DIETICIAN
DOVER AIR FORCE BASE

The Dietician will provide services to the medical staff, support staff, inpatients and outpatients for the Dover AFB to meet its mission. While specific tasks are outlined as listed below, responsibilities include but are not necessarily inclusive of tasks in which the HCW shall provide.

All services shall be performed in accordance with established principles, practices, and ethics of the medical, and specialty professions/organizations. The standards of performance shall reflect the degree of care, skill, and learning expected of a reasonably prudent Dietician.

Required Qualification:
• Degree/Education (5.2.4): Completion of a baccalaureate degree from an accredited college or university in a didactic program for dietetics approved by the Commission on Accreditation for Dietetics Education of the American Dietetic Association (ADA). A Master’s degree in nutrition education, sports nutrition, public health, health promotion or community nutrition is preferred.

• Certifications in addition to Basic Life Support (5.2.3): Current registration by the Commission on Dietetic Registration of the American Dietetic Association (ADA). Must be successfully granted and maintain provider privileges by the Credentials Office.

• Experience: Possesses three (3) years of experience in wellness, sports nutrition or nutrition education.

• Board Certification (5.2.6.4.4): Board eligible Certified Specialist in Sports Dietetics by the ADA.

• Licensure/Registration Current registration by the Commission on Dietetic Registration of the American Dietetic Association (ADA). RD/RDN, must hold a state license.

• Must be a U.S. Citizen

HCW Duties (5.1 Task 1): The duties for the HCW are as follows:
• Executes nutrition policy and program requirements IAW instruction and guidance established by AF/SG.
• Uses a wide range of principles, practices and procedures of the science of dietetics and behavior change theories required to plan, implement and evaluate HP nutrition programs.
• In partnership with HP staff, assesses nutrition behaviors, environment and needs of the beneficiary population using available and applicable tools; determine/prioritize appropriate installation nutrition priorities IAW AF HP healthy weight and nutrition goals.
• Employs evidenced-based nutrition methods and behavior change theories in conjunction with the HP staff to develop, coordinate, implement, market and evaluate comprehensive primary, secondary and tertiary nutrition programs and services, as well as other related health and wellness programs, aimed at nutrition improvement, total force readiness and disease prevention/intervention for the beneficiary population.
• Regularly researches, develops/acquires, and maintains materials to implement comprehensive evidence-based nutrition programs and services to meet population health priorities and beneficiary needs.
• Implements evidence-based approaches in a variety of food service venues to create a healthy nutrition environment.
• IAW Community Dietitian Credentials provides Medical Nutrition Therapy (MNT) for clients from the MTF and as mission allows develops nutrition components of chronic disease management protocols.
• Employs adult learning behavior change theories and teaching techniques to conduct a variety of individual and group nutrition interventions.
• Maintains data quality management (e.g. coding, MEPRS) and reporting requirements in program ex*****on IAW AF instruction and guidance, the Joint Commission and Accreditation Association for Ambulatory Health Care. When appropriate documents nutrition education and/or medical nutrition therapy IAW ADA Nutrition Care Process, ADA Executes nutrition policy and program requirements IAW instruction and guidance established by AF/SG.

REGISTERED NURSE – EMERGENCY MEDICINE

Contract Health Care Professionals (HCPs) shall perform essentially the same services as those required by any Army or Government service HCP of similar experience and in similar duty assignments. Therefore, while specific tasks are outlined as listed below, responsibilities include but are not necessarily inclusive of tasks in which the HCP shall provide.
All services shall be performed in accordance with established principles, practices, and ethics of the medical, and specialty professions/organizations. The standards of performance for all HCP provided by contractor shall reflect the degree of care, skill, and learning expected of a reasonably prudent Registered Nurse – Emergency Medicine.
Required Qualification:

• Degree/Education: Must be a graduate of a nursing program accredited by the American Association of Colleges of Nursing and National League for Nursing. If candidate is an international nurse graduate from jurisdictions other the U.S., must possess a valid certification for Full Education Course-by-Course Report by the Commission on Graduates of Foreign Schools.
• Experience: Have a minimum of three (3) years of experience as a registered nurse with at least one (1) year of experience within the last three years in an Emergency Department or in a critical care area of hour or more beds as a registered nurse.
• Licensure: Current, full, active, and unrestricted license to practice as a Registered Nurse
• Certifications: Must hold current American Heart Association Basic Life Support for Healthcare Provider, Advanced Cardiovascular Life Support (ACLS) and Pediatric Advanced Life Support (PALS)

Job Responsibilities. Registered Nurse – Emergency Medicine’s areas of responsibility shall include but not necessarily be limited to the following.
• Knowledge of interpersonal relationships and the ability to maintain composure and react appropriately while relating to patients and families; to manage distraught, irritable, unreasonable or angry individuals, and to maintain positive rapport with all individuals involved in patient care.
• Ability to react with alertness and skill in any emergency situation, e.g. cardiac or respiratory arrest, hemorrhage, shock, severe physical trauma and psychiatric reaction. Serves as a member of the resuscitation team.
• Assess patients’ conditions for potential or life threatening crisis. Distinguish between normal and abnormal physical findings (from physical assessment and vital sign assessment). Plan appropriate nursing care.
• Obtain patient history and pertinent family history.
• Document plan of care and care given in patient’s medical record.
• Utilize appropriate nursing personnel to assist in delivery of care when indicated (LPNs/paraprofessional).
• Transcribe or verify transcription of physician orders.

