunobu and their team to discuss proposed collaborations between the Philippines and Japan in terms of improving the country's healthcare sector.
Several key officials were present during the meeting - Ambassador of Japan to the Philippines Koshikawa Kazuhiko, Secretary to the Minister of Health for Labour and Welfare Mr. Sato Yasuhiro, and Deputy Assistant Minister International Policy Planning Ministerโ€™s Secretariat Mr. Ozawa Tokio, Office of Global Health Cooperation Deputy Director Mr. Goto Takahiro, Deputy Director of the International Affairs Division Mr. Saruwatari Kei, and Section Chief for Policy Planning Ms. Noguchi Kiho. Other officials of the DOH were also in attendance.
The meeting included discussions surrounding the country's ongoing COVID-19 projects, Japan International Cooperation Agency (JICA) health projects, and expanding Universal Health Coverage within the country through the help of the health capacities of Japan.
The introduction of ICT in the healthcare fields was also tackled- discussing how the government of Japan may provide guidance in gradually bringing technological advancement to the country's healthcare sector, provide eased access to medical devices, and implement counter measures in more efficient ways.
A pertinent point raised by Health Minister Katsunobu was their interest in collaborating to address mental health issues in both countries. To which, OIC-Vergeire highlighted the Department's long-time collaboration with JICA for the country's Substance Abuse Program.
OIC-Vergeire also expressed the DOH's gratitude to the team of Japan Health Minister Katsunobu for taking the time to meet with the DOH to efficiently discuss collaborative efforts to bolster expanded coverage of UHC within the country.

On March 24, 2023, hepatitis informatics in the Philippines progressed to the next level with the launch of the UP Manila Standards & Interoperability Lab (UPM SILab) at the Bay City Ballroom, Citadines Bay Manila City. Dr Janus Ong, project leader, put a spotlight on the scourge of viral hepatitis in the country and Dr Alvin Marcelo explained the role of health data standardization and interoperability in controlling its spread. The UPM SILab was introduced to healthcare professionals, researchers, and policymakers who gathered for the end-of-project event of "๐‘ด๐’๐’๐’Š๐’•๐’๐’“๐’Š๐’๐’ˆ ๐’•๐’‰๐’† ๐‘ช๐’‰๐’“๐’๐’๐’Š๐’„ ๐‘ฝ๐’Š๐’“๐’‚๐’ ๐‘ฏ๐’†๐’‘๐’‚๐’•๐’Š๐’•๐’Š๐’” ๐‘ป๐’“๐’†๐’‚๐’•๐’Ž๐’†๐’๐’• ๐‘ช๐’‚๐’”๐’„๐’‚๐’…๐’† ๐‘ป๐’‰๐’“๐’๐’–๐’ˆ๐’‰ ๐‘ฌ๐’๐’†๐’„๐’•๐’“๐’๐’๐’Š๐’„ ๐‘ด๐’†๐’…๐’Š๐’„๐’‚๐’ ๐‘น๐’†๐’„๐’๐’“๐’…๐’”." This event marked the culmination of a collaborative effort led by the UP College of Medicine, aimed at advancing healthcare informatics and improving the management of chronic viral hepatitis in the Philippines.
The event kicked off with welcoming remarks from Dr. Carmencita Padilla, the Chancellor of UP Manila, and Dr. Edward Wang, the Vice Chancellor for Research of UP Manila. They expressed their appreciation for the dedication and hard work of the project team and emphasized the importance of the project in addressing the burden of chronic viral hepatitis in the country.
The project aimed to develop a standards-based secure data exchange to improve monitoring of chronic viral hepatitis in the Philippines. By establishing computable standards, healthcare facilities using electronic medical records (EMR) will be able to securely exchange hepatitis data for improved patient care and outcomes.
One of the key outputs of the project was the development of informatics tools and resources to support data management and analysis. Mr. Jan Michael Herber, the Data Management Officer, presented the project outputs related to the Informatics Track. This included the various results, from the consensus of data standards among experts, creation of a FHIR profile, a workshop with EMR makers to guide implementation, and a monitoring dashboard for accessible data analysis. Following the presentation, Dr. Alvin Marcelo then led a panel discussion on the project outputs. The discussion, which had professionals involved in the different progressive layers of the World Health Organization (WHO) SMART Guidelines, delved into the benefits and challenges of the current state of data processing, and how data standardization would benefit greatly from this interoperability endeavor.
The second part of the launch focused on the eLearning component of the project with Dr. Geohari Hamoy, project manager, presenting the outputs. This included the development of computer-based training and telementoring for primary care workers to improve their knowledge and skills in managing viral hepatitis. Dr. Janus Ong then led a panel discussion on the eLearning track outputs. The panelists shared their thoughts on the training and discussed the challenges and opportunities of incorporating this eLearning training into healthcare practice in the Philippines. The consensus was that the eLearning modules had the potential to improve healthcare professionals' knowledge and skills in managing chronic viral hepatitis, leading to better patient outcomes.
One of the highlights of the event was the presentation of awards to the participating EMR providers, which was headed by Dr. Janus Ong, Dr. Alvin Marcelo, and Mr. Gerard Paolo Villanueva. The ceremonial turnover of project outputs to DOH was also held. The closing remarks were then done by Dr. Gloria Nenita Velasco, director of the DOH Knowledge Management and Information Technology Services (KMITS) and Dr. Janus Ong.
