| REGION IV-A: Catch the Facts, Not the Flu – Avian Influenza Information Caravan

Following the successful launch of the Avian Influenza Information Caravan in Pampanga, the Avian Influenza Protection Program (AIPP) continued its efforts with the second leg of the caravan held in Lucena City, Quezon Province, Region IV-A. The activity aimed to further intensify awareness and strengthen preventive measures against Avian Influenza.

The caravan featured discussions on key topics, including an overview of Avian Influenza, current national and regional updates, biosecurity protocols to prevent potential outbreaks, and regulatory guidelines for local avian movement. The event also marked the official launch of the AI Patrol initiative and the AIPP page, which will serve as a dedicated platform for continuous education and information dissemination.

The activity was attended by a broad spectrum of stakeholders from Region IV-A, including representatives from Provincial Veterinary Offices, farmers' associations, and Local Government Units (LGUs) from the provinces of Laguna, Cavite, Rizal, Quezon, and Batangas.

Through this continuing series of information caravans, the AIPP remains committed to delivering timely, science-based information and promoting coordinated actions to safeguard animal and public health against Avian Influenza.

The Bureau of Animal Industry (BAI) assures the public that poultry products, including chicken meat and table eggs, remain safe for human consumption despite the previously reported case of Avian Influenza in Camarines Sur, which has now been fully resolved.

Following the detection of the case, the affected premises were immediately placed under quarantine. Depopulation, proper disposal and disinfection measures were swiftly implemented in accordance with national animal health protocols. With the completion of culling and disposal, as well as thorough cleaning and disinfection (C&D), surveillance activities were conducted within the 1-kilometer radius on May 9, 2025. All collected samples tested negative for Influenza Type A, thereby confirming that the outbreak has been contained and resolved.

To uphold food safety standards, the Department of Agriculture (DA) strictly prohibits the slaughter, sale and consumption of sick or suspected animals. Only animals that have passed veterinary inspection and are certified healthy are cleared for market distribution. The public is also reminded to buy meat with accompanying meat inspection certificate and proper handling and thorough cooking of poultry products to ensure food safety.

The BAI remains steadfast in its commitment to animal health, public safety and the protection of the country’s food security. We continue to collaborate with local government units and stakeholders to maintain a safe and resilient poultry sector.

The Bureau of Animal Industry is committed to protecting animal and public health by preventing the spread of infectious and zoonotic diseases.

To strengthen this mission, National Guidelines for Biosecurity in Food Animal Establishments have been drafted. These outline essential biosecurity practices from border entry to consumer level, including animal checkpoints, farms, live bird markets,
livestock auction markets, slaughterhouses, poultry dressing plants and locally-registered
meat establishments.

BAI Confirms First Case of HPAI H5N9 in Camarines Sur

The Bureau of Animal Industry (BAI) confirms the detection of the country’s first case of High Pathogenicity Avian Influenza (HPAI) Type A Subtype H5N9 in Camaligan, Camarines Sur. On April 30, 2025, the BAI-Animal Disease Diagnosis and Reference Laboratory (BAI-ADDRL) reported positive results from duck samples collected during a routine surveillance by DA Regional Field Office V (DA-RFO V). Subtype H5N9, while highly pathogenic in birds, poses low risk to humans based on current global assessments.

BAI promptly endorsed disease control measures to DA-RFO V, including immediate quarantine, culling, surveillance and coordination with local authorities and notified the Department of Health (DOH) to monitor any potential human exposure.

DA-RFO V, led by Regional Executive Director Rodel Tornilla, activated its Command Center and convened its Regional Quick Response Team to enforce control protocols. Coordination meetings with Regional DOH, the Provincial Government of Camarines Sur and the Municipality of Camaligan have also been conducted to streamline actions.

Culling and proper disposal of the remaining ducks in the affected farms are done on May 6, 2025. Intensive surveillance within the 1-kilometer quarantine zone will begin today, May 7, 2025, followed by monitoring and disinfection measures.

Moving forward, DA RFO V, in close coordination with the BAI and local government units, will implement sustained disease control operations including surveillance within 1-km and 7-km zones and thorough cleaning and disinfection of affected sites to prevent further spread.

Rest assured that BAI is committed to protecting the Philippine's poultry industry from the threat of avian influenza and will maintain close cooperation with other government agencies and stakeholders. We encourage the public to remain vigilant and report any unusual poultry deaths or signs of illness to local authorities for immediate action. # # #
