Yes proper certification is an undertaking, sadly a lot Montana SAR teams practically make up the rules as they go along. Sure they might do advance certifications like rope rescue, but not having everyone at the same basic training level can endanger people and worse, decrease the possibility of detection of the person you are trying to find.
Some teams still use “spontaneous volunteers/family members” of the missing rather then work to build a proper search capability, or accept help from certified groups.
