Caribbean As an Alternative: Diaspora Concierge Solutions Center

Dear Caribbean Diaspora, Worldwide:

Wishing you and your family continued good health and safety.

It has been a year since I returned to Trinidad and Tobago. The initial intent was to continue the work that was started in Washington, DC in 2012 through the Caribbean Returning Nationals Foundation to create a trusted gateway into the region, with the help of the private and public sectors. This one-stop shop will serve as a paid hub for all member Returnees, who, after living aboard for an extended period, need personal and business solutions assistance to be reintegrated back into their home countries.

I have been approached by members of our community and asked how successful my transition has been; how I adjusted to the challenges and demands generated by this new move. The knowledge gained from the advantages and setbacks broadened my perspectives and gave me more insight on how to better prepare returning nationals for a successful integration into the Caribbean Society.

Our goal with the Diaspora Concierge Solutions Center is to offset most of the problems Returnees may encounter when returning to their respective destinations. Challenges such as logistics, customs, ports, country documentation, housing, and other issues will be addressed. The Center will also work in partnership with vetted individuals and businesses in the region. Additional details will be shared on www.DiasporaConcierge.com in the coming days.

WORLD BANK GROUP CONTEXT
Established in 1944, the WBG is one of the world’s largest sources of funding and knowledge for development solutions. In fiscal year 2013, the WBG committed $52.6 billion in loans, grants, equity investments and guarantees to its members and private businesses, of which $16.3 billion was concessional finance to its poorest members. It is governed by 188 member countries and delivers services out of 120 offices with nearly 15,000 staff located globally.
The WBG consists of five specialized institutions: the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID). The World Bank is organized into six client-facing Regional Vice-Presidencies, several corporate functions, fourteen Global Practices organized under three sectoral clusters, as well as five Cross-Cutting Solution Areas to bring best-in-class knowledge and solutions to regional and country clients.

REGIONAL CONTEXT
The World Bank Group serves 30 client countries in the Latin America and the Caribbean Region (LCR). Clients range from large sophisticated middle income clients to IDA countries to small Caribbean states to one fragile state. Despite immense resources, dynamic societies, and an average annual per capita income of about $4,000, deep inequalities persist in most LCR countries, with nearly a quarter of the Region's people living in poverty. The Bank's strategy in LCR is focused on five pillars: (a) stimulating growth and improving competitiveness; (b) reducing poverty and inequality; (c) making governments and institutions work for people; (d) providing a platform for tackling global issues (climate change, trade, disease, migration), and (e) reducing risk, whether from extreme weather events, climate change, crime and violence or other.

CARIBBEAN COUNTRY MANAGEMENT UNIT CONTEXT
The Caribbean CMU (LC3) covers 17 countries, many small island states, with a total population of about 18 million people, ranging from St. Kitts and Nevis (55 thousand) to the Dominican Republic (10 million). Together, they face some common opportunities – including a well-educated population and a vibrant diaspora, location relatively near the large US and Canadian markets, and close cultural, historical and economic relations with the UK, Spain and France. Some countries have hydrocarbons and mineral resources. Many of these countries also support important biodiversity in diverse terrestrial ecosystems with a high proportion of endemicity, making the region one of the world's greatest centers of biodiversity. With 26,000 km of coral reefs, the Caribbean region has 7% of the world’s total coral reef ecosystems and includes the 2nd and 3rd largest barrier reefs in the world (Belize and S. Andres Archipelago). Caribbean countries also face significant common challenges – small scale, leading to diseconomies of scale, unemployment, and high energy costs. In addition, several Caribbean countries face economic and financial sector weaknesses, vulnerability to economic shocks and natural disaster, high debt, and scarcity of resources to address local, regional, and global public goods. Nearly all of the Caribbean countries are increasingly facing negative impacts from climate change. These challenges affect directly the lives of the Caribbean population, especially the poor and vulnerable population, and also threaten the sustainability of important global goods.

