Camp Sec. Ruperto K. Kangleon, Palo, Leyte- PBGEN ROMMEL FRANCISCO D MARBIL, Regional Director, thru the Regional Legal Office 8 under PLTCOL MARIO G ABRENZOSA, Acting Chief - RLO 8, in collaboration with Public Attorney’s Office (PAO) and Integrated Bar of the Philippines (IBP), conducted a Legal Counseling or Legal Aid Clinic at the PRO 8 Multi-Purpose Hall earlier today, February 1, 2023.

Among the legal officers who generously rendered free, adequate and legal assistance to the participants of the said activity were Atty. Vevelyn O. Monsanto, Regional Public Attorney, Public Attorney’s Office 8, Atty. Hasmin Cristy S. Avila-Bibar, President, IBP, Leyte Chapter, with the assistance of Legal Officers of Leyte, and Northern Samar PLTCOL ANNA LUISA CENTINO, Atty/PCpt Nalyn Rose Rosales, Atty/Pcpl Leo G Gacho Jr and Atty/PCpl Romeo Pacalan Jr.

The said initiative is directed to provide counseling to PNP personnel to ensure that their rights and interests are legally protected and upheld. It likewise provides invaluable hands-on legal experience particularly to those personnel facing legal battles in their field of work. The legal services offered were legal advice, representation and counseling in cases filed before the courts of law.

As the PNP steps up in its mandate to serve and protect the public, it is in the same line of duty that uniformed personnel in service are faced with dilemma on legal matters both administrative and criminal in nature at times.

RD MARBIL lauded the advocacy initiated by RLO as it helps enhance and strengthen the personnel’s consciousness in terms of speedy disposition of their cases and be given fair and impartial justice. “I am certain that with this kind of advocacy, our men in the field will develop that confidence and trust upon themselves when faced with legal issues in line of their duties and responsibilities,” RD MARBIL added.

Eastern Samar Provincial Jail Escapee Rearrested in Caloocan City

Camp Sec. Ruperto K. Kangleon, Palo, Leyte - A fugitive who escaped from Eastern Samar Provincial Jail in Borongan City last September 22, 2003, was rearrested in Caloocan City yesterday.

Aldwin Rivera, 43, a native of Can-avid, Eastern Samar was rearrested in 4th Ave., cor., D. Aquino, Brgy. 50, Caloocan City at around 11:00 AM of February 1, 2023, after an intensified manhunt operation and continuous validation thru joint intelligence research from operatives of NDIT, RIU-NCR (lead unit) together with RID, NCRPO, DSOU, NPD, DIDMD NPD, DID NPD, PIU-ESPPO, and Can-avid Municipal Police Station.

The escapee remained elusive for nineteen years and took refuge with the Legaspi Criminal Group, a gang involved in a series of carnapping in Metro Manila where he was sighted in the area and was placed under surveillance.

He was previously arrested on April 15, 2003, in Brgy. Balud 1, Borongan City by virtue of Warrant of Arrest for Violation of Sec. 11 and 12 of RA 9165 under Criminal Case No. 11454 issued on November 24, 2008, by Hon. Leandro C. Catalo, RTC 8th Judicial Region Branch 2, Eastern Samar.

Rivera was informed of the cause of his arrest in a language he understood but opted to remain silent. He was brought to Caloocan City Medical Center for physical and medical examination.

He is now under the custody of DSOU, NPD for proper documentation prior turn-over to the court of origin. An Alternative Recording Device (ARD) was utilized by personnel of DSOU, NPD for record purposes during the operation.

PBGEN ROMMEL FRANCISCO D MARBIL, PRO 8 Regional Director, lauded the relentless efforts through intensified intelligence and police operation of the arresting operatives that led to the successful capture of the escapee. “We are doing our best to prevent convicted individuals from evading prosecution, and they must face serious consequences for their crimes,” RD Marbil said.

PNP GRANTS P1.8-M REWARD TO TIPSTERS

Confidential informants who provided information that led to the arrest of 13 Most Wanted Persons claimed rewards of more than P1.8 million pesos.

PNP Director for Intelligence PMGEN BENJAMIN C ACORDA, JR led the hand-over of a total of One Million Eight Hundred Sixty-Five Thousand Pesos (PhP1,865,000.00) cash rewards to the 13 claimants during symbolic ceremonies in Camp Crame on Monday.

"These claimants provided vital information that led to the arrest of 13 fugitives from justice listed as Most Wanted Persons", PMGen Acorda said.

The accused are the subject of Warrants of Arrest issued by the Court for involvement in heinous crime cases ranging from murder, r**e, forcible abduction with r**e, multiple frustrated murder, and multiple attempted murder.

