Implementation of Pharmacy Services in Pakistan

The Pharmacy Council of Pakistan (P*P) reaffirms its commitment to the proper implementation of pharmacy services in Pakistan, ensuring pharmacists play a crucial role in healthcare. The 62nd Council Meeting (March 1, 2025) reviewed legal aspects of pharmacy services, referencing the DRAP Act, 2012, which defines pharmacy services as encompassing pharmaceutical care, prescription monitoring, pharmacoeconomics, supply chain management, and more across various healthcare settings.

The Council also considered relevant guidelines, including the Minimum Standards for Hospital Pharmacies (DRAP), Good Pharmacy Practices (WHO & P*P, 2005), and P*P Doctor of Pharmacy Regulations, 2005, which highlight the Pharm-D graduate’s role in patient care through technology and a holistic approach. Additionally, the Lahore High Court’s ruling in Writ Petition No. 33205/2019 (Abdul Haleem vs. P*P) was examined to ensure legal alignment.

The P*P remains dedicated to enforcing pharmacy regulations and advocating for the active involvement of pharmacists in the healthcare system.

Congratulations! From now on, a licensed pharmacist will be mandatory at every pharmacy. This means that renting a category will no longer deceive the government, and the presence of a licensed pharmacist will be compulsory. A directive has been issued to all directorates,
The Pharmacy Council of Pakistan has taken a significant step towards ensuring the quality of pharmacy services across the country. From now on, every pharmacy in Pakistan must have a licensed pharmacist on staff, making it mandatory for these professionals to be present at all times.

This move aims to prevent pharmacies from renting out their licenses to unqualified individuals, a practice that was previously deceiving the government. The presence of a licensed pharmacist will not only ensure that patients receive proper guidance and care but also help maintain the integrity of the pharmacy profession.

The directive has been issued to all directorates, emphasizing the importance of compliance with this new regulation. This change is expected to bring Pakistani pharmacies up to international standards, providing better healthcare services to the public

ایک Pharm.D ڈاکٹر کیا کیا کر سکتا ہے؟
١: میڈیسن کا فارمولا بنانے سے لے کر اس میڈیسن استعمال کے قابل بنانا فارماسسٹ کا کام ہے.
٢ : فارماسسٹ عام بیماریوں کا علاج کرسکتا ہے. PHARM.D کے سلیبس میں پیتھالوجی بھی پڑھائی جاتی ہے جس میں بیماریوں کا علم ہوتا ہے. اور کلینکل فارمیسی بھی پڑھائی جاتی ہے جس میں disease treatment سکھائی جاری ہے.
٣: فارماسسٹ جڑی بوٹیوں کے ذریعے بھی علاج کرسکتا ہے جبکہ یہ علم MBBS والوں کے پاس بالکل بھی نہیں ہوتا. اسی لئے MBBS والے ہربل میڈیسن پرسکرائیب کرنے سے پہلے فارماسسٹ سے مشورہ ضرور کیا کریں اس میں کوئی مزائقہ نہیں. وہ الگ بات ہے کہ. اگر کسی کی EGO ہرٹ ہوتی ہے تو وہ بے شک تکے مارتا پھرے.
٣: کلینکل فارماسسٹ MBBS ڈاکٹر کی لکھی ہوئی دوائیں بدل سکتا ہے اس میں فارماسسٹ کو اختیار ہوتا ہے بلکہ اگر کوئی دوا غلط لکھی ہو تو فارماسسٹ اس پرسکرپشن کو روک بھی سکتا ہے. چاہے وہ کسی سپیشلسٹ ڈاکٹر نے ہی کیوں نہ لکھی ہو.
٤: انڈیپینڈینٹ پرسکرائیبنگ فارماسسٹ اپنی سپیشیالٹی کے مطابق ہر میڈیسن کی پرسکرپشن لکھ سکتا ہے. (پرسکرائیبنگ کورس لازمی ہونا چاہیئے).
٥: فارماسسٹ ہسپتال میں باقی ڈاکٹرز کے ساتھ WardRound بھی کرسکتا ہے اور اکیلے میں بھی راؤنڈ کرسکتا ہے. ڈاکٹرز کی لکھی گئی میڈیکشن میں تبدیلی کرسکتا ہے. لیکن مشورہ لازمی کرنا چاہیئے.
٦: فارماسسٹ PharmD ڈگری کے بعد سپیشلائیزیشن بھی کرسکتا ہے. جن میں بہت سے شعبے آتے ہیں.
٧: فارماسسٹ پیشنٹ کونسلنگ بھی کرتا ہے کس میں مریض کو پرہیز وغیرہ کے بارے میں بتاتا ہے اور دواؤں کے ٹھیک استعمال کے بارے میں بتاتا ہے.
٨: فارماسسٹ ہسپتال کے ہر ڈیپارٹمنٹ میں ڈیوٹی کرسکتا ہے. اس کی ایک لمبی تفصیل ہے جو یہاں لکھنا ممکن نہیں پوسٹ لمبی ہوجائے گی.
٩: فارماسسٹ Pharm.D ڈگری کے پانچ سال مکمل کرنے کے بعد ایک سال کی ریزیڈنٹسی/ٹریننگ کرتا جیسا کہ ہاؤس جاب. PharmD کے 3rd year میں بھی وارڈ راؤنڈز کروائے جاتے ہیں..
١٠: میڈیسن کے فارمولا بنانے سے لے کر اسے استعمال اور پھر میڈیسن کو بیچنے تک سارا عمل فارماسسٹ کے تحت لازمی ہوتا ہے. غرض یہ کہ جہاں میڈیسن ہوگی وہاں فارماسسٹ لازمی ہونا چاہیئے. پاکستان میں میڈیسن ٹافیاں سمجھا جاتا ہے اسی وجہ سے غریب عوام کا بڑا غرق ہوچکا ہے.
فارمیسیوں پر جاہل طبقہ براجمان ہے، ہر mbbs والے نے اپنے کلینک میں فارمیسی کھول رکھی ہے جو کہ ہرطرح سے غلط ہے اور غیر قانونی بھی ہے. فارماسسٹ کو اس کے حق کا کام نہیں کرنے دیا جاتا.

فارماسسٹ نہ تو ٹیکنشن ہے اور نہ ہی پیرامیڈک. PharmD ایک ڈاکٹریٹ ڈگری ہے اور اس کا حکومتی اداروں میں 17 سکیل ہوتا جیسا کہ mbbs ڈاکٹر کا ہوتا ہے.
