Arkansas’ own rate study shows that nonprofit providers supporting people with intellectual and developmental disabilities are 23% underfunded, while the managed care companies (PASSEs) report average yearly profits of $43 million and return an average of $107 million to the state each year. The funding is there, but the people these services are meant to support continue to bear the cost of this funding gap.
