Dr. Sheila Davies is the Director of Public Health for the Dare County Department of Health and Human Services. Prior to accepting this position in October 2014 she served full time as the Coordinator for the North Carolina Statewide Telepsychiatry Program (NC STeP) and implemented telepsychiatry services in over 50 hospital emergency departments across the state of North Carolina. Prior to her work in Telepsychiatry, Dr. Davies led Dare County’s Substance Abuse Demonstration Project, which resulted in opening an outpatient substance abuse treatment clinic in Nags Head, NC and implementing evidence based substance abuse prevention education in all Dare County Schools. In 2010, Dr. Davies was honored by the NC Public Health Association with the Reynolds Medal of Achievement for her contributions to public health in North Carolina. Dr. Davies received her Bachelors of Science Degree in Psychology and Kinesiology from the College of William and Mary and her Master of Public Administration degree from Walden University. She received her PhD in Public Policy and Administration, specializing in health policy from Walden University. Dr. Davies co-authored an article in the November/December 2008 edition of the North Carolina Medical Journal on school based substance abuse prevention and authored an article on telepsychiatry in the May/June 2012 edition of the North Carolina Medical Journal. Dr. Davies was elected as the Mayor of the Town of Kill Devil Hills in 2011 and is currently serving in her third term. She strongly believes that a strong government is one where citizens are engaged and there is solid communication in all levels of government. Dr. Davies is a community servant and serves and/or has served on numerous task forces, committees and boards including the SAMHSA Telemental Health Services expert panel, NC Institute of Medicine Alzheimer’s Task Force, Dare County Missions of Mercy Free Dental Clinic Partnership, Currituck Dare Community Foundation Board of Directors, Dare County League of Women Voters Board of Directors, PORT Human Services Board of Directors, the Outer Banks Family YMCA Board of Directors, the Dare Coalition Against Substance Abuse Board of Directors, the Outer Banks Chamber of Commerce Board of Directors, the Healthy Carolinians of the Outer Banks Partnership, and the Dare Literacy Foundation Board of Directors.
