The joint committee hearing on Appropriations with Organizational Development and Review was presided over by Committee Chair (Appro) Councilor Elmer S. Baldemoro with Committee Chair (OrgDev) Councilor Gilda Gayle R. Abonal-Gomez. Also present for the committee were Councilor Ghiel G. Rosales, Councilor Francisco M. Mendoza, Councilor Jefson Romeo B. Felix, NCPC representative Mr. Elmer Sto. Domingo, NCGADC representative Ms. BJ De Asis, and Liga representative PB Alfonso Rodriguez. The Honorable Mayor Leni Robredo was also in attendance at the joint hearing.

The agenda included four separate proposed ordinances, namely: an ordinance institutionalizing the Salary Standardization of Educare Teachers; an ordinance granting the increase of Five Hundred Pesos (PhP500.00) across-the-board in the stipend of all barangay volunteer workers; an ordinance reverting to unappropriated balance the amount of One Million, Three Hundred Fifty Thousand Pesos (PhP1,350,000.00) from the appropriation for “Barangay Support Fund” under “Aid to Barangays (Special Purpose Appropriation)” and appropriating the same to “Assistance to Official Barangay Socio-Cultural Activities” at the rate of Fifty Thousand Pesos (PhP50,000.00) per barangay; and an ordinance appropriating the Barangay Support Fund (BSF) for the year 2026 in the amount of Twenty-Seven Million Pesos (PhP27,000,000.00) and prescribing the guidelines for its allocation and utilization.

Other items on the agenda were Barangay Resolutions from: Barangay Peñafrancia requesting the release of Twenty Thousand Pesos (PhP20,000.00) as support for their 65th Foundation Day; Barangay Sta. Cruz appropriating the amount of One Million Pesos (Php1,000,000.00) from the Barangay Support Fund for the extension of the Barangay Hall and the celebration of the Barangay Foundation Day; and from Barangay Sta. Cruz authorizing the Punong Barangay to enter into a Memorandum of Agreement (MOA) with the City Government of Naga for the release and utilization of financial assistance in the amount of Fifty Thousand Pesos (PhP50,000.00) for the celebration of Barangay Foundation Day.

The agenda included: a proposed ordinance authored by Hon. Jefson Romeo B. Felix establishing a healthy beverage policy in city government facilities, city programs, city-supported activities, and covered barangay activities in the City of Naga; another ordinance proposed by Hon. Felix establishing a healthy food environment policy in the city government facilities, city programs, city-supported activities, and covered barangay activities in the City of Naga; and a proposed ordinance sponsored by Hon. Francisco M. Mendoza, Hon. Gilda Gayle R. Abonal-Gomez, and Hon. David Casper Nathan A. Sergio instituting a selection, retention, and performance management system for barangay health workers in the City of Naga.
