McAllen Deputy City Manager Michelle Rivera has been honored with the Excellence in Ethics and Integrity Award from the Texas City Management Association.
This prestigious statewide recognition highlights more than 30 years of dedicated service defined by ethical leadership, public trust, and a deep commitment to community.
Rivera oversees Development Services, the Office of Communications, City Secretary, Grants Administration, and Health and Code for one of the fastest growing metropolitan areas in South Texas.
Her leadership emphasizes transparency, principled decision making, fairness, and mentorship. She has guided six emerging professionals in advancing their municipal careers and helped establish a Youth Advisory Council that engages high school students in civic leadership and real-world government decision making.
For more than a decade, Rivera has also served as a TCMA Train the Trainer for Region 10, equipping municipal leaders across Texas with the tools to uphold the highest ethical standards and meet continuing education requirements.
This recognition reflects not only her distinguished career, but also the culture of accountability and integrity embraced by McAllen’s 2,600 employees.
