Human trafficking is a hidden crime that affects people of all ages, backgrounds, and abilities — but individuals with developmental disabilities are disproportionately targeted and at higher risk.

At The Arc of Central Nebraska, we believe everyone deserves safety, dignity, and protection from exploitation. Unfortunately, people with developmental disabilities often face barriers — including social isolation, communication challenges, and dependence on caregivers — that can increase vulnerability to traffickers.

Why the Risk Is Higher
💙People with developmental disabilities may be:
💙Targeted by traffickers who exploit trust, social needs, or dependence
💙Less likely to be believed if they disclose abuse
💙Isolated from supportive communities and trusted networks
💙Misunderstood when trying to communicate harm or coercion

This makes awareness, education, and community support especially critical. Everyone — families, caregivers, service providers, and community members — should be equipped to notice warning signs, such as:

❤️Sudden changes in behavior, mood, or routines
❤️Unexplained absences or reluctance to return home
❤️New relationships with older or controlling individuals
❤️Withdrawal from usual activities or supports
❤️Seeming coached or inconsistent when communicating

If you notice something concerning, your voice matters — and so does acting early. Prevention and protection are a community responsibility. Educating people with developmental disabilities about healthy relationships and personal boundaries is paramount in prevention. 📢📢 We are excited to announce we will be starting a group soon to work on these skills! 🧡

URGENT!! Write your Senator now ! Senator Quick is on the Health & Human Services Committee. Ask them to NOT TAKE SERVICES AWAY on the A&D waiver !!! Also make comment on DHHS website before January 5.

We need your help!!!

Please send emails asking these Nebraska Senators who are on the Health and Human Services Committee, to temporarily pause excessive corporate tax cuts in order to save the Aged and Disabled Waivers from the devastating proposed reductions in services.
The A&D Waiver provides life-saving services to individuals in their homes and communities, saving the state millions of dollars every year. If these cuts are enacted, it could force Nebraskans with disabilities into institutionalization or nursing homes in order to qualify to receive care.
Our fear is not only institutionization, but that individuals with disabilities will be turned away due to shortages in nursing home availability, and institutional shortages--both of which are not the proper places for anyone on these waivers.

It is our duty as citizens to participate in our local government. Without input, these proposed cuts have the potential of costing the lives of our most vulnerable populations.

The Arc of Central Nebraska is an affiliated chapter of The Arc of Nebraska and The Arc of the U.S. Founded in 1955, we are a volunteer advocacy organization, supporting and advocating for people with intellectual and developmental disabilities in the Hall and Howard County areas of Nebraska.

The Arc promotes and protects the human rights of people with intellectual and developmental disabilities and actively supports their full inclusion and participation in the community in their lifetimes.
