Changi Simei C2E This is a dedicated page for Community Emergency and Engagement Committee (C2E) & Community Emergency Response Team (CERT)

The Community Emergency and Engagement Committees (C2Es), an amalgamation of the former Emergency Preparedness (EP) Group and Civil Defence Executive Committees (CDEC), are the community EP units formed in each constituency. They help strengthen community resilience. During peace time, C2Es develop and maintain the Community EP plans, structures and systems. They organise exercises and EP activities to stay prepared and ensure operational readiness during emergencies. The C2Es also partner various government emergency authorities to educate public about Community EP. During times of emergency, C2Es coordinate community resources and grassroots’ emergency response efforts. Together with other grassroots organisations, they help emergency authorities defuse tension and restore public confidence and normalcy by disseminating critical information and collecting feedback. Community Emergency Response Team (CERT) is an organised group of volunteers specially trained to respond to an emergency and assist the community in the recovery process. CERT strengthens the emergency response capabilities of the local community. Its members are able to render basic first aid, evacuation and crowd control before as well as after the emergency authorities arrive

First formed in 2004 as part of the Residents’ Committees and Neighbourhood Committees to support the EP Group and CDEC, CERT members are made up of grassroots leaders and residents who stay in the vicinity. The role as a CERT member are :
- Help the community respond to and recover from emergencies
- Disseminate critical information to residents
- Work together with constituency emergency units to organise EP days and other EP programmes for residents
- Help identify residents requiring special assistance during emergencies

As a CERT member, you can receive the following trainings:
- Responders Plus Programme (RPP)
- CPR & AED Training (with 2 years certification)
- Standard First Aid Training (with 2 years certification)
- Managing Crisis Behaviour Workshop

Together with Simei Central RN and Changi Simei C2E, the Safety and Security Carnival was held at Simei Green on 17 January 2026.

Ms Jessica Tan Soon Neo, Adviser to East Coast GRC GROs joined residents for a fun and educational event. About 150 participants took part in and gained valuable emergency preparedness skills through hands-on fire extinguisher try-outs, CPR+AED, IFAS, and engaging sharing sessions by SPF, SCDF and CERT.

Families also enjoyed a lively puppet show and a creative Nagomi art demonstration, which made learning fun for both children and adults. The event reminded us of the importance of staying prepared for emergencies, and that everyone can play their part regardless of age — because together, we can build an .

🚨 NEW: Caning for Scams from 30 Dec 2025

The Criminal Law (Miscellaneous Amendments) Act 2025 introduces caning as a further deterrent to fight scams.

Offenders found guilty of scams or scams-related offences may be caned.

⚠️ Scam mules face caning of up to 12 strokes.

⚠️ Scammers and syndicate members face mandatory caning of 6-24 strokes.

You're a scam mule if you:
🚩 Give away bank and payment accounts, SIM cards and Singpass for scams.

🚩 Help collect and transfer money, gold, and valuables as part of a scam.

Fighting scams is a top national priority. Don't let scammers use you. Protect yourself and others.