Granting of monetary rewards to persons (except government employees) who are instrumental to the arrest, surrender or death in legitimate operations of Most Wanted Persons is among the programs of the Philippine National Police for the immediate arrest of wanted persons in the country, PMGen Acorda said.

Meanwhile, PNP Chief Police General Rodolfo S Azurin Jr. called on the Filipino people to continue reporting to authorities any suspicious individuals or activities in their surroundings.

"The PNP is grateful to everyone who came forward despite their personal risks and provided timely information that was necessary in order to arrest most wanted persons," PGen Azurin added.

PNP-PDEA STRIKES BIG IN ONE-DAY ANTI-CANNABIS FARM OPERATIONS, YIELDING OVER 27.4-M MA*****NA PLANTS

Joint PNP and Philippine Drug Enforcement Agency (PDEA) operating units successfully conducted massive ma*****na eradication operations in Benguet and Kalinga on Saturday, January 28, 2023, resulting in the destruction of over 140,000 fully grown ma*****na plants with an estimated standard drug price of PhP27,470,000.00.

Cordillera Police Regional Office Director, PBGen Mafelino Bazar, said that in Kibungan, Benguet, personnel of Kibungan MPS and Benguet PPO conducted ma*****na eradication at Sitio Tableo and Libo-ong, where 15,550 fully grown ma*****na plants were uprooted and burned on site, with an estimated standard drug price of PhP3,110,000.00 planted in the total land area of more or less 1,520 square meters.

In Tacadang, Kibungan, Benguet, personnel of 1st PMFC, Benguet PPO, and 143rd SAC, 14th SAB, PNP SAF conducted ma*****na eradication at Sitio Dingding, where 2,800 fully grown ma*****na plants were uprooted and burned on two sites, with an estimated standard drug price of PhP560,000.00 planted in the total land area of more or less 350 square meters.

Meanwhile, in Loccong, Tinglayan, Kalinga, joint personnel of Lubuagan MPS, Tinglayan MPS, PIU, PDEU, Kalinga PPO, RIU 14, 141st SAC, 14th SAB, PNP SAF, and PDEA Kalinga conducted ma*****na eradication, where 15,000 fully grown ma*****na plants were uprooted and burned on two sites, with an estimated standard drug price of PhP3,000,000.00 planted in the total land area of more or less 1,500 square meters.

Lastly, joint personnel of SOU 2, PNP DEG (lead unit); Tinglayan MPS; 1st and 2nd KPMFC, Kalinga PPO; 1503rd RMFB 15; 141st SAC, 14th SAB, PNP SAF; and PDEA Kalinga conducted ma*****na eradication in Brgy. Buscalan, Tinglayan, Kalinga, where operatives uprooted and burned 104,000 ma*****na plants worth an estimated PhP20.8 million in a land area of 5,200 square meters. No cultivators were arrested during the operation.

PNP Chief General Rodolfo S Azurin Jr. praised the operating units stating "I commend the operating units headed by PBGen Mafelino A Bazar, Regional Director, PRO Cordillera for their tireless efforts in the fight against illegal drugs. I am proud of the dedication and hard work of our personnel in ridding our communities of these harmful substances,"

“The discovery of these large-scale ma*****na plantations and the successful operations of the police and PDEA signify our resolute commitment to bring those who are involved in its cultivation and distribution to justice", General Azurin added.

EASTERN VISAYAS COPS SEIZE P69-M SHABU IN SAMAR

Eastern Visayas operatives seized suspected shabu valued at over PhP69-million from a 40-year-old driver in Northern Samar on Tuesday, January 31, 2023.

Based on the reports of Police Brigadier General Rommel Francisco D Marbil, Regional Director, MANGAYAO LAPAN MITOMARA was arrested by joint operatives of HPG Northern Samar PHPT; Allen MPS, PIU, PIDMU, and 1st PMFC Northern Samar PPO; RID and RDEU8; CIDG Northern Samar; Coast Guard Station, Northern Samar; PCG K9 FOU, Eastern Visayas; and PDEA RO8 at 1:00 PM in Brgy. Jubasan, Allen, Northern Samar.

Initial investigation disclosed that Mitomara who was on board in one color grey Toyota vios was intercepted by authorities while conducting checkpoint operations in the area.

He was flagged down for not wearing a seatbelt by the Highway Patrol Group which was implementing security measures along Maharlika Highway through the Task Force Maharlika.

The HPG personnel invited Mitomara to their office for verification and impounded his vehicle. During the interview with the apprehending officers, Mitomara voluntarily confessed that there was shabu in his vehicle.

Police immediately searched the vehicle and discovered 10,400 grams of suspected shabu, with a street value estimated at Php69,000,000.00.

The driver was promptly taken into custody after being informed of his constitutional rights.
