LCP Earns PRIME-HRM Accreditation: A Milestone in Public Sector Excellence
July 28, 2025 – Quezon City | The Lung Center of the Philippines (LCP) proudly celebrates a new milestone in its journey toward human resource excellence. The Civil Service Commission Field Office -Bureau of Fire Protection (CSC FO-BFP) conferred upon LCP a Certificate of Recognition for successfully attaining Maturity Level II in the enhanced Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).
PRIME-HRM is a banner program of the CSC in assessing human resources management competencies, systems, and practices toward HR excellence to elevate the quality of HRM in the public sector moving from the traditional transactional into a more strategic and development function. It covers four core HR systems such as Recruitment, Selection and Placement (RSP), Learning and Development (L&D), Performance Management (PM), and Rewards and Recognition.
The awarding was held during the Flag Raising Ceremony at the LCP Grounds and was led by Director Henry B. Peliño, Director II of CSC Field Office BFP, who personally handed over the certificate of recognition graced by the presence of Dr. Jubert P. Benedicto, Officer-in-Charge, Executive Director IV, alongside key LCP executives Dr. Eileen G. Aniceto, DED for Hospital Support Services, Mr. Gerry I. Lirag, OIC-DED for Nursing Services and former Executive Director Dr. Vincent M. Balanag, Jr., who collectively accepted the honor on behalf of the institution.
Prior to this achievement, LCP underwent a rigorous three-day virtual assessment in June 2025, conducted by the CSC – National Capital Region. The validation process involved comprehensive document reviews, systems walkthroughs, one-on-one and group interviews with employees from various units and levels. The assessment team was led by Director II Claudia A. Tan and composed of the following HR experts: Ma. Teresa Cruz-Lunod, Chief HR Specialist, Sannie Mae R. Paronda, Acting Chief HR Specialist, Daisy F. Santos, Senior HR Specialist and Ms. Eliane Therese R. Singson, Supervising HR Specialist.
The CSC team commended LCP’s strong leadership commitment, alignment with merit-based HR practices, and the active involvement of its employees throughout the PRIME-HRM process.
Achieving Maturity Level II signifies that LCP has well-established HR systems that are process-defined, documented, and consistently implemented. With this recognition, the institution becomes eligible for privileges such as streamlined approvals on HR actions, access to developmental assistance from the CSC and others.
More importantly, this success sets the foundation for what comes next which is the pursuit of Maturity Level III, where systems are not only established but institutionalized—deeply embedded in the organizational culture, adaptive to innovation, and sustained by empowered personnel.
This milestone reflects the shared commitment of every unit and individual within the Lung Center of the Philippines.
As LCP looks ahead, it remains firm in its vision to elevate government service through people-centered governance, meritocracy, and continuous improvement.
