Project Crossroads

Project Crossroads Project Crossroads is an Domestic Violence Investigation, Education, and Advocacy Program in the Jamestown Police Department.

For Domestic Violence Emergencies call 911 We provide follow-up and referral services to adult victims of domestic violence and sexual assault. Our Domestic Violence Unit works to enhance victim safety and support as well as perpetrator accountability. Our Staff consists of a Certified Domestic Violence Officer, A ride-along civilian advocate/case manager. Project Crossroads also has our beloved, Hope, the Therapy Dog. Project Crossroads offers Domestic Violence Investigation and Case Management. Our Case manager will offer follow up calls and case notification. Project Crossroads also facilitates the Chautauqua County Coalition Against Domestic Violence and Sexual Assault. Our Coalition(CHQADVSA) consists of service providers, health care professionals, law enforcement personnel, clergy, and business sectors that meet every other month to address the needs of those affected by interpersonal violence.

On February 4, 2026, at 12:45am, officers of the Town of Ellicott Police Department responded to a report of a domestic incident. Through investigation, officers learned that 30-year-old Jaykup Durlin, of Jamestown, allegedly damaged a wall in the residence and then held the victim up against the wall restricting the victim's freedom of movement.

Durlin was taken into custody and charged with Criminal Mischief in the 4th Degree, Harassment in the 2nd Degree, and Unlawful Imprisonment. He was taken to EPD for processing and then transported to the Chautauqua County Jail for a centralized arraignment.

The Jamestown Police Department is now accepting applications for the 2026 Citizen Police Academy!

The academy is scheduled to begin Wednesday, March 4th, 2026, and will run for approximately 16 consecutive weeks. Classes will be held every Wednesday from 6:00 pm to 9:00 pm in the Police Training Room in City Hall.

This program is open to adults with preference given to those who live or work within the City of Jamestown. Participants will gain an inside look at law enforcement through topics such as patrol operations, criminal investigations, fi****ms, crime scene processing, domestic violence response, and narcotic enforcement. You will also hear from our specialized units and have the opportunity to ride along on patrol with an officer prior to the completion of the academy.

​In New York State, consent isn't a "one and done" deal. Whether you’re in a relationship or it’s a first date, understanding the law keeps everyone safe.

​The Myths vs. The Law

​Myth: "We’ve done it before, so it’s fine."

​The Law: Past consent does not equal future consent. New York requires Affirmative Consent—a voluntary and mutual decision for every sexual act.

​Myth: "They had a drink, but they didn't say no."

​The Law: If someone is incapacitated by alcohol or drugs, they cannot legally give consent. Under NY law, an incapacitated person is incapable of making that decision.

​Myth: "Once you start, you can't stop."

​The Law: Consent can be withdrawn at any time. If a partner changes their mind, everything must stop immediately.

​What a Healthy Relationship Looks Like..

​Communication: Checking in with your partner is a sign of respect, not a mood killer.

​Boundaries: Your partner respects your "no" or your "not right now" without making you feel guilty.

​Safety: Both people feel comfortable and sober enough to make clear decisions.
