The USAID | Timor-Leste Health System Sustainability Activity, together with National Directorate General of Corporate Services and Ministry of Health’s Palácio das Cinzas Health Financing Unit co-organized two-days training focuses on Health financing to over 14 MOH officials, in Dili. As one of the last activities, the refresher training aimed to provide enhance capacity of MOH officials on Health Financing and public financial management (PFM) to optimize health resources and equitable access to health services especially primary health care services. The training, which included pre- and post-test assessments, also featured health budget analysis and policy, and health financing functions such revenue raising and strategic purchasing, with hands-on exercises to exchange learning and ideas on advancing health financing reform through the HFU.

🌟 Celebrating the Completion of USAID's Health System Sustainability Activity in Timor-Leste 🌟
After four years of dedicated hard work, the USAID Health System Sustainability Activity (The Activity) in Timor-Leste has successfully concluded. Launched in 2021 with a budget of $17.2 million, this flagship initiative has played a pivotal role in strengthening Timor-Leste’s health system, guiding it towards a sustainable and self-financed future.
The End of Project Event, held on June 14 in Dili, was attended by distinguished guests including H.E. Vice Prime Minister, Mariano Assanami Sabino, H.E. Vice Minister of Health for Hospital Operationalization, Flavio Brandão, U.S. Embassy Timor-Leste Chargé d'Affaires, H.E. Mark Weinstock, and other key figures from the Ministry of Health, USAID/Mission, civil society organizations (CSOs), and development partners.
Highlights of the ceremony included heartfelt speeches that echoed the profound impact of the Activity, the launch of three key documents, and a video presentation that showcased the Activity’s journey of health system strengthening in Timor-Leste. The event also highlighted the collaborative efforts of government partners, local stakeholders, and CSOs throughout the country.

- Enhanced data-driven decision-making capabilities
- Strengthened health workforce management
- Promoted healthy behaviors and community engagement

We are thrilled to share with you that, on May 15-17, 2024, the USAID Health System Sustainability Activity’s (the Activity) Senior Advisor for Health Systems and Equity, Ms. Sarah Naikoba, led a Refresher Training on Health Advocacy Cycle to more than 10 REBAS-TL member Master Trainers.
The objective of the refresher training was to reflect on experiences the Master Trainers had gained since completion of their initial training in June 2023, to equip them with the skills to identify health issues in their respective municipalities, and to develop evidence-based advocacy strategies for potential solutions to these issues.

Following the training, the Master Trainers will use their knowledge and skills gained from the training in their role as “Advocacy Resource People” within their municipalities. They will play a key role in providing capacity building support to other REBAS-TL members, empowering them to advocate for health system strengthening.
This training was co-organized by FONGTIL and REBAS-TL, with support from the Activity through a grant to FONGTIL to foster civic engagement and strengthen social accountability in Timor-Leste’s health system.

“Health CSOs in Timor-Leste celebrate the second anniversary and success of their health advocacy network (REBAS-TL)”

Dili, May 24, 2024 — Today, Timor-Leste’s health network Rede Ba Saúde Timor-Leste (REBAS-TL) gathered with representatives from the National Parliament and other government officials, civil society organizations (CSOs), and USAID/Timor-Leste to celebrate a successful two years of improving social accountability and health system strengthening in Timor-Leste.

For the past two years, REBAS-TL, Timor-Leste’s first network of health CSOs, has made significant contributions to the development of the health sector. For example, REBAS-TL supported the Ministry of Health’s development of the nation’s first health worker job descriptions and recruitment manual. It also led local awareness campaigns to bring attention to the pressing issues of malnutrition, infant mortality, and the lack of doctors at key health posts.

The event included a wide array of stakeholders such as Vice Minister of Health for Hospital Operationalization, HE. Dr. Flavio Brandao and other government officials, U.S. Embassy Dili Chargé d’Affaires, HE. Marc Weinstock, and USAID Acting Mission Director also participated. The attendees jointly reflected on the network’s successes to date and reaffirmed their commitment moving forward. The event was organized by the Forum of NGOs in Timor-Leste (FONGTIL) with support from the USAID Health System Sustainability Activity.

There has been an exciting update on the development of Competency Standard & Code of Ethics for Timor-Leste’s Medical Doctors!

From today, 23 to 24 of May , 2024, Timor-Leste Medical Association (AMTL) collaborated with the Ministry of Health (MOH), with the support from USAID Health System Sustainability Activity, to convene a workshop to validate the draft of Competency Standard & Code of Ethics for Timor-Leste’s medical doctors.
More than 100 participants took part in the workshop, including both general and specialist doctors from the national and municipal levels, MOH representatives, steering committee members for the development of the documents, as well as stakeholders from various Health Development sectors, partners and health CSOs. The workshop featured in-depth discussions and active engagement by all participants to review the draft and provide constructive feedback and insights based on their expertise in specific medical fields.

The next step for AMTL will be to incorporate all comments and inputs from this validation process. Subsequently, AMTL will launch and hand over the competency standards and code of ethics to MOH for further approval and eventual implementation.
