During the PIACAT-VAWC Meeting, the Municipal Inter-Agency Committee Against Trafficking and Violence Against Women and their Children (MIACAT-VAWC) LGU MALAPATAN presented its updates and accomplishments focusing on prevention, protection, and coordinated response to trafficking and VAWC cases within the municipality.

The committee reported strengthened collaboration among member agencies, particularly in case management, rescue operations, and timely referrals for victims and survivors. Regular monitoring of identified vulnerable areas and barangays was conducted, ensuring that frontline responders remain vigilant and equipped to handle VAWC and trafficking-related concerns. Capacity-building activities, including orientations on R.A. 9208 as amended by R.A. 10364, R.A. 9262, R.A. 11313, and R.A. 11930, were also carried out to enhance the skills and awareness of duty-bearers.

Community-based IEC activities were intensified to educate families, youth, and barangay officials about indicators of trafficking, online sexual exploitation of children (OSAEC), and gender-based violence. The MIACAT-VAWC emphasized the importance of unified efforts, consistent reporting mechanisms, and strengthened referral pathways in ensuring that victims receive holistic and immediate support.

The report concluded with recommendations aimed at further improving coordination, data sharing, and community engagement to reinforce the municipality’s commitment to a violence-free and exploitation-free environment for women and children.

Updating on the Children’s Code serves as an important opportunity for us to review, strengthen, and harmonize our local policies in protecting and promoting the rights and welfare of every child in our community. As new issues, emerging risks, and evolving standards of child protection arise, it becomes essential that our Children’s Code remains responsive, child-centered, and aligned with national laws and global frameworks.

Through this session, we aim to ensure that our policies reflect current realities, uphold child-friendly governance, and reinforce our shared commitment to creating a safer, nurturing, and empowering environment for every child in the Municipality of Malapatan.

Theme: “Wakasan: Kaligtasan at Karapatan ng Bata, Ipaglaban.”

We, the participants of the Children’s Month Celebration,
solemnly pledge our commitment to uphold and protect
the rights, safety, and dignity of every child.

We stand united against all forms of abuse,
especially Online Sexual Abuse and Exploitation of Children (OSAEC)
and Child Sexual Abuse and Exploitation Materials (CSAEM).

We vow to be advocates of child protection—
to raise awareness, report acts of violence,
and create a safe environment where children
are free from fear, harm, and exploitation.

We will work hand in hand with families, schools,
communities, and government agencies
to ensure that every child lives in safety,
respected, loved, and empowered.

Together, we declare:
“WAKASAN: Kaligtasan at Karapatan ng Bata, IPAGLABAN!”
For every child deserves protection,
for every child deserves a bright and safe future.

The Youth Development Session serves as an important avenue to educate and empower our young people about their rights and responsibilities. Today’s discussion on R.A. 11596, or the law prohibiting the practice of child marriage, and the topic on Child Labor led by our Child Labor Focal Person, aims to raise awareness on how we can protect every child from abuse, exploitation, and harmful practices.

Through this session, we are reminded that the youth are not just beneficiaries of protection but active partners in building a community that upholds children’s rights. Let us continue to be advocates for change—promoting respect, equality, and a safe environment for every child to grow and thrive.

Today’s Youth Development Session serves as an important reminder of our role in protecting and empowering the younger generation. Through this IEC activity, we aim to raise awareness about the pressing issues of child labor and child abuse, which continue to deprive many children of their rights, education, and future.

As advocates for youth development, we must understand that every child deserves a safe, nurturing, and supportive environment where they can grow and reach their full potential.

We also highlight Republic Act No. 11596, the law that prohibits child marriage in the Philippines — a significant step in safeguarding children, especially young girls, from exploitation and lifelong harm. This law reminds us that love, commitment, and marriage should never come at the expense of a child’s freedom and development.

Thank you so much to our resource speaker Dominador M. Taguiwalo Jr. SHIELD Child Labor Focal Person and MIACAT VAWC Secretariat.

In our continuing mission to safeguard the dignity of every child and family, we are holding a church-based IEC on R.A. 11930 and R.A. 11596. This gathering aims to raise awareness and strengthen our collective responsibility in protecting children from online sexual abuse and exploitation, sexual abuse or exploitation materials, and the harmful practice of child marriage.

The church, as a pillar of moral guidance and community support, plays a vital role in spreading the message of protection, love, and respect for children. Through this IEC, we affirm that every child deserves to grow in a safe, nurturing, and faith-filled environment, free from abuse, exploitation, and forced early unions.

Together, let us be instruments of God’s love by standing firm against these forms of violence and exploitation. May this IEC inspire us to not only understand the laws but also to live out our faith through active protection and empowerment of the younger generation.
