The Philippine Health Insurance Corporation (PhilHealth) Regional Office X successfully conducted the YAKAP–GAMOT Linking Activity on March 5, 2026 at Bethany Gardens Resort, Aguada, Ozamiz City, with the participation of health care facilities and their nominated GAMOT-authorized physicians.

The activity was organized in support of the implementation of the Universal Health Care (UHC) Act (RA 11223), which aims to ensure that all Filipinos have access to comprehensive, quality, and cost-effective health services without financial hardship.

During the session, participants were oriented on the PhilHealth Yaman ng Kalusugan Program (YAKAP) and the Guaranteed and Accessible Medications for Outpatient Treatment (GAMOT) initiative. The activity also provided a venue for linking primary care providers with GAMOT-authorized physicians and familiarizing participants with the GAMOT App, which will support the delivery of essential outpatient medications.

Through this initiative, PhilHealth continues to strengthen partnerships with healthcare providers to improve access to primary care services, promote early diagnosis and treatment, and ensure that Filipinos receive the medicines and care they need at every stage of life.

On October 21, 2025, the PhilHealth Regional Office successfully conducted a Capability and Technical Training for YAKAP Clinics held at Gee Grill, Ozamiz City. The activity aimed to strengthen the operational capacity, technical readiness, and service delivery of YAKAP Clinics under the Universal Health Care (UHC) framework. The event gathered healthcare providers, clinic representatives, and PhilHealth personnel to enhance their understanding of PhilHealth’s updated guidelines, processes, and tools in delivering primary care services to members.

The program commenced with a Welcome Address delivered by Ms. Jerylyn Makig-angay, setting the tone of collaboration and shared commitment to quality healthcare. This was followed by a comprehensive session on Strengthening Existing YAKAP Clinic Capabilities and Readiness facilitated by Dr. Mae Desiree Yap, highlighting the importance of preparedness and compliance in YAKAP clinic operations.

A PhilHealth Check Utility demonstration was conducted by Dr. Francis Ramos, providing participants with hands-on experience on system use and data validation. He also led the Discussion on Registration Procedures, covering both individual and settings-based registration, to ensure that all clinics are well-informed on proper member enrolment and facility registration processes.

Further enriching the participants’ technical knowledge, Dr. Mae Desiree Yap presented the 4C’s of Primary Care Delivery, emphasizing First Contact Care, Continuous Care, Comprehensive Care, and Coordinated Care. Meanwhile, Dr. Francis Ramos discussed the Provider Capacity for Appropriate Prescribing through the GAMOT App, showcasing digital tools to support rational medicine use.

To guide clinics in meeting PhilHealth standards, Dr. Mae Desiree Yap introduced the Accreditation of YAKAP Clinics using the new Self-Assessment Tool, assisting providers in evaluating their compliance readiness. The activity concluded with an Open Forum and Synthesis led by Dr. Francis Ramos, where participants’ queries were addressed, insights were shared, and key takeaways were reinforced to ensure effective implementation of the discussed strategies.

Overall, the training served as a valuable platform for capacity building, collaboration, and alignment of YAKAP Clinics with PhilHealth’s vision of accessible, efficient, and quality primary healthcare for all Filipinos.