The LC3 Country Management unit (CMU) is responsible for Bank operations in 17 countries, ranging from full IBRD and IDA programs combining financing, convening and knowledge to RAS only programs. The LC3 Country Director is based in Washington DC with a team comprising of the Country Operations Adviser, two Program Leaders, three Senior Country Officers, two Operations Officers and three Administrative Assistant Staff who report to the Country Director. The LC3 CMU has Country Offices in Jamaica and the Dominican Republic, led by Country Managers, reporting to the CD and a small administrative staff in the Guyana Liaison office. Several countries covered by LC3 have access to IDA, which increased under IDA18. Given the number of country clients and nature of the challenges, the LC3 CMU is relatively larger than others in the region. In addition, the Chief Economist Office also has a dedicated program of research to support the development of small states.

The Bank’s financing portfolio in the Caribbean comprise of 34 IBRD/IDA/GEF projects valued US$972 million. This includes projects in Education; Health, Nutrition and Population; Social Protection and Labor. In addition to the financing services, the Bank is supporting Caribbean clients with Advisory Services and Analytics financed by a mix of the Bank’s own resources, Trust Funds, and Reimbursable Advisory Services. The IDA-eligible Caribbean Countries will receive an allocation of approximately $360 million for IDA18.

Haiti COUNTRY MANAGEMENT UNIT CONTEXT
LCC8C is the CMU responsible for overseeing the World Bank’s program in Haiti. This program consists of a portfolio of 13 projects under implementation and five under preparation, plus a dynamic policy dialogue with clients and a robust analytical agenda. Haiti is the poorest country in the Latin America and Caribbean Region and a FCS. Almost 60 percent of Haiti’s population remain poor. On January 12, 2010, a catastrophic earthquake struck Port-au-Prince, Haiti’s capital. The disaster compounded Haiti’s many preexisting development challenges, increasing poverty and vulnerability, threatening livelihoods, and hampering already weak service delivery and human development outcomes. While World Bank assistance post-earthquake mainly focused on reconstruction, the Bank is now active in most sectors helping to increase resilience, eliminate poverty, and boost shared prosperity. The portfolio is concentrated in education, health, water and sanitation, energy, transport, agriculture, urban development and disaster risk management. There is a robust policy dialogue with the client on governance and public financial management, and all programs include investments in capacity and resilience. Haiti received an exceptional allocation of IDA from the Crisis Response Window after the 2010 earthquake, and a second one after Hurricane Matthew in 2016. The current portfolio is approximatively $800 million, and Haiti will receive an estimated allocation of $260 million for IDA18.

LCC8C’s responsibilities include country strategy formulation and implementation, portfolio management, policy dialogue, and country relations. The department’s goals are to ensure that: (i) the Bank’s program is carried out in a client–responsive manner that is relevant to the development challenges facing Haiti, (ii) the program can be realistically carried out within the department’s budget parameters while meeting the Bank’s quality standards; and (iii) this program generates the intended development impact. The department works closely with sector and the Haiti Country Team in the delivery of the Haiti work program.

The Country Operations Advisor, one Program Leader, and a Country Officer are based in Washington D.C. The Country Director, a second Program Leader, and the Senior Country Officer are based in Haiti.

THE ROLE OF THE PROGRAM LEADER

The LC3 and LC8 CMUs are seeking a highly skilled, versatile, proactive Program Leader to help support the portfolio and HD program development across three Global Practices and two CCSA (Education; Health, Nutrition and Population; Social Protection and Labor; Jobs and Gender).

The selected Program Leader (PL) will be based in Washington D.C. and will report jointly to both Country Directors with dotted lines to her/his home GP for career and talent management.
The PL will work closely with Country Directors, Country Managers and other CMU staff to design and implement country programs that will help to achieve the WBG’s and the Caribbean region’s strategic goals and will support program design, implementation and dissemination of knowledge and results. In particular, She/he will work closely with other PLs in LC3 and LC8 and across GPs/CCSAs to determine and implement multi-sector solutions to the complex development challenges faced by our clients. To be effective, the PL will also draw on her/his technical skills to manage dialogue with clients, define problems and possible solutions, and work with the CMU and the GPS to determine paths forward in meeting country/regional challenges. The PL will also draw on technical breadth and depth, strong integrative skills, effective communication and in-depth knowledge of the WBG. She/ he will help the Country Directors and the LAC HD Leadership Team in strategically developing the HD program, and, on behalf of the Country Directors, will serve as the point of contact with governments on issues related to the program. The PL will also play a role in advising and mentoring GP staff working on the programs and GP staff in the field. The PL is expected to serve as TTL for highly complex projects as needed, and lead key initiatives. The PL will have primary responsibility for business development on behalf of the GPs and CMUs in HD and the two CCSA areas. The PL is expected to travel frequently to the respective client countries in the Caribbean.

