PLEASE NOTE: The “certified doula” language and the placement of Doulas under the Board of Nursing are in the legislation that was passed. The Board of Nursing doesn’t have oversight to change that. (You can contact your state representatives and senators and ask them to amend the language of the legislation) However, the Board of Nursing CAN change the language about the scope, the rules regarding certification, and especially the disciplinary action language.

As a state agency, the Ohio Board of Nursing engages in administrative rulemaking. The Board is notifying you of draft rules proposed regarding doula certification. The Board is making this notification to seek input from stakeholders and to assist in assessing any adverse impact on the business community. As a stakeholder your feedback is welcomed and encouraged. These rules are proposed in response to the General Assembly’s recent enactment of Section 4723.89, ORC, Doula certification, and Section 4723.90, ORC, Doula advisory group (as in effect April 30, 2024).

4724-24-01, Definition of terms.

4723-24-02, Doula certification.

4723-24-03, Renewal of doula certificate.

4723-24-04, Continuing education requirements.

4723-24-05, Doula certification by endorsement.

4723-24-06, Standards of doula practice.

4723-24-07, Disciplinary actions against certified doulas; investigations.

To provide comments on any of the rules, email comments by Thursday March 14, 2024, to: Rules@Nursing.Ohio.gov. Please include “Doula Rules” in the subject line of all emails. The Board’s Advisory Group on Rules will review all comments prior to making its recommendations to the Board. Once the Board has made its determinations, the draft proposed rules will be filed with CSI. At that time the rules will be published again for comment. There will be additional opportunities to comment as the rules progress through the rule review process.