• Communicate pertinent patient data to charge nurse and/or physician as appropriate.
• Reassess patient’s condition and revise plan of care based on identified nursing problems.

• Instruct patient/family regarding prescribed medications/therapies and surgical/diagnostics procedures that must be accomplished.
• Give inhalation therapy treatments, with knowledge of medication utilized in this treatment and reactions.
• Be able to interpret and intervene cardiac rhythms to include recognizing lethal rhythms and their implications.
• Assess patient/family knowledge level, implement plan of instructions and record patient/family demonstrated level of understanding.
• Operate defibrillator, EKG machine and cardiac monitor.
• Contract nurse shall administer blood and their competencies for blood administration will be verified.
• Interpret pertinent lab values.
• Use electronic thermometers, infusion and Patient Controlled Analgesia pumps and various other pieces of medical equipment.
• Provide nursing care to a group of patients with other individuals assisting him/her, which may include patient care assignments.
• Be able to initiate life saving measures in the absence of a physician.
• Identify impending or existing emotional or psychiatric crisis and provide appropriate intervention.
• Successful completion of certification for the following tasks:
o Recognition of life threatening arrhythmias

Prepare reagents and primary reference materials as necessary. Calibrate, standardize, adjust, and maintain instruments. Verify correct instruments operating using established procedures and quality control checks. Identify the cause of common problems and make simple repairs.
Recognize and react to indicators of malfunction. Locate and implement corrections. Obtain analytical data, convert to prescribed unit of reporting, as necessary and correlate data to verify results.
Conduct quality control procedures on equipment, reagents and products and maintain proper records for quality control and quality assurance reports.
Prepare specimens for transport to MTF laboratory or for mail out.
Prepare biological waste for proper disposal.

1. Optometry Technician – 1 FTE
1.1 Qualifications
1.1.1 The contractor shall be a graduate of a military or civilian ophthalmic technician specific training course with at least three years of experience.
1.1.2 The contractor shall have and maintain national certification at the assistant level (COA; or higher equivalent).
1.1.3 The contractor shall maintain CPR certification and any other mandatory annual training requirements as per USAFSAM and local AFI’s.
1.1.4 The contractor shall have basic computer skills and be able to work with internal computer programs to support Aeromedical Ophthalmology/Optometry evaluations and be able to enter and extract data.
1.1.5 The contractor shall have a basic understanding of clinical optics. The contractor shall have a working knowledge of a range of ophthalmic equipment including: Optec 2300, Cone Contrast Test, Orbscan, Pentacam, OCT, automated and Goldmann perimeters, slit lamp, American Optical Vectograph, and Howard Dolman.
1.1.6 The contractor shall have knowledge and experience with ophthalmic surgical procedures to include cataract surgery (phacoemulsification and extra-capsular methods), blepharoplasty, ocular muscle surgeries, chalazion and eyelid lesion excisions, ptosis repair, nasolacrimal duct probing, ocular and peri-ocular laser procedures, trabeculectomy, eyelid laceration repairs, and dacryocystorhinostomy.
1.2 Tasks. The contractor shall:
1.2.1 Assist in patient evaluations, including ACS referrals, Flying Class I applicants, Medical Flight Screening applicants and subjects participating in branch-related studies.
1.2.2 Support all aspects of clinical exams including: ophthalmic histories; measurement of visual acuity, color vision, contrast sensitivity, corneal and retinal imaging, stereopsis, visual fields, tonometry, keratometry; and fitting spectacles. This requires
1.2.3 Perform basic instrument maintenance.
1.2.4 Administer medications to the eye, be knowledgeable of ophthalmic drugs, and apply a proper eye patch. The contractor shall practice aseptic techniques and keep offices and equipment clean and follow infection control during these and all other practices.
1.2.5 Review patient medical records from previous exams and other pertinent data for provider’s reference during current exam and documents test results in outpatient electronic medical record in compliance with established protocols.
1.2.6 Organize, prepare and replenish patient exam rooms between encounters and maintain ophthalmic medications in a ready state in multiple treatment areas. The contractor will assist the Ophthalmologist or Optometrist in fitting spectacles, hard and soft contact lenses and be able to instruct patients on the proper insertion, removal, cleaning, as required.
1.2.7 Perform all duties required for the ophthalmic medical and non-medical equipment and supplies within the section.
1.2.8 Support associated Ophthalmologists and Optometrists in research protocols including: acquisition of ophthalmic and optometric measurements such as evaluation of visual performance with optical devices, contact lenses, and night vision goggles.
1.2.9 Schedule appointments with other departments and outside medical facilities.
1.2.10 Receive and interpret communications, publications, and directives; administratively support Aeromedical Ophthalmology, send and receive faxes, answer the telephone, and prepare correspondence as necessary. The contractor may be assigned additional duties to order prescription medications/contact lens solutions, conduct inventories, and dispose of such accordingly.
1.2.11 Perform as medical and surgical assistant to the ACS ophthalmologists while at the local military hospital (MTF) in the eye clinics and all surgical or procedure suites. The contractor shall maintain sterile fields while performing procedures with aseptic techniques.
