Dr. Lacy's speech in Washington DC:

Thank you for allowing me to speak here today. I am Dr. Roderic Lacy, a medical doctor and a chiropractor. I represent about 2,500 chiropractic physicians nationally and in 3 other countries. It is so cold here today. I live in the Dominican Republic and I am not sure if my legs are shaking from the cold or if I am just nervous. It is probably a combination of both.

I am the CEO of the FCPAA, First Chiropractic physician Association of America and the FCPA, which is the Florida Chiropractic Physician Association. We are well aware of the positive results the CCE has made throughout the United States over the past several decades for our profession and hope to see it continue for many years to come.
The CCE must continue to be the credentialing body of our profession. We support it in its entirety and ask that you unconditionally re-credential them.

The FCPAA and the FCPA support the ACA and agree with their comments. We see them as a leader of our profession. Many groups that have and are scheduled to testify here today in opposition of CCE credentialing are not, in my opinion legitimate organizations. They were formed for the purpose of appearing to you to represent a large number of people. Most, if not all of these organizations, were formed by the same small number of people. Many have no budgets or any paying members. They are on a philosophical witch hunt and the CCE is their current target.

They have no tolerance for those who, many of which are members of my organizations, dare to consider practicing evidenced based medicine. My organizations understand the importance of CCE and their primary function of accrediting institutions and allowing diversity. They are very successful at what they do, solicit input from all segments of our profession and are moving our profession into the future.

Why anyone in our profession would even consider eliminating CCE is beyond my comprehension; without the CCE our profession will cease to exist and tens of millions of patients will be less healthy as a result. Please allow CCE to continue to guide our great profession into the new health care system of the future.

Thank you very much for allowing me to take part in this watershed moment for our profession. Thank you.

Then a Board member asked...Dr.Lacy, do you feel the spinal adjustment is the main focus in your profession?
I responded..... The adjustment is certainly important, but not the only focus. We have many focuses. I adjust 90% of my patients. Once you are trained as a natural physician it is in your blood. I have many friends that are chiropractors and they do not adjust. Some only do nutrition and others only do acupuncture. We need to tier this profession. Actually we already do tier this profession. We have acupuncturist and nutritionist, as I just mentioned. We also have chiropractic neurologists and other specialists. For one to say the adjustment is the only thing we offer is not true. Chiropractic is different to many different chiropractors. Tiering of our profession to include many specialties including pharmacology rights is necessary. We need to tier our profession like the nursing profession has done over the years. We need to be evidence based and tiered. The FCPAA and the FCPA promote evidence based medicine and the tiering of our profession.

How would you like to see the definition of Chiropractic changed in the state of NC?

90-143. (Effective July 1, 1993) "Chiropractic" is herein defined to be the science of adjusting the cause of disease by realigning the spine, releasing pressure on nerves radiation from the spine to all parts of the body, and allowing the nerves to carry their full quota of health current (nerve energy) from the brain to all parts of the body.
