Advocating for Cameras in All Long Term Care Facilities in All States In 2011 I placed a hidden camera in my mother's nursing home room and caught eight aides abusing her. One aide was charged with 14 counts of felony abuse and plea bargained down to seven felony counts and went to prison for 10 1/2 years. Three were fired and three were disciplined. The nursing home was fined $357,000. All the major media around the world reported on the abuse, and it was included in many stories done on nursing home abuse including a CBS story that rated all 50 states on nursing home abuse, my mother was the one from Ohio. The media kept me in the news for 10 years after the abuse and that resulted in me finally getting legislation for Camera's in nursing homes. The Ohio Law named Esther's Law Ohio Senate Bill 58 unanimously passed in the Senate and Unanimously passed the House committee and is expected to become a law in Ohio soon.

When we originally introduced Esther's Law Senator Antonio used the word "Sponsor" instead of legal guardian and Power of Attorney. I told her using a word that is not used in the industry could cause problems. The Ohio Revised Code says Sponsor refers to Legal Guardian and Power of Attorney, but it is in general and not directed to Probate court and long term care facilities only.
I was a Legal Guardian for nine years appointed by a Probate Judge and the word "Sponsor" was never used.

This new amendment Bill to Esther's Law changes the words "Power of Attorney" and "Legal Guardian" back to "Sponsor". I told Senator Ingram don't fix things that are not broken, you could be causing new problems. Senator Antonio who is a cosponsor on this new Bill fully knows this post I did from 2020 says exactly this, and why it was changed from "sponsor" to "Legal Guardian and Power of Attorney".

This is the new language in SB154 to amend Esther's Law. You can see the crossed out words from SB58 the original Esther's Law. There is more that needs to be added and changed. It is still early for legislation in Ohio, but that would and will change with this major election coming in November.

I worked with Representative Marla Brown of Pennsylvania last year on her legislation for a camera law based on Esther's Law. Legislators were more worried about their two party consent law than enacting a camera law for long term care facilities. The one, two and all party consent laws in every state has been addressed and does not apply to the camera law.

This is the result of ignoring the camera law. The camera law for long term care facilities turned 25 years old in 2026. This is not a new law and there has not been one state that passed this law where it was taken to a supreme court to remove it.

I have tried to contact Representative Marla Brown with no reply.

Esther's Law is not a new law, this is an amendment that has been in the news media for four years. Do research on this and not just let someone post their opinion. Read the Bill is is just a couple pages long.

This is from Senator Ingram the sponsor of SB 154 to amend Esther’s Law. I am asking you to support this to get the Senate Health Committee Chair to hold hearings for this Bill. If we keep sending them emails they will do it. We need more people to get involved, ask your friends and family to email this committee. You do not have to be from Ohio to do this. We also need to email the Health Committee in Florida to get their Bill passed.

This is what advocating is about. It is not a Facebook group page, it is hands on work to get legislation passed.

This is what happens when Ohio Legislators refuse to enforce the only Law in Ohio that offers protection to residents of long term care facilities. They refuse to Amend Esther's Law to expand it to other care facilities and expand the language. and enforce the law. They would rather see all of this abuse and neglect and it gets so bad that a Judge has to close the nursing home down to protect the resident from more harm than already done.

This Ohio Attorney General Dave Yost also refuses to enforce Esther's Law. They say just because it's a law does not mean it has to be enforced. Remember this when voting and vote for the ones who will enforce law , not just make them. Also again no mention of Esther's Law and if it was used.

SB154 Ohio Senate Bill amends Esther's Law. It does not fully address the problems in the past four years that families had with cameras in nursing homes and does not include all care facilities. They have not scheduled a hearing and this legislation was introduced last year in March.

The opposition on this Bill is the legislators and not the Health Care Association.

I'm asking you to email the Senate Health Committee. There are only seven members and you can email all of them in one email. Tell them to schedule a hearing so we can come and testify. If you have had any problems with a camera, tell them. Also let me know so I can document them for the hearing.

Despite federal and state reports indicating concerns about staffing and care, just one bill in the Legislature now addresses nursing home care.
It would allow cameras in nursing homes upon request — and its sponsor, Sen. Jim Runestad, R-White Lake, acknowledges it’s “dead on arrival.”

I have talked to Senator Runestad and we did a zoom meeting with his staff. The Camera law passed both houses and was pocket vetoed by the Governor, and we still don't know why. This is what happens with resubmitted Bills that died in committee or vetoed. It doesn't make it easier to get passed, it makes it harder.

I would like to know why this family was not using Esther's Law that would allow them to have a camera in their loved ones room. Did they try to get one and the facility denied them. Did they not know the law. If the nursing home gave them problem with a camera that is another lawsuit and Attorneys should be asking these questions. The State of Ohio must be sued for nonenforcement of the law.

There is currently a Bill in the Senate SB154 that will amend the language of Esther's Law, but it does not have enough language to protect the camera and our loved ones. I will testify as an interested party to get these changes made to make sure this does not happen.

Don't forget we also have a petition to get a federal camera law for all states and all facilities.