The position is funded 50% through Regional Program Management budget. The remaining 50% of the PL time will be used to deliver a Global Practice work program. This GP work program could include leading and/or participating in activities in countries within the CMUs, in other countries, or at the regional or global level. The PL will be organizationally mapped to the CMUs for the duration of the assignment, while retaining professional mapping to the "home" GP.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 4 year term appointment.

Duties and Accountabilities:
Strategy, Relationship Management

• Helps the CMUs develop the CPFs’ strategic vision, pillar objectives and its results framework.
• With the CDs/CM/COs, manages country client relationships in support of the specific CPFs’ objectives assigned to the PL for program development and implementation.
• Connects technical expertise and knowledge across multiple practices to service the client.
• Participates as a member of the CMUs management team.
• Facilitates collaboration among the WB, IFC and MIGA with the PLs/CMUs staff to develop integrated programs and, to provide integrated solutions to clients.
• Develops work programs (WP), with a particular emphasis on thematic, multi-sectoral work, with clear results framework.
• Works with Global Practice Managers (GPMs) to identify and mobilize the appropriate staff to deliver the program.
Program implementation
• Engages pro-actively in an advisory role with GP teams, and clients on the overall program implementation
• Ensures ongoing program is delivering expected outcomes and, works with GPs, CDs/CMs/COs, CMUs staff, and clients to problem solve and make adjustments based on learning, changing circumstances and client needs. Contributes 50 percent of his/her time to GPs or to WPAs. In this capacity, PLs will lead and/or participate in complex/strategic Global Practice tasks, drawing on best local, regional and global knowledge and technical expertise to address client challenges.

• In collaboration with Practice Managers, coaches and mentors in-country staff working on the program (including providing feedback on OPEs)
• Participates in Practice Management meetings related to program implementation.
Knowledge, Learning, Solutions
• Facilitates and captures discussion around key development challenges with clients at the country level to be fed into Global solutions dialogue.
• Generates and shares knowledge through in-country projects and programs
• Develops partnerships with local and regional knowledge institutions, think-tanks and development partners to facilitate knowledge exchange
• Is an active participant of GP communities of practice as appropriate;
• Contributes expertise and inputs in other CMUs and as required on global and regional tasks;
• Peer reviews as requested.

Selection Criteria:
In addition to the Bank-wide core competencies listed below, this position requires technical breadth and depth to devise development solutions and carry out client dialogue, a combination of integrative skills, strong operational experience, sensitivity to the political economy of the countries concerned, in-depth knowledge of WBG services and products, and strong communication/language skills. Specifically, PLs should have:

• Demonstrated skills and achievements in integrating multi-sectoral inputs into a package of solutions to achieve development results;

• In-depth knowledge of WBG operations including lending, non-lending, work programming, budgeting, task management, and strong familiarity with WBG instruments, including IFC, MIGA, and credit guarantee instruments;

• Demonstrated ability and track record to lead discussions at the highest policy levels in one or more of the following areas: Education, Health & Nutrition, Social Protection and experience with leading operations and analytical work in one of these areas;

• Demonstrated ability to lead discussions at the highest policy levels;

• Demonstrated client orientation through identifying and evaluating emerging opportunities aligned with WBG strategy, and challenging others to remove barriers and to deliver beyond client expectations;

• Demonstrated leadership in teamwork and inclusion to support collaboration and working across boundaries, and ensuring diverse talent and capability is mobilized across Global Practices;

• Masters or PhD degree in relevant fields and typically the successful candidate will have a minimum of 10-12 years’ experience in development;

• Proven ability to work across practice and disciplinary boundaries and with multiple stakeholders to build collaborative alliances for results

• Demonstrated capacity to understand the political economy and local context.

• Strong inter-personal and communication skills with proven experience in dealing with the media, external constituencies and expert groups.

•Experience in Fragile or Conflict-Affected Situation (FCS) is a plus.
While excellent knowledge of French is preferred for Haiti, a candidate with intermediate French will also be considered with the opportunity of providing fast-track onboarding language training.
