With the passing of the new Texas Senate Bill 1383, I'm happy to say I had some of these items already in place with my referral agency. I am glad to be a member of the NPRA and appreciate the leadership team. No it's not the National pro-rodeo association.
What SB 1383 Means for Families:
📝 Informed Choices
Referral agencies must now provide a written disclosure of services, compensation, and the right to terminate the relationship—ensuring families stay empowered, not pressured.
đź’ˇ No Conflicts of Interest
Agencies may not refer to communities in which they have ownership—removing financial bias from the decision-making process.
🛡️ Higher Professional Standards
Agencies are now required to:
✔️ Maintain liability insurance
✔️ Train their staff
✔️ Conduct background checks
✔️ Follow clearly defined protocols and ethical practices

All referred communities must be licensed and in good standing with the state, or fully compliant with exemption rules for small homes. Agencies must confirm and document these qualifications before making referrals.
